Roque hints about possible 2022 senatorial bid

Presidential Spokesperson Harry Roque (File photo) MANILA - Presidential Spokesperson Harry Roque has dropped a hint that he would run for senator in the May 9, 2022 national and local elections as a substitute candidate. While he reiterated that he is still praying for guidance on his possible senatorial bid, Roque alluded that he is willing to seize the opportunity to seek a Senate seat. "Pinagdarasal po natin na sana po mabigyan tayo ng pagkakataon dahil nais nating ipagpatuloy ang nasimulan. Kung kinakailangang tumakbo ulit, bakit hindi (We are praying for that chance [to run for senator] because we want to continue what we have started. If there is a need to run, then, why not)?" Roque said in his latest vlog uploaded Wednesday. Roque adhered to his word that he would abandon his plan to join the senatorial race, unless Davao City Mayor Sara Duterte guns for the presidency. However, Roque on Oct. 20 bared that Sara had persuaded him to run for senator despite her decision not to join the presidential derby next year. Roque also revealed that he could still run for senator since his political party, the People's Reform Party (PRP), had fielded a placeholder candidate. Under the country's Omnibus Election Code, political parties only have until Nov. 15 to replace their candidates for the 2022 elections. A former House Deputy Minority Leader before being appointed as presidential spokesperson, Roque said he knows "what it takes to be a successful legislator." "I'm really praying to God," he said when asked about his 2022 political plans. "I know what it takes to be a successful legislator. Nagawa ko na po iyan. Napatunayan ko na po iyan. Record po ang nagawa ko noong first termer. Pito pong major bills ang naisabatas ko (I was able to do that. I was able to prove that. I made a record as a first termer. Seven of my major bills were signed into law)." Roque is the primary author of several laws, including Republic Act (RA) 11223 or the Universal Health Care Act. He was also a law professor at the University of the Philippines who specialized in constitutional law and public international law for 15 years. Roque expressed confidence that he is qualified to become a senator, considering his track record and credentials. "Labinlimang taon po akong nagturo ng batas. Siguro, kaya kong gumawa ng batas. Aktibista rin po ako sa ninanais kong baguhin ang lipunan (I taught law for 15 years. Perhaps, I can craft measures. I am also an advocate for change in society)," he said. Asked about his "biggest dream" for the Philippines, Roque said: "I want us to be progressive and peaceful. I want everyone to live peacefully who exist with each other and I want the youth to be able to dream and I want to see those dreams to become [real]." Roque first became Duterte's spokesperson in October 2017 until he resigned the following year to run for a seat in the House of Representatives under the Luntiang Pilipinas party-list. He later decided to run for senator under PRP but eventually withdrew after suffering from "unstable angina coronary disease." Roque then returned as Duterte's spokesperson in April last year. (File photo) MANILA - Malacanang on Monday appealed to the people visiting the newly opened Manila Baywalk Dolomite Beach to continue adhering to the minimum public health standards despite the decreasing coronavirus disease 2019 (Covid-19) infections. This, after the Manila Baywalk Coordinating Office recorded "tens of thousands of people", including children accompanied by their parents who visited the dolomite beach over the weekend. "Nananawagan po kami sa ating mga kababayan, pandemya pa po. Bagama't bumababa po ang mga kaso natin eh nandiyan pa po si Covid-19, so huwag po tayong magpabaya. Kinakailangan po mask, hugas, iwas at kung kakayanin na bakuna nga po (We appealed to the public, we are still in a pandemic. Although the cases are decreasing, the Covid-19 is still around, so please do not be complacent. While the government appreciates the positive feedback of the people on the newly rehabilitated Manila Bay, Roque reminded the public to continue observing the health and safety protocols when visiting the area. "Talaga naman po ang Dolomite eh for the enjoyment of everyone, pero huwag naman hong maging dahilan 'yan para magkaroon tayo ng super spreader event (The Dolomite is really for the enjoyment of everyone, but don't let it be the reason for us to have a super spreader event)," he said. Roque also said children are still prohibited to go outside their residences due to the continuing threat of the Covid-19 pandemic. He also called on the authorities in Manila City to limit the number of visitors at the Dolomite beach "so that the physical distancing measures will not be neglected." Setting up the Manila Bay Dolomite Beach is a vital part of the Manila Bay rehabilitation project spearheaded by the Department of Environment and Natural Resources. Among other efforts also include continuous bay and estero clean-ups and the setting up of sewage treatment plants. The rehabilitation program that started in January 2019, was also called "Battle for Manila Bay" aimed at "restoring the water quality of Manila Bay in accordance with the Writ of Continuing Mandamus of the Supreme Court". The program is guided by the Operational Plan for the Manila Bay Coastal Strategy which covers the period 2017-2022 and by Administrative Order No. 16 issued by President Rodrigo Roa Duterte in 2019. Duterte's directive also includes the monitoring of establishments for pollution and compliance to required standards, as well as checking of water quality in key river mouths, outfalls, and bathing beaches along the Manila Bay region. Cap on healthcare workers to prevent shortages: Palace

(File photo) MANILA - The deployment cap on healthcare workers is in place to prevent a shortage of healthcare workers in the country, Malacanang said on Thursday. Presidential Spokesperson Harry Roque made this remark after private hospitals expressed alarm over the increasing departure of local nurses for other opportunities abroad, taking a bigger toll on the struggling workforce in the country's hospitals. "Hindi naman nagbabago ang ating polisiya. Mayroon po tayong [deployment] cap (We have not changed our policy. We have a cap)," he said in a Palace press briefing. In April last year, the government suspended the deployment of healthcare workers to prevent a shortage of frontline medical workers. The government eventually set a 5,000 annual deployment cap with newly hired healthcare workers for mission critical skills. The ceiling was raised to 6,500 in June this year amid calls for the government to allow more healthcare workers to be deployed overseas. Roque also expressed confidence that there are many graduates willing to serve at the frontline in the fight against the Covid-19 pandemic. "Naniniwala naman po tayo na mayroon tayong sapat na graduates at mga board passers para palitan po yung mga puwesto ng mga nurses na mag-a-abroad (We believe that we have enough graduates and board passers to take the place of nurses who have chosen to work abroad)," he added. In the Laging Handa briefing, Private Hospitals Association of the Philippines president Jose Rene de Grano said about 5 to 10 percent of nurses have resigned in recent weeks to work abroad. He also expressed concern that their continued departure could eventually paralyze the ability of medical centers to care for patients. "If we don't stop their departure, maybe in another six months we might run out of nurses and our health facilities and healthcare system will be crippled," de Grano said.
