That effort should start with the elimination of earmarks. For the third year in a since the suppose it earmark moratorium, congress has set a record for earmarks according to the criteria we develop in 1991 with the bipartisan Congressional Court busters coalition. A 3. 1nouncement was percent increase over the 3. 3 billion in fiscal year 2019.
