Evolving Solutions Statement of Work IT Director Aaron Meyer presents the Evolving Solutions Statement of Work for the storage area for the City’s network. The billing is $210 dollars per hour and is estimated to be 16 hours for a total of $3,360 dollars. This would be for the instaltion and configuaration of this program. Monthly Financial Report Accountant Robby Morey presents the monthly financial report. As of the end of November the total unassigned cash is $9,310,476. There are no major changes in the investments. The 1% sales tax is fairly significantly higher. The hospitality Tax is slightly down. Occupation is also slightly down. Oil impact is staying higher than 2021 or 2020. The general fund shows 91% collected and 81% in expenses. The utility revenue is 84% collect and 77% expended. Vanguard Appraisal Service Contract Renewal City Assessor Joe Hirschfeld presents the Vanguard Appraisal Service contract which was reviewed by the City Attorney. Assessor Hirschfeld states that if there are issues with Vanguard the City of Dickinson would be able to file in ND court. Vanguard also picked up an additional program that the city had for no additional cost. Assessor Hirschfield states this addition would save the city about $6,000 per month. Job Descriptions 1. Assessing Office Assistant HR Coordinator Shelly Nameniuk presents the Assessing Office Assistant job description. She states this person would support the staff with receptionist duties. They would organize files, meetings, agendas and other dugites. This would help out the assessing staff and they would be a bit more productive and concentrate more on assessing duties. 2. Senior Communications HR Coordinator Shelly Nameniuk presents the Senior Communications job description. She states this would be an achievable position to help those staff who have been here for a while and gone the extra mile with training and education. She states this position would have specific requirements prior to becoming a Senior Communications person. 3. Senior Communication Specialist Reclassification Form HR Coordinator Shelly Nameniuk presents the Senior Communication Specialist Reclassification Form. These requirements are as outlined in the job description. Commissioner John Odermann states the Senior Communication Specialist are those individuals in events like the city had last week, the last snow storm this spring as they get the individuals to where they need to be. These individuals are invaluable to make sure the community is able to run especially from an emergency management standpoint. Monthly HR Report HR Coordinator Shelly Nameniuk updates the commission on the Library Director position which has been filled, Planner position opening has been extended, Executive Assistant to Engineering has been filled, several Communication Specialist positions are open, 4 Police Officer positions are open, and Chief of Police position is open and will close on 1/3/2023. Coordinator Nameniuk states the city is getting a number of applications. This will be quite an extensive interview process. Three Firefighter positions that were open for 2023 have been filled. Jared Rhode has gotten to be a Fire Captain. There are several positions open in Public Works. There was one promotion of Eric Brunner whom took on the Senior Street Operator. 4. PUBLIC SAFETY A. Fire Department 1. Chapter 13 Amendment Assistant Fire Chief Mark Selle presents minor revisions to Chapter 13. These revisions would adopt the 2021 International Fire Code. He states the adoption of this new code would better represent the community. He states this is the second reading with no changes from the first reading. ORDINANCE NO. 1766 AN ORDINANCE AMENDING AND RE-ENACTING ARTICLE 13.ED AND ARTICLE 13.08 OF THE MUNICIPAL CODE OF THE CITY OF DICKINSON, NORTH DAKOTA, RELATING TO INTERNATIONAL FIRE CODE DISPOSITION: Roll call vote…Aye 5, Nay 0, Absent 0 Motion declared duly passed B. Police Department Reports: 1. Monthly Report Interim Police Chief Joe Cianni updates the Commission on the monthly Police Department report. Chief Cianni states there were 1,940 calls for service for the month which is down from last month. There were 310 traffic stops which are up for November with 138 citations and 183 warnings. There were 90 total accidents with 7 injuries, 1 pedestrian and 19 hit and run. Chief Cianni states the arrests were slightly down for the month with 2 felonies and 93 misdemeanors. He states that Fentanyl has been an issue was it has been laced in meth. This is causing many unexpected overdoses as people using meth do not know it is laced with fentanyl. In November there were 79 behavioral health related calls which is slightly lower. Cianni discusses training, records, dispatch, and animal control along with the SRO offices. He does state the Police Department had their annual food drive and they were able to deliver 18 full meals to the community. Chief Cianni would like to thank Attorney Wenko along with her office and the community for their contribution. Interim Police Chief Cianni thanks Farm Credit Services for donating $5,000 and Oneok of their donation of $10,000. He does thank the Veterans that are Police Officers for the City of Dickinson. He states No Shave November raised $440. 5. COMMUNITY DEVELOPMENT SERVICES A. Engineering 1. Rezone Request – Parks and Rec- Game and Fish City/County Planner Steven Josephson presents a request for a second reading from the US Bureau of Reclamation to rezone 11.71 acres of property from Ag to Public.
