Schools to get record $29.5b in aid; and nursing homes, green initiatives, excluded workers to benefit, as well
New York’s wealthiest residents and companies will pay more in taxes to help their less fortunate neighbors. And the agreement could not come at a better time.
Legislators struggled to come to an agreement of $212 billion budget deal with focusing on key “people-Focused” priorities: school aid, rent relief, small business recovery and nursing home reforms. It also focuses on pandemic response and recovery.

Richest 1% of Americans would gain 62% of benefits with SALT cap repeal


The main beneficiaries of the repeal – worth about $97 billion a year – are wealthy Americans who are among the top 1% of annual tax filers, according to a recent study by the Institute for Taxation and Economic Policy in Washington, D.C.
Those 1.6 million filers, who earn more than $644,000 a year, would receive 62% of the benefits – an average of $38,000 for each of them. With such high incomes, they pay substantially more in state income taxes, and many New Yorkers in the top 1% own homes with property tax bills that exceed $40,000.
The next highest 4% of filers – those making between $263,000 and $644,000 – would receive the 24% of SALT savings. That’s an average of $3,660 for 6.3 million filers. ....

Vaccine side effects land New York Yankees' Gio Urshela on COVID injured list


TAMPA, Fla. New York Yankees third baseman Gio Urshela was placed on the COVID injured list due to side effects from a vaccination, the team announced Friday.
Urshela was originally listed in the starting lineup, hitting eighth, but the Yankees made the change shortly before the opener of a three-game series against the Tampa Bay Rays.
Infielder Mike Ford was recalled from the alternate site and activated for the series. Any player placed on the COVID injured list does not count against the 40-man roster. The COVID injured list also does not require a minimum stay.
Uniformed personnel and members of the Yankees traveling party were vaccinated on Wednesday at Yankee Stadium, both before and after their 4-3 loss in 11 innings to the Baltimore Orioles. Excluded workers celebrate $2.1 billion fund


ALBANY — Jairo Reyes did not eat for three days. Weak, tired and famished, he remembered his community when he found it difficult to focus.
Reyes, of Yonkers, was one of hundreds of New Yorkers to participate in a 23-day statewide hunger strike to raise awareness for funding for thousands of state essential workers excluded from unemployment benefits or stimulus checks for people who lost their jobs during the coronavirus pandemic.
The hunger pains, Reyes said, were worth it.
The state Legislature included a one-time $2.1 billion Excluded Workers Fund in its final 2021-22 budget, which the Assembly was expected to adopt Wednesday, for New York residents who lost wages or income after February 2020 because of COVID-related unemployment or inability to work or a COVID-related death or disability of the main source of household income. ....
