〔編譯陳成良／綜合報導〕美國海軍部長提名人托羅（Carlos Del Toro），13日出席參議院軍事委員會的任命聽證會，承諾未來將專注於中國的威脅、推進美國海上戰略，並保護台灣和美國在印太地區所有的國家安全利益。他強調，未來將以所有可能的方式保衛台灣！
在聽證會上，密蘇里州共和黨籍聯邦參議員霍利（Josh Hawley）針對美國保持擊敗中國接管台灣的能力是否「至關重要」，以及海軍在制定作戰概念時，是否應優先考慮中國入侵台灣的可能性等問題向托羅提問，托羅都做出了「絕對」肯定的回答。

據《國會山報》（The Hill）報導，托羅強調，以所有可能的方式保衛台灣，至關重要，「這需要全面審視我們對台灣的國家承諾。我們應該專注於為台灣提供儘可能多的自衛措施。」
他補充說：「如果獲確認為海軍部長，我將專門專注於中國的威脅，專門專注於推進我們的海上戰略，以保護台灣和我們在印太地區所有的國家安全利益。」
托羅強調，中國軍事實力的不斷成長，美海軍優勢已非當然之理。海軍有必要達成355艦隊的目標，以有效嚇阻北京在南海的擴張行動。若任命獲得確認，托羅表示將向防長奧斯汀提議，在2023財年國防預算中為海軍編列更多的資源。
根據2018財年《國防授權法案》，美國海軍須完成355艦隊的目標。目前海軍擁有297艘戰鬥部隊艦，包括後勤與支援船隻。
現年60歲的托羅退役海軍中校，出生於古巴首都哈瓦那（Havana），1962年時以難民身分和家人移居美國，之後輾轉進入美國海軍學院（United States Naval Academy）就讀，1983年畢業後，曾在海軍服役長達22年，也擔任過巴爾克利號驅逐艦（USS Bulkeley （DDG-84））的造船艦長，督導船艦安裝，並在1990年率艦參與過波灣戰爭。
若獲參議院多數同意，托羅將成為第2名血統為拉丁裔的海軍部長，未來將借助他近40年的豐富經驗，協助海軍作戰及採購武器。
