Here are a few ideas based upon my 55 years of experience in law enforcement and higher education: 
Institute national standards for recruiting police, similar to what the FBI uses, so that regardless of where you are from, live, or work, the hiring requirements training, and professional expectations are the same. 
Require an educational component for all law enforcement employment, with the minimum being a two-year associate’s degree for an entry-level position, and a bachelor’s degree by year five on the job. 
Recruitment and background investigations must be done by an outside professional agency with no ties to the respective city. This lessens the possibility of nepotism and ensures assessments are totally independent.

Minneapolis Police Officer Derek Chauvin has been charged with the murder of George Floyd.  The jurors of the historical trial reached a verdict almost a month before the anniversary of Floyd’s untimely end on May 25, 2020.
On Monday, April 19, closing remarks were left by Special Assistant Attorney General Steve Schleicher. He went on for almost two hours, followed by an additional three-hour response from defense attorney Eric Nelson.

“This wasn’t policing,” said prosecutor 
Steve Schleicher. “This was murder. The defendant is guilty of all three counts.”
Schleicher cited expert witnesses who said this was neither cardiac arrhythmia nor a heart attack, as well as a toxicologist who said this was not a drug overdose.

Former Minneapolis Police Officer Derek Chauvin was convicted Tuesday on charges of murder and manslaughter in the death of George Floyd.
The jury of five men and seven women deliberated for four hours Monday afternoon and resumed deliberating Tuesday morning, according to the court. They were sequestered from the public during deliberations.
Chauvin, 45, had pleaded not guilty to second-degree unintentional murder, third-degree murder and second-degree manslaughter.
The deliberations began after three weeks of testimony in one of the most closely watched cases of the Black Lives Matter era. The prosecution's case against Chauvin featured 38 witnesses as they sought to show the former Minneapolis Police officer committed murder when he kneeled on the neck and back of Floyd, handcuffed and prone on the street, for 9 minutes and 29 seconds on May 25, 2020.
