Police Scotland has renewed a contract to train forces in Sri Lanka despite escalating international concern over its authorities’ use of violence and torture against civilians.
The national force will provide training in Sri Lanka at the same time as officers from the Metropolitan Police investigate the use of private mercenaries in the country riven by violence and human rights abuses against minorities.

On a warm day in late spring 2018, a sleepy village in the English countryside was about to be disturbed by my team of investigative journalists. We were poised to interview Lieutenant Colonel Brian Baty, a reclusive former mercenary who we had tracked down to the village of Kings Pyon, a stone’s throw from the Special Air Service (SAS) base at Credenhill, Herefordshire.

A new documentary by Phil Miller and Lou MacNamara shows how British mercenary company Keenie Meenie Services (KMS) trained the Special Task Force (STF), a notoriously violent Sri Lankan paramilitary force responsible for the torture and murder of Tamil civilians. On one occasion, in 1987, the STF massacred 85 civilians.
KMS pilots also flew helicopter gunships which bombed Tamil villages and machine-gunned Tamil civilians.
The company recruited former British special forces personnel and acted with the support and approval of the British government. However the fact that KMS was a private company helped the British government to hide its role in the war. The filmmakers call this "plausible deniability".
