PNP anti-scalawag unit boosts drive vs. VAWC offenders among cops

(File photo) MANILA - Aside from going after police officers involved in illegal activities, the anti-scalawag unit of the Philippine National Police (PNP) is also cracking down on cops facing charges for violence against women and children (VAWC). Integrity Monitoring and Enforcement Group (IMEG) chief, Brig. Gen. Warren de Leon, said Thursday this includes police officers who are harassing their partners and failing to support their families. Based on IMEG's latest data, de Leon said there were 42 arrest warrants issued by the court in 2022 against police officers for VAWC offenses, with 24 police officers arrested. "Huwag nilang bugbugin (dapat) suportahan nila bilang pulis sila nga dapat ang magprotekta kasi ang iba din kasi diyan kahit girlfriend mo pa lang puwede ka ireklamo ng VAWC. Minsan meron pa silang ibang pamilya, doon kinukulang kasi nagiging dalawa yung kaldero (binubuhay) kaya mas magastos yun. Kinakapos ng kanilang suporta kung tutuusin tinaas ang suweldo ng pulis kaya lang naka-design yun para sa isang pamilya lang. The latest cop to be charged for violation of Republic Act 9262 or the Anti-Violence Against Women and their Children Act of 2004 is from the PNP Maritime Group. Senior M/Sgt. Leonardo Calubong, 39, was arrested last Feb. 9 inside the Special Waterborne Operations School (SWOS) of the PNP Maritime Group in Barangay Solo, Mabini, Batangas. Calubong has an arrest warrant issued by the Malolos City, Bulacan Regional Trial Court (RTC) Branch 39. The warrant of arrest emanated from the complaint of his estranged wife for physical abuse which transpired sometime on July 2022. Suspect in slay of Bulacan teen nabbed in CamSur

(Photo courtesy of CIDG Camarines Sur) MANILA - The suspect in the killing of a 15-year-old girl in San Jose del Monte City, Bulacan has been arrested in Camarines Sur, the Criminal Investigation and Detection Group (CIDG) said on Friday. In a statement, CIDG director Brig. Gen. Ronald Lee said the CIDG and the San Jose del Monte City Police identified the suspect as Gaspar Maneja, alias Jose Francisco Santos, who was arrested in Pamplona, Camarines Sur on Thursday noon. Maneja has a warrant of arrest for rape and two counts of child abuse issued by the San Jose del Monte City, Bulacan Regional Trial Court. The victim was found in a grassy area along a bypass road in Barangay Bonga Menor, Bustos, Bulacan on August 12, a few days after she went missing. Investigation showed that the victim's body bore traces of cigarette burns while the forensic autopsy report likewise revealed that she was raped before she was killed. The victim's brother earlier told police that he last saw her sister on August 10, as she told him that she was going to meet a certain Jose Francisco Santos who will give her a bicycle. Investigators said the victim was a frequent biker at the Neopolitan Subdivision Business Park in Quezon City. The police were able to trace the suspect through closed-circuit television (CCTV) footage and was identified through the vehicle he used, the plate number of which was traced with the help of the Land Transportation Office (LTO). Upon verification with the LTO, the vehicle was traced to a resident of Pamplona, Camarines Sur who said it was his brother who is now using the car. The Bulacan Police filed cases of rape with homicide, as well as the use of a fictitious name and concealing his true name, against the suspect before the Provincial Prosecutor of Bulacan in Malolos City. "(This) is a winning slate for the CIDG in its effective campaign against wanted criminals and for the PRO-3 (Police Regional Office - Central Luzon) for the immediate resolution of the rape-slay case in Bulacan. With this united effort from the police, justice was once again served. Hitting two birds with one stone," Lee said. (PNA) }

Palparan interview has BuCor approval: NTF-ELCAC

(SMNI interview screenshot) MANILA - The recent interview of Presidential Communications Operations Office Undersecretary Lorraine Badoy with retired Army general Jovito Palparan delved into insurgency which has been plaguing the country for more than five decades. Palparan was inside the New Bilibid Prison in Muntinlupa City all throughout the interview. Hence, no prior leave was necessary, according to a statement of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Legal Cooperation Cluster on Sunday. The online interview was aired over SMNI's Laban Kasama ang Bayan (LAKAB) program on March 30. The NTF-ELCAC said it is not surprised that communist supporters would quickly and negatively react over the government's relentless effort to expose the lies and deception of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF). The legal cluster said one of the sympathizers active in hurling insults on the government's pursuits is the National Union of People's Lawyers (NUPL), represented by its president, lawyer Edre Olalia. Olalia questioned why Palparan was allowed to give a media interview and whether the Bureau of Corrections (BuCor), Department of Justice (DOJ), and the Malolos, Bulacan Regional Trial Court which sentenced Palparan to life imprisonment for kidnapping and serious illegal detention in 2018 were aware of it. Palparan was convicted for the disappearance of University of the Philippines students Sherlyn Cadapan and Karen Empeno in 2006, both suspected CPP-NPA supporters. The DOJ said it would conduct an inquiry on how Palparan was interviewed. "The protestation of Atty. Olalia is clearly misplaced while the planned inquiry of the DOJ would certainly result in a finding that the questioned interview was in accordance with prevailing rules, legal precepts, and jurisprudence," the NTF-ELCAC statement read. Under Republic Act 10575, or the Bureau of Corrections Act of 2013, it is the policy of the State to promote the general welfare and safeguard the basic rights of every prisoner incarcerated in our national penitentiary. BuCor is charged with the safekeeping of national inmates. "Consistently, the Supreme Court jurisprudential pronouncement, in the matter of Writ of Habeas Corpus vs. De Lima (GR No. 215585, Sept. 8, 2020), provides that the BuCor has authority under the law and existing rules and regulations to determine the movement of national inmates, provided that these are done within the penal institutions. Any movement outside the penal institution, such as court appearances, must have prior court authorization," the statement added. BuCor complied with the protocols as stated in its manual of operation before the interview was approved, the NTF-ELCAC emphasized. "BuCor exercised due diligence and has authority over the movement of Gen. Palparan, a national inmate, within the penal institution. Relevantly, a prior leave of court is required only if the movement is outside the penal institution," the statement read. The NTF-ELCAC Legal Cooperation Cluster said Olalia's "overzealous questioning" was "utterly baseless". "We thus ask this lingering question. Why are you so quick to assail the government's effort to provide lasting peace to the Filipino people, but never once called out the crimes of CPP-NPA-NDF against Filipino soldiers and civilians?" the cluster asked Olalia. As fellow legal practitioners, the group said Olalia and the NUPL lawyers must live true to their oath: Maintain allegiance to the Republic of the Philippines, support the constitution, and obey the laws and the legal orders of the duly constituted authorities. "Support NTF-ELCAC and denounce CPP-NPA-NDF. Only then can you be truly called the people's lawyers," the statement read. The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as "an integral and inseparable part" of the CPP-NPA that was created in April 1973.
