Wall street with the dow and the dow transports finishing at fresh alltime highs. The reason . Federal reserve policy makers decided today to keep Interest Rates right where they are near zero for what they call a quote, considerable time. Now, that is the phrase some fed watchers thought would be dropped from its postmeeting communication. And the thinking was it would have opened the door to higher Interest Rates sooner.
