ANSWER: When a team decides to use the franchise tag or is forced to use the franchise tag, the entire amount of that one-year salary is guaranteed as soon as the player signs the tender and the entire amount is charged to the team's salary cap. When a team and a player negotiate a long-term contract, there are ways to get money into the player's pocket without all of it counting on the team's salary cap that year. So when the aim is to play the player in a way to mitigate the hit to the salary cap, the best way to do that is through a long-term extension as opposed to using the franchise tag.

With nine draft picks and eight free agents added to the roster over the weekend, the Steelers begin the process of preparing the rookies for life in the NFL.
The first four choices in the draft were offensive players: Running back Najee Harris, tight end Pat Freiermuth, guard Kendrick Green, and tackle Dan Moore, Jr. The next four were defensive: Inside linebacker Buddy Johnson, defensive tackle Isaiahh Loudermilk, edge rusher Quincy Roche and cornerback Tre Norwood. The final pick was punter Pressley Harvin III.
Coach Mike Tomlin says the team looked for players with experience, and preferred guys who played last season versus those who did not.

Although the Pittsburgh Steelers are committed to Ben Roethlisberger as their starting quarterback in 2021, the franchise hasn't closed the door on drafting a quarterback.
General Manager Kevin Colbert acknowledged as much on Monday, saying, "We always have to be on the look for that next guy."
"Again, wide open to all of it," Colbert said, via NFL Media. "If you look at our current depth, obviously we have four NFL veteran quarterbacks on our roster, which I feel great about. We also have three of those four that are in the last year of their so-called deals, when you look at it realistically. So it's an unusual group in that we do have four. Can you add a young one? Absolutely. We always have to be on the look for that next guy and try to predict the value of taking that player at that position because most likely a young quarterback won't play for the Pittsburgh Steelers in 2021.

PITTSBURGH — Ben Roethlisberger is returning for an 18th season with the Pittsburgh Steelers and is taking a pay cut to do it.
The team and the two-time Super Bowl winner announced on Thursday they have agreed on a new contract that assures the 39-year-old will be back in 2021.
Financial details were not immediately available, though the Steelers made no secret of the need for Roethlisberger to take a pay cut to ease some of the burden of his NFL-high $41.25-million salary-cap hit scheduled for 2021.
