港府下周發DQ信預計將涉及70區議員 - 兩岸

香港《文匯報》報導，為落實於5月刊憲及生效的《2021年公職（參選及任職）（雜項修訂）條例》，特區政府即將為全港區議員安排宣誓。早前有消息指，凡被納入「負面清單」的區議員，將被取消議員資格及被追討薪津，引發連日來已逾200名涉嫌反中亂港的區議員怕被追討薪津爭相自動辭職。
特區政府早前修訂《2021年公職（參選及任職）（雜項修訂）條例》，引入區議員須作出宣誓的規定，及在《宣誓及聲明條例》中加入具體宣誓要求，和拒絕或忽略作出誓言的後果，同時修訂《立法會條例》和《區議會條例》，訂明違反誓言或不符合擁護基本法、效忠特區的法定要求和條件的人士，將喪失出任相關公職資格，並完善處理有關情況的機制。
就擁護基本法和效忠香港特區的陳述，《釋義及通則條例》中加入擁護基本法和效忠特區的解釋，進一步讓擁護基本法和效忠香港特區的法定要求和條件更清晰、明確。具體而言，某人若符合正面清單，即符合有關法定要求和條件，而該人士如作出或意圖作出負面清單所列行為，則屬不符合擁護基本法、效忠香港特區的要求。
「負面清單」的行為主要包括作出危害國家安全的行為或活動；拒絕承認中華人民共和國對香港特區擁有並行使主權；宣揚或支持「港獨」主張；尋求外國政府或組織干預香港特區的事務；作出損害或有傾向損害基本法中以行政長官為主導的政治體制秩序；侮辱或貶損國歌等國家主權象徵和標誌。
特區政府將於月內安排區議員宣誓。早前有消息指，凡參與過違法「初選」、簽署涉及「尋求外國政府干預特區事務」的聲明、簽署所謂「墨落無悔、堅定抗爭」立場聲明書、在議辦展示「港獨」標語者，均會被視為符合「負面清單」的相關定義，有關人等會被取消議員資格，甚至被追討入職起計全數薪津。其後，大批攬炒派區議員紛紛辭職，更有人逃至國外。
報導稱，特區政府擬於下周內向被納入「負面清單」的區議員發信，要求他們在數天內為涉嫌違反「負面清單」的行為作解釋，若解釋不獲接納即取消議員資格，及可能被追討薪金，估計人數可達70人。
就追討被取消議員資格者薪津的安排，消息人士表示，特區政府曾就追薪方案徵詢律政司意見，認為追薪以《2021年公職（參選及任職）（雜項修訂）條例》生效日5月21日後起計的法律基礎較充分，傾向將追討兩個多月薪金，即約10萬多港元，但仍有待作最後拍板。
消息人士表示，區議員宣誓安排將會在處理「負面清單」完畢後，才會正式展開。
