between ukraine and, of course, crimea, that was illegally an nexted by russia in 2014. so cedric, what do you expect the next steps to be for the ukrainian military? especially knowing that there are so many mined areas? >> yeah. this is going to be a major urban operation. you know, it's probably not going to be classic urban warfare like you saw in world war ii with the battle of stalingrad but you'll see a methodical operation to clear buildings of boobytraps, potential boobytraps, of mines, things of that nature. the other thing ukrainians have to do, they're going to have to move their systems forward so that they can counter any possible russian artillery that is going to be on the eastern bank of the dnipro river. when you look at where things are on the map right now, you can see that the ukrainians have moved to that river bank.

lay t-- cedric. at the start it seemed imminent that kyiv might fall. that did not happen. is it clear who is winning and who is losing at this point? >> well, don, it's not exactly clear but there are several reasons for that. as sam mentioned, when you look at the beginning of this war on 27th of february, so we're talking three days after the initial invasion, the russians are at kyiv at the capital almost there ready to surround kharkiv and seemed obvious that they were going to take both of those cities. they were also going to move into the south. this area right here, those new russian territory they were taking. move to the 13th of march. this is a blowup of the area around kyiv. the russians captured that. it looked like they were going to do a classic move around this way and around this way to
of tourism that's the only word for it, that russia has carried out against the ukrainian people. right now, there's the threat of new color terrorism by holding hostage in the zaporizhzhia nuclear plant. that is just one of many horrific examples that are actually happening on the ground. but this is a monumental changing of the story, certainly. >> cedric, colonel, you heard what susan said. it's a sort of wrapped up in a bowl here. does this attack have the markings of a false flag operation? i mean we know russia has attempted attacks like that in the past. >> my suspicions are that it does don. and i agree with susan, this is a situation where it's all just to need. you don't solve crimes like this in 24 hours. and if you know enough about a crime like this that it's about to occur, you prevent the crime from happening. so we don't know exactly what the relationship between the
accountability. quite frankly, they don't fall -- >> cedric, i don't mean -- i don't mean to interrupt you, you because i hear you on all of this. but there been many opportunities, sadly, by the way, for there to be a different action here. combine. when the directive was, you go in. if you're by yourself with a handgun and the guy is armed with an ar, you go in. as you mentioned yourself, these guys had active shooter training. two months before, in the hallways of the uvalde school. they had active shooter training. they call out it abetted on facebook as well. right? >> right. >> and they misled the public in the direct aftermath of the shooting. you had gore-tex standing up, they're misleading the public. we're now learning, 400 officers, federal and state, stood by as 19 children and two adults were killed. they stood by. and they try to pass the buck to local officials.
400 officers, both state and federal officers, were on hand at robb elementary school as 21 people lost their lives. 19 of them fourth graders in room 1:11 and 1:12. if you think about the timing of all of this, for when the shooter entered the school at 11:30 am to when he was neutralized at 12:15. an hour and 20 minutes past, as 400 officers stood by and did nothing. we want to bring in senator alexander who is standing by for us as we get more details from this report being released from texas, as the family is sifting through this unspeakable tragedy. cedric, it is every detail that comes out of what happened at robb elementary is astounding.

they are times that we certainly just have to put everything we got on the line. this was one of those times. and that was a failure. it is unfortunate, and hopefully we can learn from this. i mean, really learn from this because since 1999, since columbine, this has been the way that we deal with this. in theory we are supposed to operate that way. that is the go towards the gunfire. >> eric, let me bring you in. as you're taking this all, in the conversation we've been having, with cedric and i, just give me your reaction to what you've been hearing so far? >> first, we have to think of the families, and those who lost their children, who lost their spouses. it is horrifying to hear this report come out. this was a systemic failure, as we have heard. but it builds alongside a number of systemic failures.
this is a meeting at the texas house committee meeting releasing this report to the parents. the people that lost loved ones in side rob elementary school. we're bringing cedric back into this conversation. talk me through this, we're learning these details now. one of the most astounding, which is 400 officers on hand, state and federal officers, an hour in 20 minutes it took for them to neutralize the shooter, from 11:30 am to 12:15 in the afternoon. talk to me about what we are learning so far. your reaction to it all? >> first of all, let's put this in a little bit of perspective. as difficult as it may be. 400 officers being on the scene, that doesn't mean 400 officers were inside that school. there were a number of officers i'm quite sure that we're responding from a number of jurisdictions and from a number of different agencies over a period of time. so at some point, you may have
going to have to put it on the line. we do everything we can to protect the officers, make sure that they are protected. they have all the necessary equipment and tools in order to do their jobs. we want them to get home to, but there comes a moment, there comes a time, and this was one of those times, that we just have to go through the door, go through the wall, go through the ceiling, do whatever we gotta do to distract that gunfire away from these babies and from innocent victims so that they will have a chance. and we can fight because we have the equipment to do it. and they failed to do this on that day. in that city, in that hour, at that school. and god bless those families. >> cedric, you talk about the students being armed with crayons, coloring books. they called 9-1-1, over and over again. as their friends were being shot and killed, as their teachers were being shot and
