They did not have the reserve capital. They did not have the resiliency in order to deal with this prolonged downturn in our economy. Eight weeks ago we came together, democrats and republicans by a 960 vote and passed the cares act. I was proud that a significant part of the cares act responded to the needs of Small Businesses.
