Wilmington citizens review board 'in the hands of the legislature' a year after Floyd

The murder of George Floyd last Memorial Day reinvigorated the public outcry for increased accountability of police. (Port City Daily photo/file)
WILMINGTON –– A year from the death of George Floyd, the development of a citizens review board to oversee police actions and check for potential misconduct is making slow progress.
Community members have demanded the city form a police oversight committee for years, since 2013 when Brandon Smith was killed in a controversial police-involved shooting in Castle Hayne. The murder of Floyd last Memorial Day reinvigorated the public outcry for the issue.
Citizen review boards are set up to hear appeals of complaints against law enforcement officers which otherwise would only be investigated by the department itself. At least five other North Carolina metropolitan cities have such committees.

Joanna Lee Flack

Mon, 05/10/2021 - 4:06pm
Joanna Lee Flack, 78, of Odessa, Texas passed away on May 5, 2021 in Odessa. Prior to moving to Odessa in October 2019, she was a long-time resident of Graham, Texas.
A memorial service will be held at 10 a.m. on Saturday, May 22, 2021, at the Sunset Memorial Funeral Home chapel with Reverend Keri Lynn Lucas of Creekwood United Methodist Church in Allen, Texas officiating. Burial will be at a private family ceremony at Sunset Memorial Gardens. Arrangements are by Sunset Memorial Gardens and Funeral Home.
Joanna was born in Evansville, Indiana to John Edward and Audry Lee Weathers on Jan. 15, 1943. She graduated from Amarillo High School in 1961. She married Garth Wendall Flack on Sept. 6, 1963 in Littlefield, Texas. Through the years, Joanna and Garth resided in Amarillo, Canyon, and Plainview; eventually moving to Possum Kingdom Lake near Graham, Texas in retirement to share their enjoyment of fishing, the lake, and all that it could bring. These activities brought Joanna and Garth great joy, as did their active participation along with their many friends in their church, Westlake Chapel. After Garth passed away, Joanna moved to Odessa to be closer to family. This new chapter brought not only daily interaction with ‘her girls’, but also constant activity of new extended family and friends that was a significant change from the “lake pace” she had become accustomed to for many years. She took on this challenge and found ways to embrace and love each person brought into her life, and whether she was ‘Mom’, ‘Granny’, or ‘Joanna’ to each, she accepted and loved them without any limitations, distinctions, or divisions. She took great joy in sharing in each accomplishment, announcement, holiday, graduation, joy, and event of everyone during this time, but most especially the birth and then every breath, word, and deed of her great-granddaughters.

Proceeds from sale of Wilmington's Optimist Park slated for homeless housing

/
The proceeds will largely go to Eden Village, a gated tiny home community that will provide shelter for 32 single adults who have been homeless in Wilmington for at least a year.
Wilmington City Council just sold Optimist Park, which suffered from flooding during Hurricane Florence. Proceeds from the sale will go to permanent supportive housing for the homeless, with the lion’s share going to Eden Village.
Two government bodies purchased parts of the park: North Carolina Ports and Cape Fear Public Utility Authority. The tract of land is South of downtown on Front Street, close to Greenfield Lake. Due to its proximity to downtown, city staff said they’re working with the Port to create a buffer zone with downtown.

On this edition of Coastline, we meet two people from this community. One woman, one man. One in mid-life. One a young adult. They both live in the Cape Fear region. And while neither of them would say they feel despised or hunted or under attack here, they still must think about how mainstream local residents might respond to them. And this – the constant, necessary vigilance is the part that should not have been – but was news to this journalist.
