it. the irs says thieves are stealing people's social security numbers and filing false tax returns, then having the refunds sent to them. >> most people only find out they've been victimized when they file their actual tax return and the irs says oh, we already have a return in your name. >> reporter: what follows can be a red tape nightmare. the irs says victims can still get their refunds but it will require patience and lots and lots of work and effort. the first thing you have to do is notify the irs and file a police report. and then you're going to be asked to file an affidavit of fraud and it's going to take about 120 extra days before you're going to get your refund. >> reporter: the irs says it's focused on weeding out scammers flagging 19 million suspicious returns last year. still, consumers need to be vigilant and proactive. >> the big thing is just to keep your information private. keep your social security number private. file your tax return as early as

>> reporter: hillary clinton will hold her first campaign event in iowa today. it's expected to be a small event. the big rallies we're used to seeing, that won't happen until sometime next monday. next month. karen travers, abc news, washington. back to another case of lethal force used by law enforcement in confrontation with a black suspect. this happened on april 2nd. police in tulsa chasing down a suspect who allegedly tried to sell an illegal gun to an undercover officer. during the struggle, a 73-year-old reserve sheriff's deputy mistakenly pulled out his handgun instead of a stun gun and shot the suspect. 44-year-old eric harris died an hour later. prosecutors have charged that reserve deputy, robert bates with second degree manslaughter. if convicted, he could face up to four years in prison. at a news conference yesterday, the victim's brother doesn't believe the shooting was racially motivated. a manhunt is under way after a fatal shooting at a north
