a man notorious in boston and around the world. >> reporter: agents say they found cash and weapons inside his home. they also arrested katherine grieg, his girlfriend. they say bulger was the ruthless leader of i winter hill gang, a mobster so notorious, he was the inspiritation -- inspiration for the character jack nicholson played in "the departed." >> reporter: bulger was on the fbi's 10 most wanted list. they say he was living with greg, as charles and carol gaspo. the -- gasko. in boston, they had just about given up hope. >> i never thought they'd got him. i thought he was gone forever. >> reporter: police describe bulger as diabolical, among the most cold-blooded killers in history. and they say his arrest finally brings relief to families of his victims. >> this pursuit of justice was for them and to hold mr. bulger accountable for the carnage he left behind. >> reporter: the district attorney says bulger will be extradited to face charges. in los angeles, kendis gibson, wjz eyewitness news. >> bulger once worked for the fbi as an informant but he went on the lam when an agent tipped him off that he was about to be indicted. reservist with ties to baltimore taken into custody at the pentagon, is now officially charged in a high-profile shooting spree. vic has more on the case against yonathon melaku. >> he is charged with killings in the washington, d.c. area. he was detained at arlington national cemetery late last week. in custody, federal averages had custody. no one was injured in those shootings. melaku is charged with discharging a firearm, during violence and destroying property. >> the unit is headquartered in baltimore. baltimore city schools are rocked by yet another cheating scandal. top school leaders say they found clear-cut cheating at fort worthington and abbottsons elementary. >> reporter: top city and state school administrators had tough words for those involved in this cheating scandal. >> reporter: investigators studied erasure patterns at two baltimore city elementary schools and found widespread cheating at fort worthington and abingdon elementary. the police chief made the first public comment about it this afternoon. >> we felt that this kind of behavior by adults was a crime towards our kids. that it denoted a lack of belief in our kids, in their progress. that it was an assault on the hard work of the overwhelming majority of our administrators, our teachers, who work so hard. >> and the rules which are applied here in baltimore city are the same rules which are applied statewide. >> reporter: it mirrors a similar scandal at george washington elementary last year. the city has since spent nearly $400,000 to put testing monitors in nearly every city school. >> reporter: dr. montrose' contract is up this week. it is unclear whether he will resign from schools. >> and abingdon elementary was allotted for its performance, even receiving a visit from the u.s. secretary of education. dozens of parents trusted children in his care. a short time ago, a judge returns a verdict for a delaware pediatrician, accused in a horrifying case of child sex abuse. alex demetrick has more. just found dr. earl bradley guilty. he was accused of sexually assaulting patients. the 58-year-old bradley recorded more than 15 hours of video, showing him abusing children, mostly toddlers. he could face 14 years to life for each of the charges. bradley's defense attorney opted for the quick trial so he could appeal the judge's decision allowing the video. >> reporter: bradley was arrested after a 2-year-old girl told her mother the doctor hurt her at his office. a fall off the jones falls expressway continues to recover today, at shock trauma. officer teresa rigby has already undergone multiple surgeries, including facial reconstruction surgery. she was trying to help a driver whose car was disabled when an accident caused her to fall onto the concrete below. it is unclear if the person driving the car will face charges. christopher cotero was struck by a minivan. the officer was taken to the hospital with nonlife- threatening injuries. the 17-year-old driver is traveling with two young children. no one was injured. police say the teen did not stop at a stop sign. warm and humid is one way to describe the weather around town today. here's a live look outside. sun, mixed with clouds. wjz has weather and traffic together. bob turk has the updated numbers from first warning weather. bob? troops in afghanistan, president obama was on the road again. he just paid a visit to troops in upstate new york. danielle nottingham reports on the controversy over the troop withdrawal. >> reporter: president obama spoke with soldiers at fort drum, explaining why he wants to start winding down the mission in afghanistan. >> we're not doing it precipitously. we're going to do it in a -- in a steady way to make sure that the games that all of you helped to bring about, are going to be sustained. >> reporter: the base is home to many soldiers serving on the front lines in afghanistan. and many are happy with the president's decision to withdraw more than 30,000 troops by the end of next summer. the president says progress on the ground made his decision possible and that afghans are on track to take control of their security by 2014. >> reporter: but some lawmakers are criticizing the president's plan. some democrats say the withdrawal is too slow. and some republicans worry we could lose ground. >> with the taliban stumbling, we need a strategy, designed to knock the enemy to the map, not give them a breather. >> reporter: in testimony on capitol hill, america's top military officer called the president's strategy "risky." >> the president's decisions are more aggressive and incur more risks than i was originally prepared to accept. >> reporter: secretary of state hillary clinton says she understands the military wants to have boots on the ground, but says it's time for the u.s. to begin its departure from afghanistan. >> reporter: in washington, danielle nottingham, wjz eyewitness news. >> at least 1500 members of the military have died in afghanistan since the conflict began in 2001. more than 12,000 have been injured. a major development in the case of anthony -- of the casey anthony murder trial in florida. defense attorneys dropped a bombshell today, when they called casey anthony's mother back to the stand. >> reporter: cindy anthony was called to answer questions about suspicious computer searches made from her home. that's when she said she was the one who ret re peated -- who repeatedly searched for clor form. prosecutors say that casey anthony was searching for chloroform. casey anthony is facing charges for killing her daughter. if convicted, she could face the death penalty. >> the anthonys are said to no longer believe casey is innocent. they clarified, saying they want to see justice come out in the case. hate-filled tirade. that's what they are calling a southwest pilot, whose rant was broadcast over a microphone. >> reporter: so much for the "friendly skies" ." -- >> over the top homosexuals and a granny. 11. i mean, think of the odds of that. >> reporter: a southwest pilot went on an obnoxious rant about his colleagues. >> it was just a continuous stream of gays and grannies and grandees. >> what he didn't know was his microphone was on, and the hate- filled tirade could be heard over a houston. >> reporter: they tried to stop him, but he kept going. >> whoever is going, watch what you're saying. >> reporter: air traffic control warned him again his mike was on. and that is when the petulant pilot clammed up and embarrass the other pilots took to the air waves. >> houston, that was not us. they wonder why airline pilots have a bad reputation. >> reporter: that was kristine johnson reporting. the pilot was briefly suspended and reinstated after going diversity training. mary is in the newsroom with more about the storm damage. >> a tornado destroyed seven barns in the track's chapel at churchill downs. workers and trainers rushed to pull him from the stable. no people or horses were injured. the national weather service says the storm touched down in the barnyard. track officials say that they will not be made up. and racing will resume friday. >> roughly 150 horses had to be evacuated. more than 10,000 people in north dakota are heading for higher ground today, as floodwaters inch closer to their homes. and the worst still is yet to come. jamie yuckas has more from minot, north dakota. >> reporter: sirens blared in minot, north dakota, alerting residents that the river was starting to flow over the levee. and it was time for people in evacuation zones to leave. >> i have four little boys. i'm a single father. i am scared out of my mind. >> reporter: police drove through neighborhoods, urging residents to immediately leave their homes. >> i had to leave most of my stuff up there from my place. and this is roughly how everybody -- i got me and my boys and my baby here. and didn't take nothing with me but the clothes and the documents. so i had to leave everything. >> reporter: nearly 500 national guard soldiers were in town to help with traffic control in the evacuation. flooding among the river is expected to easily exceed the historic 1969 flood, possibly reaching 13 1/2 feet, above flood stage by monday. as many as 5,000 buildings in north dakota's fourth largest city are threatened by the flooding that could keep the area inundated for two or more weeks. >> scary, not knowing what is going to happen. you're losing your house, your life. kind of nervous, kind of scared. but we'll get through it. >> crews in minot, north dakota are working around the clock to raise earth and levees highest to protect the homes nearest the river. look outside today. some sun, some clouds, but plenty of humidity. wjz is here now. bob has updated numbers from first warning weather. >> we kind of put a cap on those temperatures. you have a couple of showers. going to show you real quickly. around the rest of the state, it is really quiet up to the northeast. that's where we're seeing two separate cells. that's all moving into the northern sections of delaware. and there it goes. right up 95, 40, corridor. and it would be out of the state in the next 10 to 15 minutes. but they've had brief heavy downpours and lightning up there. the rest of the region is very quiet. still a chance in the next few hours of a pop-up shower. we'll keep that in the forecast. but temperature-wise, we're only at 84 degrees. that is about 5 to 6 degrees cooler than it was yesterday at this time. hot spot, with more sun down there in ocean city at 88. we'll come back with a look at that ocean city forecast in the next hour. we're learning more about a fatal car crash in baltimore county this morning. it happened just before 2:00 a.m. on hanover pike, near ricer -- riels teres -- reisterstown. the occupants, 25-year-old aaron manko and 22-year-old katherine grubby were killed. the crash is still under investigation. let's check in on the roads now with kristy breslin. hi, everybody. trouble on the northbound freeway. it is blocking the right-hand lane. and a pretty steady delay back to the 895 spur. as far as the beltway goes, on the north side outer loop, that continues to crawl along there, from charles street to dulaney valley road. at least 20 minutes from southwestern boulevard to liberty road. and at 70 westbound, just bumper to bumper there, from 29 to marriottsville road. average speed, about 40 miles an hour. as far orlando say he was attacked with fireworks. neighbors say they thought there was some sort of demonstration going on. in reality, a man began storing fireworks after arguing with the woman inside. he is now charged with aggravated battery and arson. imagine being sterilized as a teenager without your consent? the nazis did it and they did it in more than 30 states here in north america. the sterilization program was going on not too long ago. >> reporter: when elaine ritter gave birth to her daughter, doctors sterilized her. >> they cut me open like i was a hog. >> reporter: rittic was only 14 at the time. a victim of rape. she didn't realize until years later, when she was married, that she would never again have children. the state had deemed her too feeble-minded to have them. >> i am not feeble-minded. i have never been feeble- minded. >> reporter: she is one of more than 60,000 people in the u.s. sterilized under state welfare programs, aimed at cutting welfare costs. >> these were people who were dispossessed of society, and some in cases, simply people of color. >> reporter: most sterilization programs were discontinued after the nazi program. but louisiana ramped it up. >> this is north carolina's holocaust. >> so we have all of these rights for animals. >> reporter: north carolina first apologized to sterilization victims nine years ago. this task force will recommend financial compensation. but it will be up to state lawmakers to decide whether victims will get anything other than a chance to be heard. in north carolina, randall pinkston, wjz eyewitness news. >> north carolina is reportedly considering spending between $20,000 and $50,000 per victim to make amends. a former soldier appeared in court. kai is in the newsroom with more on the shooting and a possible motive. >> a judge ordered david lavert held without bond. police say he was looking for painkillers who he walked in and opened fire. police tracked him down at his home hours later. his wife, who allegedly acted as a getaway driver was also arrested. she's now charged with robbery and obstruction of justice. he had two black eyes and a cut on his head. police say he obtained those injuries while resisting arrest. >> melinda brady told reporters that her husband was guilty and that he was sorry for what he did. a powerful storm sends two giant oak trees toppling onto his car. by the time rescue crews arrived, he was already dead, no one else was injured. a wisconsin boy is recovering after he nearly drowned in utah. as dan rascon reports, one couple was at the right place at the right time. >> i was scared. >> little 6-year-old cody, is a living miracle. it was here in this waterfall, in southern utah, where he suddenly got swept under water on monday afternoon. >> the water took me towards this. and it was too deep. and i tried to hang onto it. fell from the rock. and i couldn't because it kept on taking me. >> reporter: the grund strum family who lived in hudson, wisconsin, were on an rv vacation. they were visiting utah with several friends. cody was playing in the shallow water when his sister, madison, suddenly noticed his sandal floating by. >> then i took down and jumped in the water. >> reporter: two other men jumped in. >> i noticed something in the water that looked strange. >> he was reaching in the blackness and found him in his arms. >> when he picked him up, he was all floppy and stuff -- [ crying ] like he would never make it. >> reporter: amazingly, standing on the river bank to help, a primary children's er nurse and a fire captain. >> they started working on him immediately. >> the thirng that hurt the most was when they were doing cpr on him. and yeah. when dad was yelling, please let my son live, please make him live. >> he had no heartbeat. he was blue. >> it was an amazing experience. >> they spoke to us by phone in southern utah. >> it was only a matter of 30 seconds of chest compressions and he started throwing up. >> it was everybody working together. >> they made my heart start beating again. >> wow. cody is expected to make a full recovery. he says he doesn't have any plans to go near the water, at least probably don't believe me, but it's true. now, let's take a look. we'll show you the numbers in a minute. i'll prove it to you. take a look at radar. we have one the leftover shower. a little rain. you can see in delaware. this one shower just moved through elkton. and it's now moving into northern delaware. had gusty winds, just cleared northeast. north of bear and newark. and that's continued to move off to the east/northeast. right up into elkton. heavy shower activity. and that's on the delaware churn pike. the rest of the state, right now, there's absolutely nothing going on. we have a lot of clouds around the region. approximate and because the air is still humid. all we need is a little trigger device, like along the bay, where we have cooler temperatures, in relation to the land. maybe more pop-up showers in the next hour or two. we keep watching radar. but right now, it's really quiet. temperature-wise, 84. now, yesterday, we were in the up 80s, even got to 91. right now, only got to 86 today. dew point is down. yesterday, it was 72. it is down to 66. humidity, 54%. southwest winds at 12. one holding steady. right now, 85, elkton. but they'll drop for that shower in the next hour. 88 in ocean city on the beach. and 74. and over in d.c., also 84 degrees. pax river, down by the water, 82. and 85. down in kent island. 81 in rock hall. pretty comfortable there, as you can see, nothing extreme. these are very normal temperatures for this time of year. pretty normal day. winds out of the west and southwest, generally probably keeping the moisture in temporarily. but we didn't have a real trigger mechanism. we have what we call differential heating. it allows the warm, moist air to rise up. cools down. and creates clouds and showers. we have an area of low pressure. kind of extended itself a little bit. to the north of us, a lot of clouds and showers this afternoon. most of us to the north. and across the carolinas. a lot of these clouds do come in today. they kept things kept. in other words, with all of these, we're not getting the heating you normally expect. there is a front to the west of us. it could create light showers overnight. and yet there's another front beginning to form over indiana and ohio. that is actually the cool front that will give us a break in heat and humidity. lower humidity and slightly lower temperatures. so we'll say goodbye to heat and humidity after friday evening. saturday, definitely dryer. more comfortable. and we'll see clouds and sunshine and some of that cooler air coming in, reacting to the sun, will create some clouds. looks like it will be a dry and rather pleasant weekend. there is a chance tomorrow with a front coming through of a gusty, weak thunderstorm. then it cools down and dries out. southwest winds, 10 to 15 knots on the bay tomorrow. and the bay temp, around 76. if you're out on the bay tomorrow, watch the sky. there could be gusty storms developing sometime in the afternoon. forecast tonight. still a risk of a shower. although right now, not too impressed with that. 70, overnight. warm, humid night tomorrow. and pretty good shot we'll see a thunderstorm scattered.
