This month, the Association of Southeast Asian Nations (ASEAN) and Australia established Project Portcullis 2021, the ASEAN-Australia Task Force on Illicit Tobacco to combat the smuggling of illicit tobacco in a month of action.
Throughout June, participating customs authorities shared intelligence information on tobacco consignments to support enhanced targeting opportunities, disruption efforts and enforcement actions across the ASEAN region and Australia.
The smuggling and sale of illicit tobacco is a global issue, with proceeds often being used by transnational organised criminal syndicates to fund other forms of criminal activities that impact our societies.

Stuff reporter was able to purchase a packet of 20 “Double Happiness” brand cigarettes of Chinese origin on his second visit to a dairy in east Auckland.
When the reporter asked for a “pack of 20 Double Happiness, thanks”, the worker behind the counter waited a couple of beats for another customer to leave the store.

Even as the Indian government does everything it can to help the economy recover from the impact of Covid-19, it is also battling another issue resulting in loss of revenue to help support public and social welfare programmes: contraband and counterfeit goods.

The 2019 “Invisible Enemy” report by the Federation of Indian Chambers of Commerce and Industry (FICCI), revealed that contraband and counterfeit goods caused losses of government revenue to the tune of ₹5,726 crore in the textiles industry, ₹5,509 crore in the readymade garments industry, ₹8,750 crore in the cigarettes industry, ₹18,425 crore in the capital goods industry, and ₹9,059 crore in the consumer durables industry during fiscal year 2017-18.
