WASHINGTON (AP) — The Air Force veteran killed during the storming of the Capitol was shot as she began to climb through the broken part of a door leading into an area known as the Speaker’s Lobby, videos posted online show.
Minutes before the shooting Wednesday, the large crowd of angry pro-Trump loyalists, one carrying an American flag, taunted several police officers officers whose backs were to the barricaded doors. Members of the mob sought to force their way into the long corridor, which is just outside the House chamber where members of Congress were supposed to be meeting to certify the results of the 2020 presidential election.

Failed response to Capitol riot shows deep divide over police use of force

Failed response to Capitol riot pushes police reckoning into new chapter

The reckoning of American police entered a new chapter this week with the televised spectacle of federal security agents overrun by a mob of armed far-right extremists storming the Capitol.
On its face, the siege was a failure of planning: The U.S. Capitol Police, who deal with all sorts of protests and demonstrations year-round, did not seem to anticipate the threat posed by thousands of people who, at the urging of President Donald Trump — and after sharing their plans online — converged on the Capitol to protest his election loss. Although some officers fought with them — one rioter was shot to death and one officer later died of injuries — others took selfies and appeared to offer no resistance, allowing dozens of rioters to leave without being arrested.

A Maryland SWAT officer will not be charged in the fatal shooting of 21-year-old Duncan Lemp during a predawn weapons raid in Potomac that became part of the nationwide debate over no-knock warrants, prosecutors said in a 17-page report released Thursday.
The Montgomery County Police officer was legally justified when he fired five rounds at Lemp through a broken bedroom window in March because, prosecutors said, Lemp had ignored commands to raise his hands, gotten out of bed, grabbed an assault-style rifle and pointed it toward the officer.

Beyond the no-knock: Push in states to reform police tactics

PHILADELPHIA — After a year marked by police killings of Black men and women and mass civil unrest over racial injustice, some activists are taking aim at police tactics that can lead to deadly middle-of-the-night raids they say are used overwhelmingly in communities of color.
Rather than waiting for direction from lawmakers, a group of academics, policing experts and activists called Campaign Zero has created model legislation around so-called no-knock warrants they hope will be attractive to cities, states and President-elect Joe Biden, as they work to curtail police tactics that lead to both civilian and officer casualties. While Biden has said his administration will support criminal justice reforms, it’s unclear where he will focus.
