News here in Maryland the only Republican member of the congressional delegation 1st district Congressman Andy Harris temporarily suspended doing live town halls in favor of one hour telephone town halls where he takes questions from callers he held one back on February 16th and there was this exchange over appealing the Affordable Care Act. If you work you know right and there is no immediate replacement then if you know you are going to be he's going to leave you if you'll let me answer I wasn't finished Ok. Yes we definitely are going to replace it and we're going to replace it with something that will be more affordable earlier this month the congressman told c 4 he's taking the action he did in part because of protesters that have appeared at town hall meetings across the country that he said may be from outside their district and in part because he wants to wait until Republicans proposed an alternative to the Affordable Care Act a citizens group in Harris's district has started their own series of town halls on the way to which Harris has been invited Harris will hold 2 more telephone town halls tomorrow night and Tuesday night and earlier this week he said he expects the alternative to the Affordable Care Act to be proposed next month in Congress and he now says he will hold a live in person town hall meeting on Friday March 31st in Easton this past week the only member of Congress in Maryland Republican or Democrat to hold anything resembling a town hall was Maryland 2nd district congressman Democrat Dutch Ruppersberger the congressman took questions from constituents of what he called a Congress on Your Corner of vent one in Randallstown and one in towns of both were held Wednesday I watched part of the Randallstown event where the congressman took questions from about 25 people for about 2 hours on everything from the immigration to President Trump Afterwards we sat down with Congressman Dutch Ruppersberger before we talk about some of the things that are in the news what's talked about today we were trying to keep track of our congressional delegation during this recess and here we are on Wednesday as far as I know you're the only one who's had anything resembling a town meeting or anything any kind of public appearance Senator Van Hollen was at the port on Tuesday Congressman Harris last week on the telephone town hall meeting . Just really let you talk about that 1st Everybody has their different ways to communicate the reason I decided to share. My schedule and have. A form like this where I could communicate with people in the last month we've gotten over 5000 communication from my constituents so we thought it would be be better to listen to these people and that's why we very quickly put this together that 5 pounds even a lot is that so I mean for a given month Robert probably the most communication I've had is from since I've been in Congress and that includes the days of the health care issues and the days the health care issues comes 911 the war in Iraq war I was I was got executive or kind of not. But everybody has their own point of view and I understand this to town halls are held by people in California and other places that are never home those of us in the Baltimore area we go home a lot at night so we're more sensible car constituents and so I just decided when we looked at the people calling to have some form so we're having a forum today and a former forum tonight and we chose the locations of the forms based on the amount of communication that we got from different areas so we track where the calls come from. To talk a little bit about some of the things in the news 1st as we speak there are new guidelines for immigration released by the Department of Homeland Security there are some in the immigrant community who fear it's going to Lito many more deportations and there should be talking a bit about that your reaction to the 1st thing this is an issue that has to be dealt with we have over 11000000 when it is considered illegal immigrants in the United States I felt very good about the Senate passing a bipartisan bill dealing with immigration issue it was that it was not amnesty it allowed a certain process for people to become legal in this country and unfortunately it was not. To a vote in the house so I think we have to look back to the basics look at that bill that passed in a bipartisan way now since the new president has come in I'm very concerned about the way that he's attempting to implement dealing with the issue of immigration we're putting families thousands and millions of people in fear that one day they will be picked up and sent away and that's not who we are I agree with the president to focus on the felons we but he's using a fear factor and there's we if you look at fear we have more severe problems in our inner cities and deaths and murders in Baltimore Chicago and we haven't focused or put the money into that area in our own domestic United States of America so I would think as far as immigration is concerned we've got to take a deep breath and I do praise the president for dealing with the children I think I think I heard just today but again I don't I'm not sure I haven't seen written seen the written order at this point but that he is going to look after the dreamers that so important children to come into this country with their parents and then they're going to be forced to leave that's not who we are as Americans now there's not a direct. Direct connection between crime in Baltimore and illegal immigration will some of it maybe but my 13 is a big mess 13 is a big problem it was crimes in the d.c. Area and the federal you know Mr Rosen side has prosecuted that gang just can't there be something done to stop that at the immigration law that's where we should focus that's the priority and it's not it's and any immigrant who comes the United States and commits crime should be deported 1st thing should be arrested maybe put in jail depending on what the crime is but you know we we have to have a system you've got to look at history and learns. In history we are a country of immigrants we're known to be fair but when you use the fear tactic to get things done that usually does not end up in a pub in a positive way or are what's right for our country so. There are 2 sides to this issue we have to listen to the other side but in the end we have to get to the facts part of the facts are even with protecting immigrants the attacks that we've had in our country and the lone wolf attacks these people are here here legally and that's that's an issue that we have to look at I still say think it's important that we have to refocus on the crime in our own country and to protect our citizens from that crime that's occurring every single day the president named a new national security adviser nominee earlier this week General McMaster your impression I think it's a tremendous appointment I know him I met with him 6 months ago in my office he speaks truth to power I'm really surprised based on the fact that that it seems to me that that Trump and band that band basically wants to. Control a lot of the issues that are current current security and yet he picked General Mattis who's well respected he'll speak truth to power and you have Kelly head of Homeland Security another well respected person who was speak truth to power and now you have a masters who is well respected and his reputation is based on the fact when he said I think something's wrong he'll speak up so I feel very secure now in the area of national security I had issues with with Flynn with his new diverse not on I work with Flynt in the past but I I think whoever advises the president which is probably was maddest to Harmeet master was a good move so I think surfacing will listen to him I mean will say he speaks truth to power it's one thing and if you look at what Trump tweets and I just went from it's not tweeting start leading but if you look at what he tweets or what he says. Now you have Matt is in Iraq and other parts of the world including NATO saying we're with you we're behind you and they're countering what the president is saying and it's the same thing with a vice president the vice president when when they when every day when the president tweets and says some of these outrageous issues that are hurting our country you know words do matter and they're hurting our country our national security and it makes our allies feeling secure you have the vice president has just gone over to York and saying this is what we do believe it and those people are still there and I think Trump maybe maybe he just can't control what he's saying sometimes and now he's allowing his leaders in that area to hopefully set the policy and reassure allies and the world very quickly want to get to 2 other topics on Tuesday the president addressed any significant event incidents that have occurred around the country threats to Jewish community centers including the g.c.c. On Park Avenue in Baltimore the g.c.c. In Rockville is that there seems to be a division the Jewish community between Simon Wiesenthal Center and other groups that what the president says wasn't enough or was enough what do you use any time you have discrimination or you have threats relating to a certain religion and especially look at the history what happened in the Jewish community as it was with Hitler you have to stand strong and let everyone know this will not be tolerated these or these or this is the Jewish community these are Americans and you have to stand up and I think that it I think where the other side is on this I soon is the fact that Trump is developed a relationship with Netanyahu and maybe they feel that might interfere I think you have to see the leader of this country we will not stand for any type of discrimination and any threats to that to the Jewish community and because it has occurred the past we have to stop it and stand up and let it be known it would not be tolerated in United States of America finally. Question the health care reform law e.c.a. You heard a lot from people about that today you've been hearing a lot about people today what is not because. I would hope. That people understand how important health care is there needs to be tweaked there needs to be changes in certain parts of health care but the most important issue is that we have 33000000 Americans that are now covered that we're not covered and we have to make sure whatever we do to make health care better that we do no harm and you know you just can't with what I heard the president say we're going to make it better and you're going to pay less well that just doesn't happen what we can't do is what we've been doing and since the health care bill was passed and the other side of the out took control is that we can't just. Vote to repeal health care and not sit down and negotiate that has never been done hopefully will do it now I don't think this country or that the 33000000 people who who are now insured will. A yelling from you was radio 1090 this past Tuesday the House health and Government Operations Committee held a hearing on a bill that would set up clinics for safe spaces for heroin and other drug addicts to use their drugs with the hope that it helps the person abusing the drugs get treatment these special safe areas would be staffed with medical personnel the bill is sponsored by Baltimore County delegate Dan Morhaime an emergency room physician and the co-sponsor of the state's medical cannabis law Morhaime talked about this bill Thursday on the c 4 show on w b a on this particular bill fake consumption facilities is not something I would have put in 5 years ago but you know sometimes you have to change your mind based on the data when there's real information that comes in and then that's what's going on this targets a really hardcore group probably 20000 people in Baltimore City who are users every day multiple times a day they probably spend $50.00 a day to maintain their habit and if you do that math $50.00 times $20000.00 times $365.00 that's almost 400 $1000000.00 spent just to buy the drugs and doesn't cost the criminal costs Carol justice system innocent bystanders health care costs and everything else and so what the data shows and be able foundation and John Hopkins just released a report on Tuesday very comprehensive report the data shows that if a consumption facilities move to addicts from frankly shooting up in bad locations where they're not found where there's a you know really high overdose death rate and move them to less harmful behaviors and so all the numbers you don't want to see that improve. News now safe drug consumption spaces are places where people can consume previously bought illegal drugs in a safe space usually in a very clinical like setting the model in Vancouver called insite has 13 booths that are in a semicircle a desk is kind of in the middle so that the staff person can watch their mirrors at the front of each of the booth so people if they go out on an overdose the staff person can quickly revive them but that that's what they are there a place for people to consume previously purchase drugs in their best and the most common form they're also wraparound services there's an integrated model with case management which would lead to referrals for housing and others necessary social services primary care being provided obviously HIV hepatitis testing and drug treatment available as well police and the federal government have spent billions of dollars over the last half century trying to to erase places like this trying to take illegal drugs off the streets and not have people using him you're saying we ought to set up places where they can do just that to a lot of people it's not going to make sense right well actually so part of what you're saying is exactly that police and the government have spent billions of dollars taking drugs off the street and that actually is what the spaces do overwhelming. There's overwhelming support these these places are 97 cities in 60 and I'm sorry there are 97 safe consumption spaces in 11 countries in 66 cities throughout the world there are a lot of police including police in Vancouver where that site existed since 2003 that they're in or are in agreement that this makes their job easier because it takes drugs off the street and many police even because they're kind of front line workers they see the effects of drugs on people's lives every day and unfortunately we have particularly now with such incredibly high rates and ever escalating rates of overdoses from often times driven by fatten a lace Terrilyn with so many more heroin users largely resulting from the boom and prescription opioids that then become too expensive when people get hooked and then they turn to heroin we have quite a crisis so you're right a lot of money has been spent in the United States and if you look at the evidence there still is are plenty of people who have problematic and you know they're addicted to drugs so this is one more tool in the toolbox of evidence based efforts to try to meet people where they are and provide them with services with the goal of treatment eventually when they're ready for drug treatment so so in a sense the safe space takes is not going to stop people from using but it is going to put them in a safe area where they're going to use and maybe not spread it to others and then well you know I can't help them out in the you know I would say that they're not going to I wouldn't actually say it that way. And in Vancouver they actually have a drug treatment program on site it's called on site it's a detox program and there's been 2800 intakes. Through through people being referred from in site the safe injection facility so you know connecting people to services there's something about treating people people walk in the door to a place where there's no judge. When they do what they're doing they're treated with respect there are other services available they start to take advantage of services and so actually it's not true and it could be that as such a safe consumption space could play a role in people stopping using their drugs we know that people cycle in and out of treatment and I've urged 6 times before they actually quit and a lot of that is driven by the fact that they have lot of other needs in their life that need to get stabilized housing people are homeless issues with the law that oftentimes when they're taking care of mental health issues that people are the reason that people are using drugs in the 1st place when those things are taken care of then they're ready to quit drugs so I actually think it's and it's been shown the science has shown that it's an amazing tremendous entry point for people to receive an array of services including drug treatment but I can hear a lot of people arguing that this is one small step away from simply legalizing all of these drugs and saying to these people well you've got them your money is well use them. I don't think so I mean I don't see it it's one small step of getting people into care is the way that I would would look at it I don't see it's not legalizing drugs it's not you know we know that people drink that we have bars were we want where we wash glasses I mean this is a space for people we have an estimated 100000 heroin and chapters in Baltimore City from there's task force report so and everyone isn't in treatment there are not enough treatment slots everyone isn't ready for treatment so this is a part of a comprehensive approach that many cities have taken who have you know much. To Don't use you know our response to drugs in many ways has really been a war that actually has failed. So it's one of many that the evidence shows actually works and I'll say that you know one other fact about the needle about the sorry about the safe injection facility in Vancouver there was a study that was done that found in the quarter of a mile surrounding the facility there was a 35 percent reduction in fatal overdoses compared to the rest of the city where there was a 9 percent reduction so a significant increase even in the area outside of the safe injection facility So you're for several years and you're hoping if they come to these safe facilities to use drugs with that intention that maybe they will also take advantage of the other services you are offering to help them get off the drugs. Rowlings news this week on tell you be a Alan News Radio 10 Here's reporter Robert Lang parents apparently are not doing a good enough job be keeping prescription pain killers stored safely away from their children and that's leading to addiction one of the findings of a new study from the Johns Hopkins Center for Injury Research and Policy The study's author Ellen McDonald spoke to w.b. Ales and Kramer these are the the prescription pain. Prescription pain medications that are given to patients after surgery things like like in Percocet percodan Oxycontin hydrocodone morphine Cody Tylenol with codeine so we need to find a number of opioid pain relievers so that our survey respondents would know specifically what we were interested in talking with them about why was it important to look at this in to see about how people and where we all keep our medicines when we're in the house which equates we have children is it getting at the bigger issue of possibly addiction or used by young kids of these. Yeah so we were compelled by a survey that looked at data from 1997 to 2012 that showed an increase in hospitalizations for prescription opioids among kids ages one to 19 it increased by 165 percent. So there wasn't a lot of detail in who the medication was for you know whether it was the child's medication and they were taking it in appropriately or taking too much but given our long standing interest in pediatric injury prevention we were concerned about 2 specific issues about young kids getting into these medications accidentally and then older kids. Intentionally seeking out these medications for experimentation or for recreational use and not really appreciating the significant dangers that they can get into what do you all think based upon your findings needs to be done should we be not only storing them better should they come in better bottles How should this work. So that's a great question and just like many other issues there's not one simple answer it's really going to take a combination of effort to bring about some significant change but that means education so educating all the key stakeholders in this issue so that's kids themselves with age appropriate messages parents of children and other caretakers of children to so that they adopt a safer behavior on behalf of their household residents. Pediatric care providers pediatricians nurses you know others to interact with these families around medication issues. So that's the education role we do think there are opportunities to improve. The way these medications are given to consumers. So we're aware that there is some legislation right now before the Maryland legislature looking at how medications are given to consumers whether they're in so what we're finding is that. The childproof caps that you know a lot of people joke about in terms of you know not being able to open themselves but those childproof caps that were of legislation in the 1970 s. Through the poisoning prevention packaging act really made a significant difference in reducing childhood injuries but those simple childproof tabs are no longer sufficient when we have to think about older children and adolescents who have the ability to overcome those child proof caps because they want to experiment or access these medications so we need some additional technologies to bring to bear on this issue to help keep everyone safe you can read element Donald study right now and see and hear all of our previous state of addiction reports.
