with the details. >> police have this entire area cordoned off after it was evacuated while the bomb squad went in to make sure that there was nothing inside that pressure cooker that looked suspicious. just after 6:00 this evening, a resident of an apartment complex next to the san antonio shopping center in mountain view alerted police to the pressure cooker which was on a ledge in the bushes outside the lobby doors. police were called in and infrared technology was used to determine that it was emitting heat. the southwest section of the center, which includes the apartment building asafeway store and some restaurants were all evacuated. three hours after that initial call just after 9:00 this evening, the bomb squad reported there was nothing inside that pressure cooker. >> what comes to mind immediately is probably the boston marathon, the tragedy that happened back east. and we would like to avoid that here. pressure cookers are obviously, could be used as bombs. and we didn't want to take any chances as far as anyone getting hurt. >> reporter: police say this should serve as a reminder that people need to be a little bit more vigilant about what they leave around. they say if for some reason you do have a pressure cooker outside, at least make sure the top is off so that people can see that it is not harmful. they say they will look for the person who left this outside the apartment complex and commend the resident who called in to alert police. live in mountain view, kimberly tere, nbc bay area news. as we heard, the discovery of the pressure cooker in mountain view brought back memories for some of the bombings in boston. the suspects in the april 15th bombings carried two pressure cooker bombs in their backpacks. they were set off during the boston marathon killing three people and injuring more than 260. we're also following developing news in the south bay. a double killing in east san jose and the gunman is still on the loose. here's a live look at the active investigation into the shooting that killed two people. the shooting happened around 6:30 this evening on ryanhart drive near kohl's department store. a neighbor says her son was good friends with one of the victims whom she identified as a 15-year-old boy. >> he's a nice boy. really nice, sweet and minds his own business. he hangs out with my son every day. and they go places. and they talk to girls all the time on the phone. >> i believe there are witnesses. whether they come forward or not, i don't know. but hopefully someone out there saw it who can identify this person. >> police have not confirmed the ages of the victims and have not released a motive for the shooting. they had a vague description of a person of interest. a young latino man on a bmx bicycle. various law enforcement agencies have extra dui checkpoints set up on this holiday weekend, especially after a crash on the peninsula took a woman's life. the accident involving a party bus happened on 101 in burlingame. 43-year-old raul padilla was driving southbound on 101 when his car hit the center divider coming to rest in the fast lane facing oncoming traffic and that is when a party bus carrying 18 people hit the front end of the car. padilla is in critical condition. his passenger, a 36-year-old san mateo woman was killed. the chp spokesperson says alcohol may have made a role. >> once we find out what his level of intoxication was, then we'll be able to charge him with either felony du i and also possibly manslaughter. >> nine of the party bus passengers suffered minor to moderate injuries and the driver of the bus was also injured but he refused medical attention at the scene. pg&e officials say crews worked to restore pow twoer thousands of customers after several power poles caught on fire overnight. as many as a dozen poles sparked a flame in south san francisco this morning. about 5,000 customers in total were without power. firefighters say the power poles looked like torches. >> it was like a torch. >> yes, it was. there were flames coming out and definitely smoke coming out of the top of the pole. since we've been here it's burnt down about two feet. the top of that pole. >> a pg&e spokeswoman says the fires were triggered by drizzle or fog combined with dust and pollution on the lines. >> the mud can conduct electricity or the mud-like substance can conduct electricity. when that happens, in some cases that can lead to what we were seeing today, which is in some cases, pole fires. >> she added that rain would have washed the dirt right off but the spring just hasn't been wet off. also pg&e workers work year round to keep the lines clean but did not say when these particular lines were last cleaned. 100 people were evacuated from their mill valley homes after an a fire at an apartment where nobody lives. it started about 3:00 a.m. firefighters were able to contain the flames within about 30 minutes. two apartment units were destroyed but these were unoccupied units being renovated. >> nobody appeared to be in real danger tonight. however, the sheriff's office with the mill valley pd did do a fantastic job of getting people out of the way of the fire area very quickly. >> the coughs that fire still under investigation. fire officials have closed their investigation into the brush fire that forced evacuations of several concord apartment complexes this weekend. fanned by strong winds it burned up 3 1/2 acres yesterday afternoon. but officials are unable to determine the cause. about 50 to 75 people had to be evacuated though no injuries were reported. police say they have more clues into the drowning death of a 13-year-old boy from antioch this weekend. they believe the victim's shoes somehow ended up in the canal near the intersection of hillcrest avenue and wildhorse drive in antioch. he went to get it and somehow slipped into the water. the teen was with two cousins at the time. his 10-year-old cousin said he tried to rescue the 13-year-old but realized the water was too powerful. he went to get help but it was too late. they pulled the body from the baurt two hours later. the canal is about ten feet deep and the current can run as fast as 12 miles an hour. we have more information tonight about a bizarre hit and run in san jose and what police called one driver's creative attempt to escape. several cars crashed on capitol expressway last night and then one man allegedly pulled a shotgun out of his war and ran behind the honda dealership. about an hour later, an officer stopped a car leaving a residential area nearby. a passenger in the car told police he was having chest pains so an ambulance was called. as the ambulance arrived, witnesses identified him as the suspect. investigators identified him as 26-year-old alejandro solis. he is facing charges of felony hit and run, possession of an illegal weapon and driving without a valid license. it got very loud here in san jose tonight. all seemed to be coming from the hp pavilion. >> the san jose sharks beat the los angeles kings tonight. now the playoff series comes down to winner take all game down south. let's bring in mindy bach of comcast sportsnet. >> hi. we could hear it up here in san francisco as well. certainly was exciting because down three games to two to l.a. members were not injured. president obama traveled to moore, oklahoma, today where he promised long-term federal help for that community. and this evening, thousands of people gathered for a memorial revealed she's had a double mastectomy, her aunt has died of the same disease. debbie martin died in escondido near san diego at the age of 61. martin was the younger sister of jolie's mother. martin's husband said she had the same defective gene that jolie does. jolie recently wrote in a "new york times" op-ed she was inspired to have a double mastectomy because of her mother who died of ovarian cancer in 2007. there's a woman in san francisco who will tell you she became a catholic priest today and the catholic church will tell you, no, she didn't. maria ites is one of a small growing number of women who claim to be ordained a catholic priest. the ceremony was held at a lutheran church in san francisco. >> and because this is a roman catholic ordination, we had to find a place that would welcome us. and this lutheran church did. with an open heart. >> she said she's not concerned about being excommunicated for the church for going through with today's ceremony. she said becoming a priest is right for her and women and girls who will come after her in the catholic church. the vatican says that women who presume to be priests are committing a, quote, grave sin. japan's nippon airlines resumed 797 flights today. that means flights at san jose international airport are supposed to start again very soon as well. the commercial flight in japan today follows 170 test flights come were required after battery fires on board. san jose international airport launched dreamliner service january 11th, but because of the battery problems, grounded the flights just six days later. well, assuming there are no additional issues, ana plans to resume dreamliner service between san jose and japan on june 1st. the first cal train service to use a new track rolled through san bruno this morning. the $150 million project is supposed to improve safety in downtown san bruno by elevating tracks over san bruno, san mateo and angus avenues. it's not complete just yet so passengers will still need to continue to use the temporary train station until the end of the year. teachers in a south bay school district have agreed to a new contract that will change how they are evaluated and promoted in the future. the "san jose mercury news" says the three-year contract between the unified school district and teachers union will tie pay increases to teaching skills rather than college credits. those who fail to meet the criteria could be denied a raise and even fired. it's effective july 1st. an eighth grader from san ramon won a spot to compete in this year's spelling bee. today she flew to maryland where the competition is held. audrey goes to iron horse middle school in san ramon. she won the contra costa spelling contest. no matter what happens this week in maryland, she says she intends to keep honing her language skills in the future. >> and i think i want to be a writer because i read a lot of books. so i get a lot of words from them. i have a notebook where i write the words i don't know. >> the spelling bee starts on wednesday. finals are on thursday and all 281 students are expected to compete for $30,000 in prize money. so we have the especially out near the coast in the form of light rain at times. the forecast update has a system falling apart as it crosses through the north bay. enough left to it to give us a few showers tomorrow but you'll see coming up the rain totals are really backed off a lot. wednesday, also one more weak system will come on by and the real headline for the second half of the forecast, those temperatures warming up towards next weekend. right now the satellite and radar view looks impressive. you can see the rain filling in around ukiah and eureka. the system will take a lot of the energy and stay just off to the north. what we're going to be left with is the weakening system dropping in through tomorrow morning. so you can see all the low clouds inland for tomorrow morning. areas of drizzle. a little bit of light rain in the north bay. as we approach lunchtime, 11:00 to noon, some areas of lighter rain pushing through the central bay. and then towards the evening, it looks like 6:00 through 8:00, now you start to see some lighter rain in the south bay. notice where it's falling. a weakening front needs a little extra lift to get that light rain flying. it will be on the coastal hilltops. the peninsula here and along the inland east bay hills. a little extra lift to what's left of the moisture. get us a little bit of light rain. you'll see coming up here, the rainfall projections, this time last night, looking at the monday system, was up to about a quarter inch of rain. but now you are looking at maybe less than 0.1 inch of rain. some inland spots not registering anything at all. a little good news. wet does fall. it will be relatively light and a lot of it along the coastal hilltops. temperatures tomorrow, 60s and low 70s. more clouds tomorrow. but the rainfall part of that equation seems to be pulling back a bit. 60s and 70s across the east bay. still cool and breezy in san francisco. 62 degrees, upper 60s around the north bay. and the first half of the week staying fairly cool. one more weak system to come in on wednesday. but notice here things not quite as wet as we thought earlier. this is for tomorrow into tuesday. the second half of the week, it's going to be kind of hot. especially considering the last four or five days. the 60s and low 70s for highs. next weekend, all inland spots 80s, maybe close to 90 on saturday. so there is the unofficial start to summer. it's going to arrive friday. saturday and sunday for next week. tomorrow, not as bad, though. so a little bit of good news. >> we can wait until next week, i suppose. >> yes. enjoy the cooling while it lasts. breaking news out of san jose right now. police are investigating another deadly shooting. this one just after 10:00 tonight at the intersection of hayes avenue and walnut blossom drive in south san jose not far from oak grove high school. the victim was a man and he was pronounced dead at the scene. his death marks the city's 19th homicide of the year. two the "uss san francisco." this afternoon's memorial ceremony was dedicated to the 100 sailors and seven parents who were killed in action during the battle of gaud guadal canal. also honored, all those men who fought on the "uss san francisco." several of the veterans were on hand for today's tribute. >> as the years go by, more and more recognize the value of peace and freedom that we have and how they got it and how we keep it. and veterans are the ones who paid the price. many are not here, and many are. >> the "uss san francisco" was the first navy warship to be awarded the presidential unit citation by president roosevelt in 1942. coming up next -- children with parents behind bars at risk of following in their parents' footsteps until a bay area program steps in and guides them, sometimes all the way to college. also -- we investigate the questionable claims some dog owners are making to get their pets into places that are off limits. the problem it's creating for people who really do need service dogs. you could call it a pet peeve. dogs in public places wherever their owners go, including restaurants. california law is clear. only service machineer animals d in public places. some are faking disability just to give their pet an all-access pass. >> people love their dogs in the bay area. so much so they go pretty much everywhere. but there are some places our pets just can't go. state law says only service animals are allowed in food facilities. that means anywhere food is sold or served. still, some people smuggle their pets into places they shouldn't be. after all, what's the harm? >> makes my life a lot more difficult than it needs to be. >> reporter: alex writes a blog about life with a service dog. >> good girl. all right. >> reporter: bright was trained by canine companions for independent to help her get around, pick things up and live her life. bright is not trained to deal with people who pose their pets as service animals. >> our dogs are very submissive. if there's another dog set on being aggressive and confrontational, that puts my dog at risk. >> alex has seen owners outfit their dogs to pass them off at service animals. it's easy to do. plenty will sell i.d. cards and official looking vests to anyone. >> you don't see people faking life-threatening illnesses to get a wish from make a wish foundation. you don't take advantage of the perks of someone else's advantage. >> you said you'd like to say she's a service dog? >> i've done it before. >> and she's not the only one taking advantage. we went under cover in san francisco and found people claim to be confused by the law. >> who really knows. i'm just kind of over it in general. >> while others explained how to get around it. >> if you say you have a service dog, they can't throw you out. >> business owners can only ask two questions. is this a service animal and what is it trained to do? cheaters know there's no proof required. at the ft. mason farmers market we observed several pet owners -- >> i thought only service dogs were allowed to be public access because they are physically helping you with something at the time. >> i don't know really where the bounds are. >> yeah, i usually don't listen to any kind of rules or regulations. too many sheep in our society. >> good, good. >> it's that attitude that's frustrating to people with real service dogs. not to mention some pets might prefer to stay home. >> we've already had a couple biting incidents over the years. >> i think a lot of people have special relationships with their dogs. >> reporter: the food safety director says allergies and the potential for disease are the reasons state law restricts pets from food facilities. in the past two years, san francisco had 61 complaints. san motayo second with 44. santa clara third with 37. they gave businesses these signs to post, complaints fell. >> two years ago we saw 44 complaints. the last year we saw 17 complaints. >> reporter: unlike people who use disabled parking placards, people with service animals are not required to register anywhere under federal law. >> the americans with disabilities act is very liberal in this regard. >> reporter: canine companion ceo says his group and others are now lobbying the department of justice to crack down on service dog fraud. >> there needs to be some standard and somebody neutral who is knowledgeable about the situation. judges whether that's a legitimate assistance dog. >> alex says she and bright already face enough discrimination without help from people who cheat the law. >> people think that the only person that impacts is them. and it's just an inconvenience to them that they can't have their puppy everywhere with them. but it goes much body of a missing teenager swept away in the texas floods has been discovered. the deadly floodwaters are receding. three people have died in the flooding brought on by heavy rains. people are returning to their flood-damaged san antonio neighborhood to clean up and assess the damage. crews went to dozens of homes last night evacuating the residents. that evacuation order has now been lifted. plans are under way to construct temporary bridges across the skigit river in washington state where a pan collapsed into the water last week. planners hope to have the temporary steel bridges in place next to the original span within three weeks. repair work would then begin on the damaged bridge with a goal of completing that work this fall. the federal government is expected to pick up 90% of the cost of the temporary bridge and the replacement. it was a different finish line in a different state. but dozens of runners who did not get to finish the boston marathon because of the bombings had the chance to unofficially finish the race today. as a symbolic gesture, indianapolis motor speedway officials invited nonfinishers from indiana and surrounding states to cross the racetrack's iconic finish line. about three dozen runners showed up and ran about a half mile on the track as people in the st d stands cheered them on. robby rogers has become the first openly gay male athlate to play in an official league. he is a member of the l.a. galaxy soccer team. rogers signed with the galaxy just yesterday. three months ago he said he'd retire from the sport because he was afraid of possible repercussions. his appearance tonight drew loud cheers from the southern california crowd of 24,000. and by the way, the galaxy beat seattle, 4-0. watch out silicon valley. the east bay city that's trying to lure talent and start up dollars. also -- >> it's a unique point in time for all of us that you can stop and say, you know, what we've done is something pretty special. stopping the cycle before it happens again. a first of its kind program to keep the children of prisoners from also ending up behind bars. thousands of people gathered on the west lawn of the u.s. copt tonight to enjoy the free national memorial day concert. ♪ twilight's last gleaming >> the concert honored the sacrifices of american's veterans, and their family members. performers included a finalist on "the voice." the concert was broadcast overseas for u.s. military personnel in more than 175 countries and on board more than 200 navy ships. from the mid-1970s to today, california's population has grown 70%. its prison population, though, has grown 700%. that, of course, means more people on the inside but more family members on the outside. tonight's bay area proud focuses on here. he's tweaking this forecast, fine tuning it. >> yes, adjusting it. just a little drier for tomorrow. the temperatures, interesting here. approaching midnight, mid to upper 50s. a good strong sea breeze and lots of low clouds. those winds inland, southwest to 20 into fairfield. take a look at the humidity numbers. the air outside is pretty saturated. up to almost 80% all across the bay area. and low clouds being forced to rise over the coastal hilltops. this is where we get our drizzle storms on the coast and peninsula. it's not going to take much to drop a little bit of drizzle or mist for tomorrow morning. now the more widespread rain has been on the north tecoast. this system is going to weaken. right now it looks impressive, but by the time it gets here, it's going to fall apart over the north bay. this is the adjustment to the forecast. tomorrow, we'll still see clouds. a lot more than we saw today. notice how the rain tries to creep into the bay area and then starts to fall apart. we will still see light rain or drizzle. you can see how most of the action stays across the coastal hilltop. and when you lose a strong frontal boundary, it's going to take a little extra lift from these coastal mountains to wring out a few light raindrops. mainly cloudy conditions. and it's actually down maybe more towards after sunset tomorrow. we'll see those shower chances highest for the south bay. 24 hours ago, the system was going to bring in a quarter inch of rain. look what's happened here. inland, not much showing up. just enough to wet the ground in a few spots. we'll see locally higher totals around the coastal range and heading into the north bay. temperatures tomorrow, cooler. more clouds outside. upper 60s to near 70 in san jose. around the trivalley, low 70s toward fairfield. upper 60s elsewhere in the bay. lots of 60s around san francisco up to santa rosa. 67 for a high tomorrow. likely to be the coolest day ahead. tuesday, brief clearing. and then an even weaker system comes in. just enough for a slight chance of showers on wednesday. after that, that might be it for any chances of rain for a while. high pressure builds back fairly strongly. one day to watch may be thursday and friday. the high builds back in giving us a taste of north winds which can make things dry and gusty at times. and a little less wind heading into next week. cloudy, cool. maybe more of a drizzle storm as opposed to any worries about downpours. so where is the best place to start a company, you ask? well, we'll show you the bay area cities with the bragging and san jose top the list. silicon valley is famous for launching companies and careers at places like atrenta, a design firm with employees in cubicles, boxes stacked up in the cafeteria. it all screams start-up and they wouldn't have it any way else. >> you need talent to implement the idea and the other is infrastructure to make the company float. and this area, the san jose area is very rich in both of those. >> reporter: what may surprise you is that oakland also made the list. with companies like orb taking advantage of cool buildings, lower rent and smart people coming out of nearby schools. >> it's really starting to change. there's a group of technical companies who get together here in oakland. pandora is the big success for. but there really are scores of technology companies here in the open area. >> so let's say it here. oakland is also part of silicon valley. hip, high tech and full of talent all part of an area venture capitalists still drool over. >> silicon valley is where historically people have come and i think long-term people want to come here to see what the state of the art is and then figure out what they can do to push that state of the art further. >> absolutely. i can make five or six phone calls anywhere in a two-mile radius and find the best of the best. i can't do that anywhere else. >> reporter: all part of rapid growth and hiring
