Seized dredging ship not Chinese — embassy

A DREDGING ship that was seized by Philippine authorities for illegal entry is not registered in China, the Chinese Embassy said in a statement on Wednesday.
“Initial investigation on the identity of MV Zhonhai 68 by relevant Chinese authorities has shown that the ship is not registered in China and not a Chinese ship,” it said. The probe also found that there were no Chinese nationals aboard the ship, it added.
The embassy said the vessel is under the flag of Sierra Leone.
The Philippine Coast Guard and Bureau of Customs last month found the dredger-type ship off the coast of Orlon Point in Bataan province in northern Philippines.

JOHN Henry R. Osmeña, a seasoned former senator who fought the late dictator Ferdinand E. Marcos in the 1970s, has died. He was 86.
He died at 2:45 pm on Tuesday inside his condominium in Cebu City and was immediately cremated, Ferliza C. Contratista, a former staff, said in a Facebook post on Tuesday, citing the lawmaker’s sister Annie Osmeña-Aboitiz.
Mr. Osmena authored landmark bills such as the Electric Power Crisis Act and the Build Operate Law. He was also responsible for the creation of the Department of Energy (DOE) in 1992 and pushed electricity reforms through a law that restructured the sector in 2001.

nd District Rep. Rep. José María Clemente S. Salceda filed a bill on Wednesday that seeks to reform the pension system of uniformed personnel and address the ballooning liability, which currently stands at P9.6 trillion. Mr. Salceda filed House Bill No. 8593, titled Unified Military and Uniformed Services Personnel Separation, Retirement, and Pension Act. “P9.6 trillion is half of our GDP (gross domestic product). Any pension liability that covers half of your economy is trouble. And the problem will only get bigger if we don’t solve it now,” he said, citing the amount from a study by the Government Service Insurance System (GSIS). Mr. Salceda explained that the problem with pension costs for military and uniformed personnel (MUP) is that “there is no pension fund to speak of.” He added, “It’s always a budget item. It will eventually eat up the budget unless we can find ways to defer the liabilities and keep some funds in trust.” MUPs’ pensions are also up to nine times more than the average pensioner covered by the government, he said. —

CONGRESS ratified on Wednesday the proposed Corporate Recovery and Tax Incentives for Enterprises (CREATE) law,  which will cut corporate income tax (CIT), streamline fiscal incentives and ease coronavirus disease 2019 (COVID-19) vaccine importation.
The final version of CREATE will now be sent to Malacañang for President Rodrigo R. Duterte’s signature.
It will immediately slash CIT to 25% from 30% which is currently one of the highest in Southeast Asia. It further cuts corporate income tax to 20% for micro, small, and medium enterprises with net taxable income below P5 million and total assets below P100 million.
“Hopefully, this will be implemented soon, as CREATE can be a ventilator that will help companies in ICU, or prevent them from entering one,” Senator Ralph G. Recto said in his explanation of vote.

Child car seat law implementation deferred
TRANSPORT agencies on Tuesday said they would postpone the “full” implementation of the child car seat law, which means penalties for non-compliance will not be imposed yet. “There will be no apprehensions yet. Penalties will not be imposed just year,” Transportation Assistant Secretary Goddes Hope O. Libiran said, in mixed Filipino and English, at a virtual briefing. Land Transportation Office (LTO) Assistant Secretary Edgar C. Galvante said they would have to focus first on the comprehensive information campaign about the Child Safety in Motor Vehicle Act or Republic Act No. 11229, which President Rodrigo R. Duterte signed on Feb. 22, 2019. The law, which was supposed to fully take effect on Tuesday after a year of transitory period, requires the use of child restraint systems for children who are 12 years old and below with a height of up to 4’ 11”. The decision to postpone the full implementation of the law was “in consideration of the current pandemic, and until a comprehensive information, education, and communications campaign is executed in close coordination” with relevant agencies, the Transportation department said in a statement. Ms. Libiran said the information campaign will be conducted for “at least six months” before the strict implementation of the law. Meanwhile, at the same briefing, Transportation Undersecretary for Finance Garry V. de Guzman said a “strike three” policy would be implemented at cashless toll plazas to limit the number of motorists who abuse the system. —

THE PHILIPPINES will try to order 178 million doses of coronavirus vaccines so it can inoculate more than 90 million Filipinos this year, according to the presidential palace.
“We are not yet counting the children,” presidential spokesman Harry L. Roque said at a televised briefing in Filipino on Tuesday.
The government is in talks for more than 100 million doses with various drug makers worth $1.2 billion and about 40 million doses under a global initiative for equal access worth $84 million, Finance Secretary Carlos G. Dominguez III said at a televised meeting with President Rodrigo R. Duterte on Monday night.

THE GOVERNMENT will need to set aside about P9.6 trillion to meet its obligations to retired military and uniformed personnel (MUP) if it does not reform their pension arrangements, a key senator said.
Citing an ongoing study of the Government Service Insurance System (GSIS), Senator Panfilo M. Lacson said the proposed pension system will need P9.6 trillion as seed money.
“The study suggests that Congress needs to appropriate more than P800 billion annually, for 20 years, if no changes or reforms are made to the pension system,” Mr. Lacson said Tuesday.
Mr. Lacson, chairman of the Senate’s committee on national defense and a former high-ranking policeman, was presiding over hearings to evaluate various pension-reform measures.

China defends law letting coast guard fire at sea

A CHINESE law allowing its coast guard to fire at foreign vessels in the South China Sea is not meant to target specific countries, its embassy in Manila said on Monday.
“The China coast guard law doesn’t specifically target any certain country,” the Chinese Embassy said in a statement after the Philippines filed a diplomatic protest last week. “The enactment of the law doesn’t indicate any change in China’s maritime policy.”
The law conforms to international conventions and practices, it said, comparing it to the charter of the Philippine Coast Guard. “None of these laws have been seen as a threat of war.”
