Immigrants and others who lack Social Security Numbers but have Individual Tax Identification Numbers (ITIN), income below $75,000 and were ineligible for recent federal payments would get $600 — boosted to $1,200 if they also qualify for the California earned income tax credit.
The agreement widens Newsom’s original proposal in January for a Golden State Stimulus plan by also providing $600 to households in the CalWORKS public assistance program, who would receive the money by mid-April.

Economics in Brief: New Study Argues for End of Tipped Minimum Wage


Ending the subminimum wage for tipped workers such as bartenders, waiters, and hairdressers would decrease poverty and inequality, a new analysis by the Center for American Progress shows.
The analysis looked at wages in the eight states that have already eliminated the tipped minimum wage — California, Oregon, Washington, Nevada, Montana, Minnesota, Alaska and Hawaii — finding that in those states workers and businesses in tipped industries “have done as well as or better than their counterparts in other states.”
As CAP points out, technically federal law requires employers to make up the difference between the tipped minimum wage, which is as low as $2.13 an hour in many states, and the actual minimum wage, which has remained at $7.25 per hour since 2009. But this law, like other laws relating to wage theft, is rarely enforced, leaving tipped employees at risk of being underpaid.

While the nation is waiting for Congress to pass the $1.9 trillion COVID-19 relief bill into law as soon as this week -- and the third stimulus check of up to $1,400 that will go with it -- California lawmakers have taken matters into their own hands. Gov. Gavin Newsom signed a $7.6 billion coronavirus relief package that will bring millions of California residents a new $600 stimulus check. This money will arrive on top of the third federal stimulus check, for those who qualify, and is also separate from the $300 in bonus unemployment benefits as part of the federal stimulus package.

Gov. Gavin Newsom has approved and signed the Golden State Stimulus package, which includes a one-time payment of $600 or $1,200 to low-income residents, including undocumented taxpayers.
The one-time stimulus checks are slated to go to an estimated 5.7 million low-income residents making less than $30,000 a year.
According to a release from the governor’s office, the stimulus checks will be provided to households “receiving the California Earned Income Tax Credit (EITC) for 2020” and to immigrants and undocumented “taxpayers with Individual Tax Identification Numbers (ITINs) who were precluded from receiving the $1,200 per person federal payments issued last spring and the more recent $600 federal payments.”
