During his annual televised national call-in show, on June 30, 2021, Russian President Vladimir Putin mostly talked about the COVID-19 pandemic, as the novel coronavirus is once again sweeping through Moscow and the provinces. Implicitly (but deliberately) embodying the image of the “good tsar” versus the “bad boyars,” Putin listened to appeals from selected subjects who complained of being harassed by ruthless and corrupt Russian bureaucrats, and he promised to help. However, the Russian leader appeared genuinely bored by this public relations exercise, even as lines of communication were suddenly interrupted and operators complained of a possible denial-of-service attack. On a couple of occasions, Putin turned to defense and foreign policy questions about Ukraine and the standoff with the West in the Black Sea. Ukraine, the United States and its allies are currently running the annual Sea Breeze 2021 military exercise, which Moscow has deemed provocative (Kremlin.ru, June 30).

Houston-based law firm eluding commission payments on Deepwater Horizon spill clients, lawsuit says

HOUSTON (Legal Newsline) - An agreement between two law firms related to representing those affected by the Deepwater Horizon oil spill is unravelling in federal court. 
Plaintiff Downs Law Group PA is a Florida-based law firm that entered an agreement with Houston-based firm The Nations Law Firm. Both firms had clients making claims related to the 2012 oil spill. T
he two law firms agreed that Downs would refer clients looking to prosecute for settlement claims to the defendant, and the defendant would then pay the plaintiff 25% of attorneys fees collected for those clients. 
According to the complaint filed on April 19 in the U.S. District Court for the Southern District of Texas, the Houston-based firm has refused to pay Downs the 25% commission on all of the nearly 900 clients referred.

Navy sends another destroyer to exercise free passage in the South China Sea

The USS Russell conducted a freedom-of-navigation operation in the South China Sea on Wednesday, challenging the “unlawful restrictions on innocent passage” imposed by China, Vietnam and Taiwan, the Navy’s 7th Fleet said.
The guided-missile destroyer steamed past the Spratlys, a chain of more than 100 small islands and reefs, according to a statement from 7th Fleet spokesman Lt. Joe Keiley on Wednesday.
Six surrounding nations, including China, Vietnam and the Philippines, claim all or part of the Spratlys, a commercial fishing zone with potential oil and natural gas deposits. The islands are west of the Philippine island of Palawan.

US Secretary of State Antony Blinken has reaffirmed the Biden administration's commitment to defend the Philippines against any armed attack in the South China Sea amid Beijing's new law authorizing its coast guard to shoot foreign vessels in the disputed waters it claims nearly in its entirety.
Blinken made this pledge in a call to Philippine counterpart Foreign Secretary Teodoro Locsin on Thursday, a day after he was sworn in as America's top diplomat.
"Secretary Blinken and Secretary Locsin reaffirmed that a strong US-Philippine Alliance is vital to a free and open Indo-Pacific region.
Secretary Blinken stressed the importance of the Mutual Defense Treaty for the security of both nations, and its clear application to armed attacks against the Philippine armed forces, public vessels, or aircraft in the Pacific, which includes the South China Sea," according to a statement released by the US State Department.
