Hopes that the end of the pandemic is in sight rose this week, as President Biden announced that the U.S. will have enough coronavirus vaccine “for every adult in America by the end of May”—two months sooner than previously projected. With tens of millions of new doses due to arrive in coming weeks, the president said, the federal government will make immunizing all teachers by the end of March a priority. Biden accelerated his vaccine timeline after the FDA gave emergency authorization to a third Covid-19 vaccine: a single-shot regimen from Johnson & Johnson, which shipped 3.9 million doses this week. With help from the administration in obtaining supplies and logistics, Johnson & Johnson will make vaccines around the clock, and plans to produce 94 million doses by June. To speed production, the White House brokered a historic deal for pharmaceutical giant Merck to dedicate two of its facilities to making the vaccine of its rival, Johnson & Johnson. Moderna and Pfizer BioNTech have pledged to deliver enough of their two-dose vaccines to protect 200 million Americans by the end of May, meaning there will be enough shots to cover all 260 million eligible adults.

What happened
Even as the U.S. saw a continuing steep drop in Covid-19 cases this week, health officials expressed growing concern about the accelerated spread of new coronavirus variants and their resistance to vaccines’ protection. Maryland and South Carolina reported five cases of the South Africa variant, or B.1.351, which has overwhelmed South Africa and spread to at least 32 countries—and appears to be reinfecting people previously sickened with Covid. The B.1.1.7 strain, or U.K. variant—which spreads up to 70 percent more easily than earlier strains and may be 30 percent more lethal—has been detected in at least 30 states. A case of the P.1 strain that has devastated the Brazilian city of Manaus (see International Columns, p. 15) was reported in Minnesota. University of Minnesota epidemiologist Michael Osterholm warned the variants would cause a “category 5” hurricane of new cases in about six weeks. “We are going to see something like we have not seen yet in this country,” Osterholm said.

What happened
Congress passed a $900 billion stimulus package this week, ending a seven-month impasse over coronavirus relief—but the bill hit a surprise roadblock when President Trump called it a “disgrace” and demanded more direct relief to American households. The stimulus bill, which was hammered out over weeks and passed resoundingly in both chambers, calls for a round of $600 payments to middle- and low-income Americans and their dependent children, provides 11 weeks of $300 unemployment benefits, and revives the Paycheck Protection business-loan program. It includes $25 billion in rental assistance, $13 billion to expand food stamp benefits, and $15 billion for cultural institutions, and extends an eviction moratorium. But Trump, whose Treasury secretary, Steven Mnuchin, helped shape the bill without Trump’s involvement, stunned Capitol Hill and his own aides by releasing a video in which he called the $600 payments “ridiculously low” and demanded they be increased to $2,000, suggesting he wouldn’t sign the bill otherwise.

Pfizer’s coronavirus vaccine was poised for federal emergency approval this week, signaling that the beginning of the end of the pandemic is at hand even as the nation reeled under record infections, hospitalizations, and deaths. The first Americans could receive vaccinations within days, and with Moderna’s vaccine up for approval next week, Operation Warp Speed officials said, doses for up to 20 million people would ship by year’s end. The Food and Drug Administration reported Tuesday that Pfizer’s vaccine is safe and provides strong protection for people of all ages and races, starting with the first dose. “This is a grand slam,” said Mayo Clinic researcher Gregory Poland. But a long and hard road looms, with many months ahead before most Americans are likely to get vaccinated, and no end in sight to a massive surge that’s hitting every state and killing more than 2,200 Americans daily. Federal officials promised every American would have access to a vaccine by June, but experts raised concerns about supply shortages. The Trump administration was on the defensive after it was revealed it had spurned an opportunity to buy an additional 100 million Pfizer doses, which are now under contract to other countries.
