Preventive Detention and Actionable Intelligence

Much good and accurate intelligence information on terrorists andtheir activities is not suitable for use in our existing criminaljustice system. America needs to develop a coherent structure oflaws and procedures to deal with the interaction of intelligenceinformation and the judicial system. The British response to IrishRepublican Army terrorism offers a useful model.
