Questions over Australian 'temporary' foreign aid fund


An economics professor anticipates more aid funding from the Australian government, despite cuts in its latest budget.
Australia pared back its foreign aid spending by nearly $500 million, but it also announced additional short term funding of $AU335 million to help countries, such as Papua New Guinea, cope with Covid-19.
This additional funding will stop after two years.

The director of the Development Policy Centre at the Australian National University, Stephen Howes, said this is not realistic.
"Although the Budget was disappointing in the sense of embedding those cuts, I think as the situation unfolds the government will recognise that it does need more money and, of course, it can afford more money. It's shown it's willing to run a very large deficit, so I think rather than seeing this support wound back so quickly, we will, in the course of the year, see further extensions of funding," he said.

Australian aid: How low can it go?


In Australia’s budget last year, delayed until October responding to the unprecedented global health and economic crisis brought on by Covid-19, the Coalition government increased spending on foreign aid from $4 billion to $4.417 billion for the financial year 2020–21. The release this week of the latest budget figures reveals another $62 million increase for the coming year to raise Australian aid to $4.479 billion in 2020–21, accounting for roughly 0.63% of the federal budget allocation. Naturally, given the scale of the crisis in the world and in Australia’s immediate region, this more than 10% increase has been most welcome.
But that is where the good news ends for the aid program in this budget. Australian aid is set to fall in 2021–22 by 3.2% (close to 5% when adjusting for inflation) to $4.335 billion. The forward estimates predict a further decline in 2022­–23 to $4.118 billion, and for aid spending to return to indexation based on inflation thereafter. In an environment where fiscal rules are being radically rewritten, the Australian economy is in much better shape than expected, and the prospect of a developing world that will most certainly be in for a worse 2021–22, it is disappointing the government couldn’t find more money to commit.

The federal government is boosting the ranks of Australia's diplomatic corps and beefing up efforts to push back against economic coercion, in another sign it is preparing for China's government to resume its campaign of trade punishment.
Labor has accused the government of chronically underfunding the Department of Foreign Affairs and Trade (DFAT), which was forced to shed staff last year as it struggled with budget woes and the financial demands imposed by the COVID-19 pandemic.

Nauru's thriving, again


Nauru's economy is booming again on the back of the refugee detention centre.
In the early 2000s economics professor Helen Hughes told RNZ Pacific that Nauru couldn't stand on its own two feet and should be incorporated into Australia.
Hughes, who passed away in 2013, said of Nauru in 2008 it was not a country in any meaningful sense.
"This is a totally welfare-dependent country/shire where the education's been lost and nobody's working. They have a culture, a right to their language and all of that, but they don't have the right to being kept forever by Australian taxpayers and that's what Nauru is setting out to do - to be a perpetual beggar state," she said
