tropical storm to hurricane force winds in this area for that reason. we continue to have a hurricane warning in effect for long island, connecticut, as well as rhode island. the surrounding region in blue that includes new york city, providence and nantucket. we have a tropical storm warning in effect. the reason being is even though the track takes it this way and it looks like montauk to rhode island could be where we have the landfall. this track, this cone is only telling you where the center of the storm is going is to go. the impact is going to be felt way far out from the center of this system. it's going to make landfall. not this morning, but more like around noon to 2:00 this afternoon. we're definitely going to see the conditions go downhill over the next few hours here. the rain is going to push in to boston or, excuse me, massachusetts and then ev eventually rhode island and then

we're very fortunate about this. high tide we're approaching that this morning in the next three hours. many areas of southern new england. but landfall is not until noon to 2 pm. and that is going to be almost when low tide is. so, that is really going to save us significantly. that 3 to 5 feet mostly to the right of the center of landfall. we're talking about rhode island, which will were hit really hard by bob. but as far as the maximum wind gusts, the highest winds could get to the 60 mile per hour category. long island, southern coast of new england, newport. that's where we could see tree damage, minor structural damage. definitely power outages. here's our power outage potential map. areas of red, almost guaranteed you will have power by the end of today. >> while, all right, bill. thanks so much. vanessa, we want to get out to you. when we saw yesterday, it was actually a really nice beach day. even though preparations were underway. what are you seeing this morning? er underway what you know the game has completely changed. we have over 20 million people

with the same band of showers. anywhere you see red, eastern part of rhode island, coastal areas of connecticut. the center is nudged off towards the east. i had think that will keep the winds down a little bit across parts of long island and rhode island and parts of cape cod as well. probably significant storm surge especially across narragansett bay. heavy rain falling including areas of long island where we fine fox weather's steve bender. we'll check in with him to see what you're seeing. steve? reporter: good morning, rick. we're starting to see the rain pick up. we arrived a half hour ago it was a light drizzle. you can see the overcast conditions. really the story is behind me. we're at smith point beach, just to the east of fire island. they have closed off eight miles of this beach to the public. they also closed off the bridge, when we talked to to a park

rainfall over the last 24 hours in central park. that rain is now pushing into both northern new jersey, southern new jersey too. surf city had a nice band push through. eventually philadelphia, you're going to get into the mix too. we have seen in some parts of new york 5 to 6 inches of rainfall. in fact, brooklyn has picked up more than 6 inches of rain. surf city is now starting to see it pile up too, where we could be having a little bit of flooding there, about 5 inches. 5 inches of rain when you're at sea level, that doesn't mix. the cone of concern continues to take the center of henri towards long island, connecticut, and rhode island. the track has shifted a little bit. it was shifted to the east just slightly with the 11:00 p.m. update from the national hurricane center. so a direct impact, direct landfall in montauk, is still possible, but it really looks like we could end up having direct landfall somewhere on

tide which is good news. the storm surge came in, that might help matters a little bit. earlier we had hurricane warnings, they have been brought down to tropical storm warnings, the winds have dropped below 74 miles an hour. yesterday we had the storm over the really warm waters, going over the gulf stream and that's why we see how it strengthened into a hurricane. now the water temperatures along the coast are in the lower 70s and upper 60s. you need a storm to have 80-degree ocean water temperature in order to be able to form a hurricane. we're seeing it weakening. we're watching it begin to transition from a tropical storm into a regular storm that we see when that happens. the wind field expands out, we're watching a lot of rain, far away from the center and in this case far off to the west, it moves the moisture on the west side of the storm. this is the official track. we're going to see it slowly move for the next 12 hours into the overnight hours before it

>> this storm has been uniquely bumpy. our flight yesterday was heavily influenced by some of the dry air that was coming in from the west. and so we had some of the strongest turbulence we've had in storms in years. all that dry air coming into the hurricane has caused a really tough ride for us to try to fly into the center and measure each of the quadrants of the storm to try to get a good picture of what the storm is trying to tell us. >> one of the biggest concerns about hurricane henri is the potential for storm surge and flood, as you heard there. that is basically true in low-lying areas. brian todd is on the ground in new london, connecticut, where residents are bracing for this storm. brian? >> reporter: here in new london, connecticut, and in gratton across the river, there's low-lying areas, so real concern about storm surge, about flooding in these two towns. a lot of water, the thames

running. >> that's exactly it. those soaks treed could fall down and take powerlines with them. kristen dahlgren, thank you so much. and new video to share that came into us just moments ago. those are the conditions on the eastern end of long island. pretty close to where the center of henri passed today. also there, ron allen, who's in montauk, new york for us. what are you feeling? lots of wind or has it pretty much passed? >> we're feeling some rain. some mist. the winds have kind of died down considerably and the feeling is that everything is just very, very soaked and that this rain might continue. there's a lot of clouds, thick clouds still out there and the feeling is that the winds were not as strong or as long as many people feared. remember, this was thought, long island was thought to be the bull's eye. there was concern about the first hurricane here in more than 30 years. well, that did not happen. but of course, tropical storms still cause a lot of damage and

given the platform quite honestly they deserve. do you feel like the point of view you embraced, a plaque american, descendent of slaves, do you think the point of view you espoused at the podium is a representative of the larger percentage of the black population in america that we might fully understand or are you a more lone voice pushing back out there that idea everyone is oppressed? >> i think it is the former. more people truly understand what is happening, see what is happening, want to do something about it but they are not given a platform to do something about it. i was invited by "fox & friends," so i'm grateful forethat it is 4:30 in the morning. i'm gritful. this phone call would not come from cnn we know that. this phone call would not come from msnbc. they have no desire to put people like me front and center. they want to maintain cattle on a vote farm. ultimately the black community is the one suffering.

hurricane. either way, whether it is a tropical storm, a 70-mile-per-hour tropical storm or an 80 -- 75, 80-mile-per-hour hour cane, we are going to see impacts across the entire region here. we have a hurricane warning in effect, still, for long island, connecticut, rhode island, all the areas in blue which includes new york city. the tropical storm warning because that track that the national hurricane center's showing you is only telling you where the center of the storm's going to go. the impacts will be felt far away from the center of that storm. case in point, storm surge. we have pretty much the entire coastline of new york and the entire coastline of southern new england under a storm-surge warning right now. we are going to see the storm surge get up to about 5 feet in some areas. unfortunately, the timing of the storm will coincide with high tide and we also have a full moon this weekend. um, so the two will coincide and that could lead to higher-than-normal tides here across the region. in addition, michael, we are looking at very heavy rainfall. as you mention, we -- we had
