Public hearings are scheduled across the city so that residents can give their suggestions on improving the public school system. The hearings are being held by the Temporary State Commission on New York City School Governance, headed by state Sen. John J. Marchi. The 11-member commission will determine whether the city Board of Education’s decentralization program needs to be overhauled. The panel must seek the input of citizens, teachers and watchdog groups. The group will make recommendations to the governor and Legislature on various issues.
