this president in the past. they need each other. there's a third person that will be joining them at the gravesite, hillary clinton. >> of course. >> i can't think of a parallel in history where you have a sitting president, a former president and a potential next president and so bill clinton's legacy is involved here. obama's success, how hillary clinton terms her campaign if she runs. i did a lot of interviewing on in this week and one person said to me for hillary clinton, it's like a romance novel. she's torn between her two men. she'll be held accountable for the clinton years, the obama years and have to forge her own future. so these three people, their fates and their fortunes are really intertwined. i think there are tensions always underneath but they're all good politicians and good people and they know how to behave most of the time. >> donna, i want to talk about the times that president obama has needed president bill clinton, despite the tensions between them, he has needed him, and president clinton has delivered. >> i think the tension is

hindrance. >> that barack would be a hipd rans. that was the theme today, all about social transformation, women's rights, civil rights, gay rights. also people unlikely to make it to the top. and i think president obama sees himself that way and a lot of people in that room probably are pretty amazed they're sitting there. >> not a lot of silver spoons in that crowd. >> no, it's about the ability of this country to adjust and change and transform itself. and you know, we see that will. we were just talking when we watched gloria steinham as three women sitting here, wondering whether we would be here if it hadn't been for someone like gloria steinham particularly in the fields we've chosen, politics, journalism. it was a remarkable array of people there. kind of makes you proud. >> of course, donna, we can't ignore the fact that this is a tough time for president obama right now. even though there is tremendous ceremony and magnif sans about the day, about the medals of freedom with more some lelness

tough position as a consequence of this. >> now, as i said, it is a fact that multiple forces have been shall we say less than honest, even misleading about coverage options for americans. it's a fact that some insurance companies pushed customers to sign expensive new policies instead of providing information about the options offered by obama care. with potentially cheaper and better coverage. a talking points memo investigation looked at complaints raised in four states. and one woman in seattle named donna. she was told by her insurance company that a new plan would cost $1,000 a month with a more than $6,000 deductible. she did her homework and went to the marketplace and found herself a plan with a subsidy costing her just $80 a month with a $250 deductible. now, that's a big difference. especially for a family living on a $40,000 a year income. and if you thought you could get help in person with a navigator, well, tough luck. while the government spent nearly $70 million to hire men and women to provide in-person

insurance under obama care. but, like, out in washington, technically, the insurer was following the letter of the law, so the best that the insurance commissioner could do was put out a consumer alert and try to inform people that they have other options. but in some cases, their hands are tied. in some places, they are able to take some disciplinary action, so it depends. >> what's striking to me about the reporting in your piece is the woman who's the subject of that, who receives the letter in washington, donna, strikes me as quite self-possessed and quite educated, and she essentially has to do all this due diligence to go out and realize she's having the wool pulled over her eyes. but you can imagine thousands and hundreds of thousands of people who are in similar circumstances not being necessarily equipped to do that. dylan scott from "talking points memo," nancy metcalf from "consumer reports." thank you so much. david axelrod, former senior adviser with president barack obama, now an nbc news analyst and director of the chicago institute of politics. david, what is your feeling about this, the coverage that

end-to-end testing. that is a serious problem. >> well, first of all, privacy has to be protected. people's social security numbers have to be protected in any kind of government website. we have lots of government programs in which we protect privacy. this is not rocket science. we are in an age in which we have testing that works for the medicare program, for the medicaid program, for welfare, for head start. there are lots of government programs, large-scale government programs in which we protect private information. there's no reason why this program doesn't have that kind of protection, and it will have that kind of protection from the assurance of the secretary and from the president. >> thank you so much, donna. thanks for being with us from miami today. and in our first look at a new nbc news wall street journal poll, the full poll will be unveiled tonight, we're seeing

the clinton administration and is now the president of the university of miami. donna, great to see you. thank you very much for being with us. well, you could certainly identify with what kathleen sebelius went through. a former governor of kansas put on the spotlight. what is your perspective from florida, where a lot of people are complaining, for instance, about being kicked off their current insurance. i know you have been a supporter of obama care, but this rollout, could this have been prevented? >> well, obviously kathleen sebelius, who did a very good job today, i thought, took responsibility for the implementation that didn't take place that she hoped had taken place. i would say this. it's difficult to explain to people why someone would get a letter that says we're taking you off your health insurance, and in florida they actually said, but you're going to be able to get better health insurance because you're going to be able to apply for this new health insurance.

apostles. and good day. i'm andrea mitchell in washington, where kathleen sebelius fell on her sword for the obama administration today, apologizing to the american people, acknowledging the critical flaws within the health care enrollment website, and it happened under her watch. >> hold me accountable for the debacle. i'm responsible. we did not adequately do end-to-end testing. we were anxious to get the website up and running and functional, which we clearly have failed to do. i know that the only way i can restore confidence that we get it right is to get it right. >> donna served as health and human services secretary during

and we're back. let me start with you, donna. the president on a sunday show this morning said -- i'm sorry. the treasury secretary said about the president that there is no one more frustrated than the president at the difficulty with the obama care website. so how much of a problem is this now that we're stopping talking about the shutdown and starting to focus on this? >> it's unacceptable. the president is absolutely right. healthcare.gov -- i hate to give out the website, had 19 million unique visitors. there were a lot of glitches. a lot of surge. i'm not an expert on the internet. my ex-boss inspired it. al gore. i never actually got on to figure out all of the different lines of communication. this is a website problem. i think it can be fixed.
