Vanderbilt Law Review. Here is its abstract:
The machinery of mass incarceration in America is huge, intricate, and destructive.  To understand it and to tame it, scholars and activists look for its levers of power — where are they, who holds them, and what motivates them?  This much we know: legislators criminalize, police arrest, prosecutors charge, judges sentence, prison officials confine, and probation and parole officials manage release.
As this Article reveals, jailers, too, have their hands on the controls.  The sheriffs who run jails — along with the county commissioners who fund them — have tremendous but unrecognized power over the size and shape of our criminal legal system, particularly in rural areas and for people accused or convicted of low-level crimes.

While most of the United States’ prison systems have struggled to vaccinate inmates, some, including California’s, have outperformed vaccination rates among the general public. And experts say their success may offer clues about how to persuade skeptical people outside correctional facilities to get vaccinated.

Green Cemetery Marks First Body Burial, Adds Art Installations

Heritage Acres Memorial Sanctuary debuts an all-natural art exhibit this weekend, spread across its 40 acres of rolling meadow and woods. In line with the green cemetery's ethos, all of the exhibits are created from organic materials and are designed to decay into the landscape.
Heritage Acres is the Cincinnati region's only dedicated green burial ground. Since opening in April 2020, the cremains of seven individuals have been interred in the Pierce Township preserve. In April 2021, the first body burial took place.
"It was a beautiful ceremony," says Donelle Dreese, vice president of Heritage Acres Memorial Sanctuary. "One thing that I think is really nice about green burial is all of the services are family-directed, so no two burials are the same. ... The service is over when the family is ready for it to be over. We would never rush anyone away from the sanctuary when they are going through a difficult time or trying to process that grief or the emotions that they may be experiencing.

Lessons From Kings County Prison Where COVID-19 'Spread Like Wildfire'

When news of the pandemic first reached the men incarcerated at Avenal State Prison in central California, inmate Ed Welker said the prevailing mood was panic. “We were like, ‘Yeah, it’s going to come in here and it’s going to spread like wildfire and we’re all going to get it,’” he said. “And that’s exactly what happened.”
Calling the prison system’s response to the pandemic “nonchalant,” “incompetent” and at times “negligent,” Welker and his fellow inmates described a crowded and dangerous living situation. Inmates interviewed by Valley Public Radio said physical distancing was nearly impossible, and constant moves in and out of quarantine were confusing and disruptive. The postponement of visits and rehabilitative programs left the men with little opportunity to vent their frustrations.
