王赫：中美AI战的三大问题 | 人工智能 | 中共AI野心 | 智能化武器

稍前，7月8日至7月10日，中共主办的第四届年度“世界人工智能大会”在上海召开。中共踌躇滿志，工信部部长肖亚庆称，部分领域技术创新应用能力进入国际先进行列，中国人工智能发明专利授权总量全球排名第一，核心产业规模持续增长，已经形成覆盖基础层、技术层和应用层的完整产业链和应用生态。
这两次会议，凸显中美AI之战正在迅速展开。
其一、中共的AI野心能得逞吗？
中共很早就有战略考虑，押宝AI。2018年10月31日，习近平在十九届中央政治局第九次集体学习时讲，加快发展新一代人工智能不仅“事关我国能否抓住新一轮科技革命和产业变革机遇的战略问题”，而且是“我们赢得全球科技竞争主动权的重要战略抓手”，更是“推动我国科技跨越发展、产业优化升级、生产力整体跃升的重要战略资源”。
从2015年《中国制造2025》、2016年“十三五”规划、2017年十九大报告到2021年开始实施的“十四五”规划和2035年远景目标，均将人工智能作为科技发展的重要主攻方向，并上升为国家战略。其中，2017年7月国务院专门推出《新一代人工智能发展规划》，确定新一代人工智能发展三步走战略目标：第一步，到2020年人工智能总体技术和应用与世界先进水平同步；第二步，到2025年人工智能基础理论实现重大突破，部分技术与应用达到世界领先水平，人工智能成为带动产业升级和经济转型的主要动力，智能社会建设取得积极进展。第三步，到2030年成为世界主要人工智能创新中心。
虽然，中共也认识到发展人工智能是一项事关全局的复杂系统工程，提出按照“构建一个体系（开放协同的人工智能科技创新体系）、把握双重属性（技术属性和社会属性高度融合）、坚持三位一体（研发攻关、产品应用和产业培育）、强化四大支撑（科技、经济、社会发展和国家安全）”进行布局，形成人工智能健康持续发展的战略路径。
虽然，目前中国人工智能产业发展迅猛（据中国互联网协会发布的《中国互联网发展报告（2021）》，去年人工智能产业规模为3031亿元人民币，人工智能企业共1454家，仅次于美国的2257家。），被“十四五”规划纲要圈定为七大数字经济重点产业之一和事关国家安全和发展全局的八项前沿基础核心领域之一。
但是如下三个短板是中共难以克服的，则可能使中共的AI野心可能碰壁：
第一，芯片问题。在专用芯片方面，中国差距不算太大，有望跟上国际潮流，但在通用芯片方面，相当长的时期内“自立自强”都是中共的妄想。第二，人才问题，以及相应的教育问题。在与美国、西方科技与教育“脱钩”的大势里，问题将越来越突出。第三，政策和体制问题。中共整肃滴滴等等互联网科技企业，掣肘它们赴美上市，打造“数字专政和数字柏林墙”，以及“国进民退”，民企统战等等，都使人工智能科技企业难以安心、扎根中国。
其二，中美AI战是一场“价值观竞争”吗？
在美国战略界看来，中共的AI挑战，远远超出了科技范畴，是一场“价值观竞争”。3月19日，美国人工智能国家安全委员会（NSCAI）发布的《最终报告》指出：中共使用人工智能作为镇压和监视国民的工具令人不寒而栗；中共在人工智能方面是美国的潜在威胁；美国必须赢得与中共之间的人工智能竞争，主张到2026年美国用于人工智能研发的非国防支出达到每年320亿美元，并建立一个“联盟”来推动人工智能的开发和应用。
在7月13日的AI峰会上，美国国家安全顾问沙利文（Jake Sullivan）表示，民主国家必须作出抉择，“集中意志、精力和资源来改变数字革命的进程”。
他说，外界原以为，数字革命的第一波浪潮将会让新技术推动民主和人权，但第二次科技浪潮却见证了一场独裁政权的数字反革命。“中国（中共）正是因为担心数字革命会成为一股民主化的力量，于是开始了一项雄心勃勃的计划，让互联网为独裁政府服务。‘金盾计划’催生了一个精密的国内审查机制和被防火长城封锁的互联网。”“北京被称为‘天网’的大规模视频监控网络和其它项目正在将数亿个摄像头与高性能计算、面部和步态识别技术相结合，并试点社会信用系统，所有这些都是为了在全国范围内实施算法技术下的社会控制。”
沙利文说：“现在的问题是，我们是否能够推动第三次数字革命的浪潮，在其中打造了一个民主的技术生态系统，其特点是韧性、完整性、开放性、信任和安全，从而加强我们的民主价值观和民主制度。”
也是在这次AI峰会上，美国商务部长吉娜·雷蒙多说，AI的开发和监管方式，要与“自由、开放、保护知识产权、尊重人权和隐私的民主价值观”相一致，不能把规则制定拱手让给中共。而美国国务卿布林肯指出，仅仅强调科技威权主义的恐怖、仅仅指出中共和俄罗斯等国的所作所为是不够的，“我们需要美国和我们的伙伴保持世界上的创新领导者和标准制定者（地位），以确保普世权利和民主价值仍然是所有即将到来的创新的中心，并确保它为人民的生活带来真正的好处”。
其实，早在2016年10月－12月，美国白宫接连发布了三份人工智能发展报告，分别是：《为未来人工智能做好准备》、《美国国家人工智能研究与发展策略规划》、《人工智能、自动化及经济》；而2019年2月11日，时任总统川普又签署了《美国人工智能倡议》（American AI Initiative）；这四份基础文件构建了美国的AI发展战略框架，巩固美国的“全面领先”地位。
此外，2020年6月，美国与七国集团（G7）以及澳大利亚、韩国、新加坡、墨西哥、印度、斯洛文尼亚和欧盟结成“人工智能全球合作伙伴关系”（GPAI），其联合声明中说，将“以符合人权、基本自由和我们共同的民主价值观的方式，支持负责任和以人为中心的人工智能开发和使用”。
美国展开AI之战，是对中共AI野心的沉重打击。
