big question is lingering over this mad dash. are we in for some serious winter weather? thanks for joining us. i'm laura evans. >> and i'm wisdom martin. all week long we've had our eye on the storm system out west and the threat it could pose to your holiday plans. fox 5's gary mcgrady is looking at the latest numbers to come into the weather center. >> good to see so far the newest stuff that's coming in tonight has not really changed our thinking from earlier on this. let me start with true view because this kind of sets the stage. you see some snow up there from minneapolis all the way down through kansas city kind of running the line of getting a mixture. that's not necessarily the storm that will be moving in our direction, but if you look down to new mexico there around albuquerque up towards denver, it is putting down a lot of snow now in the upper elevations there, the higher elevations where colorado and for the northern mountains of new mexico there. now this will all swing through and it looks like it will swing farther to the south. it will move into the gulf of mexico, come across florida. let me show you now what the latest infoous this track. it looks like as this -- info is on this track. it looks like as this low pressure comes out of the atlantic it begins to get fairly strong. it will be a little too far to the east for a big snow here up and down the i-95 corridor. remember last night one of the snow models was suggesting there would be a big snow up and down the i-95 corridor. even that-month-old has shifted this snow out to the east. -- that model has shifted this snow out to the east. what you're seeing now out to the delmarva maybe and right up towards new york, looks like boston will get a big area of this storm coming in on monday, but as far as we're concerned right now, it looks like the shift is to the east and that's taking us out of this big winter storm threat that maybe we were thinking we might find ourselves in yesterday. more info wanted full forecast coming up. -- info in the full forecast coming up. we may dodge the bullet here but still dealing with the aftermath of that powerful storm that's now heading east it. is no longer raining there, but local streams and rivers are flooded and piles of mud have been left behind. this was the scene earlier in highland, mud trapping some cars. so far the storm has not had a major impact on air travel, but with snow in the forecast that could change. fox 5's roby chavez is live at reagan international airport with more. >> reporter: surprisingly it is incredibly calm here. things have slowed down, in fact, in the last few hours. we've watched the board all day and seen a lot of on time flights but not seen many delayed or canceled flights and for holiday travelers that's good news. in a matter of hours it went from chaos to quiet getting from point a to point b usually the last thing on the list. this little reindeer is almost to the finish line. you got all the presents bought. >> yes, i do. >> reporter: now you're waiting for your family members? >> my mother, yes. >> reporter: plane arrived on time? >> no. it's late. it will be here in half an hour. >> reporter: this mother had enough time to make sign. her son was stuck in europe until today. >> he was supposed to arrive on sunday and then everything was canceled and then he tried to get on different flights, but there was no way. so he was stranded. >> reporter: for some a christmas miracle, no lines, no wait and no rush hour in the crunch to get here. >> not too bad. there wasn't too much traffic like i thought there was going to be, so pretty good. >> reporter: others like those heading out west to where weather is already affecting flights it was about packing patience, not presents. >> i went to american first. they canceled their flight or i couldn't make the connection so, now they've transferred me over to delta. i'll see how that works. >> reporter: for some it works better with a reindeer hat. >> well, got this many years ago in a shop in marshall a, minnesota in the clearance bin for $2. i get a lot of use out of it. everybody likes the horns. >> reporter: got to love that hat. we just checked the boards a short time ago for the morning flights. there's only one flight canceled, a 7:55 flight to miami on delta. that flight has been canceled. all the rest are expected to leave on time. one other insider tip for you, there are a lot of shops here at reagan national. the after christmas sale actually starts tomorrow on christmas eve. we hear some of the shops have up to 40% off and there's some pretty good shops here. you know that. >> i do. i enjoy it very much when i have to fly out of there. i should go there even if i'm not flying. taking to the roads now, driving to see family is going to cost you more with rising gas prices. for the first time in more than two years the cost of crude is up over 90 bucks a barrel. so best advice? goo d easy on the gas, easy on the brake and keep the luggage off the roof. the national average for a gallon of regular is $3.01 and if the trend continues, brace yourself for $3.75 by spring. but if you need to hop in the car and head out to do last minute shopping, you'll have some help from the stores. it's a procrastinator's dream out there, retailers open 24 hours so you can get your shopping done last minute. fox 5's roz plater is in the fair lakes shopping area with some of those last minute shoppers. how's it going? >> reporter: pretty well, wisdom. i'm at toys r us and they're calling this an 88 hour event. since tuesday these doors have been open 24 hours and will stay open until late christmas eve. turns out it's probably a win/win both for the retailers and for the parents. in some circles this has been a dubbed father's day, the time it starts to sink in, wow, it's two days before christmas, i got to go shopping. fortunately for nose dads toys r us is open round -- those dads toys r us is open round the clock. >> yeah. it's not too crowded, not crazy, so you can breathe while you're shopping. >> it's our jobs, working late so you can get off work and still go christmas shopping. it's great. >> reporter: those last minute shoppers are a retailer's dream. the manager tells us sales are brisk and way up over last year. with crowds spread out over a 24 hour period shoppers seem less stressed. ] laughter ] >> reporter: we found most know exactly what they're looking for. ted kim got his kids' wish list straight from the source sort of. >> he wrote a letter to santa, so we had it all mailed out. he addressed it to the north pole and then my wife and i opened it up. so we had to come in here. she's standing in line right now actually trying to buy the telescope. >> reporter: sasha is going old school with an actual list in her hand. >> i was kind of late in shopping and my nephew sent me a list. so i'm trying to find stuff off the list and it's a little difficult. >> reporter: but julie vasquez's kids 9 and 12 went hi- tech. they told dad there's an app for that. >> they both went in there and they just chose the toys they want and put on the wish list and from there then they told me hey, dad, it's already loaded in the app. they used the app to guide me to what they wanted basically. >> reporter: pretty good. at least you know what to get, right? >> yeah, definitely. pictures and everything. >> reporter: last minute shopping just ain't what it used to be. now if you've got some last minute toys to buy, we're told the doors will be open here until about 10:00 tomorrow night. one tip there, has been a lull here from about 2 a.m. to 6 a.m. all bets are off now that everybody pretty much is off work. >> i know you've got some nieces and nephews and you're on the clock, but i'm sure you had time to at least if you got all your shopping done or didn't to, look at some of the gifts down there for your nieces and nephews? >> reporter: seriously, i went out at midnight last night, did it all within an hour. >> impressive, nice. need to hire you next year for me. thank you very much for that report. >> wow, roz, i'm impressed. way to go, girl. down here in the web center now talking about how many people are avoiding those parking lots and in-store lines and instead they're going online this year. there's a surge in online shopping. online purchases are up actually 15% over last year. that trend rates to more than $36 billion that the malls don't get. what are the biggest sellers? clothing and electronics. danielle douglas is with us tonight, the capital business writer for the washington post. thank you for being here. what does this tell you, that there's a surge in online shopping? is this a trend that you think will continue? >> i think there are a couple of factors. i think this time around there wasn't the issue with the weather. last year we had that awful blizzard and a lot of people were kind of stuck at home. sales were trending a little further down than they were in 2008. this time around i think people are also feeling a lot more comfortable about the economy so, they're willing to spend a little bit more and we're already seeing total retail sales for the holiday season up at least 3% this year. >> so this does translate into good news for the economy? >> it does. >> i noticed there was a lot of free shipping that companies were offering this year i think to sweet the pot. do you think that lured a lot of people to go online? >> oh, certainly. a lot of companies this time around extended free shipping days. most of them just ended yesterday for a lot of retailers and they had the free shipping day which was the 17th and i think a lot of companies it really well. for most retailers the last 10 days before the holiday season is when they make about 30% of their total holiday sales. so it's a big push for them and a lot of them are extending their deadlines. they're also offering extra deductions that they normally didn't last year. >> do consumers tend to spend more when they go online as opposed to when they're in the store and they're actually feeling their money? >> yeah. >> they've got the credit card, they can just type in the number online. it's much easier. >> it is and it does translate into a bit more sales sometimes for online, at least in the last couple years. >> but again do you think more businesses will be going online to kind of take advantage of this trend? >> oh, definitely. what we're noticing was just kind of interesting that there are a lot of electronics gift cards where you can get a gift card if you miss the last couple days of shopping mailed straight to your e-mail account or facebook account and you can just redeem it through the store online instead of having to even go to the store. >> that's the other big question very quickly, if you order something tonight, can you still get a gift by christmas? >> not exactly. unfortunately those deadlines cut off earlier in the week. however, the electronic gift card is an option. it's easier for a lot of people. it's not the great feel of opening a present, but it's something, yeah. >> danielle douglas, thanks very much. wisdom, back to you. well, d.c. has taken one step forward, but now it's two steps back, why delegate eleanor holmes norton is about to lose her limited voting ability on the house floor. plus no love lost between the caps and the pens, the hard hitting test run for the anticipated winter classic is next.  i'm laura evans down in the satellite center now with sports director dave feldman and feldy, it must have been crazy with the caps and the penguins tonight at the verizon center. >> it's a great place to be because it's a great rivalry in hockey and they're building up for the first of four meetings and let's be honest, it's sidney crosby and alex ovechkin, the two superstars in the game like burt and magic back in our day. >> and necessity have a streak going. >> listen -- they have a streak going. >> listen, they've each one two games. a week ago the caps a were in an eight-game losing streak and shocking news about bruce boudreau being on the hot seat which was ridiculous. let's go to verizon center, 1st period 10 strikes first. guess who, sidney crosby deflects it past michal neuvirth, his 23rd straight game with a point ends up 1 -0. caps finally get on the board with the power play. it's mike green, the blue liner, sixth of the season, his first since november 14th. tied at one. to the 3rd pens on the power play with the 2-1 lead but the caps on the attack. mike knuble beats mark andrew fleury tied at two, more goals against -- mark andrew fleury tied at two, more goals. the caps are looking good, but he'd be the only only cap to score. in the seventh round the pens get the game winning goal. pittsburgh wins 3-2. the caps get one point, but they lose to their dreaded rival. this is just, of course, the first of four meetings and they will do it again. there are a lot of pittsburgh fans out there. whenever pittsburgh comes to town just like with the steelers when they'd go to fedex, a lot of pittsburgh fans at verizon tonight, but look, this is a great game and it's just one because in nine days they'll do it again on heinz field in a football field in pittsburgh. >> i got to ask you about these guys being followed so closely 24-7. did the players say anything about this to you tonight? >> before the game i asked mike knuble are you watching it and he said we're all watching it. he said we like watching the part about the penguins. he goes it's weird watching the stuff about us because it just feels too close to it home. i'll see something i don't remember saying or doing. hbo has all access. so there are mics on everybody and they can show whatever they want and the only way that the caps or pens can veto something getting on hbo is if they feel it gives the opponent an advantage, but if you say something that's just dumb or embarrassing and go hey, edit that out, no, it's going on. >> that's going to be interesting to watch. >> like a real live show. >> thanks very much, feldy. switching gears to politics now, when the new congress returns in january, we will see a lot of changes, but one in particular is not sitting well with a lot of residents here in d.c. congressional delegate eleanor holmes norton is expected to lose her ability to vote on the house floor. fox 5's john henrehan explains. >> reporter: d.c. delegate eleanor holmes norton is not happy about what's coming in the house of representatives. >> about the worst way to begin a new congress is to have your vote stripped away. >> reporter: when democrats controlled the house, norton convinced them to expand the voting powers of delegates such as herself from just committee votes to the floor of the house as long as the chamber was meeting as a committee of the whole. a lot of business gets done that way, but when republicans became the majority in 1995, they rescinded that limited floor voting power. when democrats swept back into the majority in recent years, norton got her floor vote back. with republicans taking control of the house in january, their leadership has public learned rules which specifically forbid congressional delegates from voting when the house meets as a committee of the whole. >> it's hard enough not to have the vote, but to have a vote that the courts said you're entitled to is especially hard and an insult to the people in the city who pay federal taxes. >> reporter: but the courts found the majority in the house can set its own rule on floor votes. d.c. residents who don't get a representative with a full vote in congress do pay full federal taxes. the other u.s. territories with delegates like guam and puerto rico, their residents do not pay federal income taxes. do you care? they're over there lonely, missing their family and so when they come out here, look at all these people. >> reporter: nicole perez is here with her baby daughter. they drove in from ocean city. nicole's husband rigo is coming back from a six month deployment from iraq. >> it's going to be great he's home for christmas. it's his second deployment, but this is harder because of her. he left when she was a month old. >> reporter: volunteers with a program called operation welcome home have put together snack bags for the troops. the majority of these men and women are just passing through. >> they'll maybe see our face. they'll hear us and they'll go on and go to california, texas, wherever they are to be with their families and i just admire the people who organized this here in maryland. >> reporter: this flight from germany arrived just after 3:00 bringing home 260 passengers, many of them just out of iraq and afghanistan. ted pendrick went to war in the late '60s. >> coming back from vietnam we really didn't feel welcomed back. it was an unpopular war. to see people welcome them home, we never had that. >> reporter: sadly nicole won't have that either. her christmas wish has been dashed. husband rigo missed the flight. >> probably he caught bad weather before he left kuwait. he's probably on the next flight or will be coming in tomorrow. we'll go home and wait for the call. >> reporter: bob barnard, fox 5 news. the holidays traditionally are a time for giving, but with the struggling economy local charities are feeling the pinch this year, but is still not to late to donate. joining us now is ken forsyth with the salvation army's local chapter here in d.c. thank you for joining us. >> thank you, wisdom. >> we know the economy is tough. people are rushing around. how are you able to try to get people to come over? are you employing strategy to be more aggressive? how do you do that in this economy? >> right now we are pushing the notion of our online giving. we have an online red kettle program that the salvation army has been using a number of years. we are now embracing it here in the national capital area. also we have text giving. our text giving has seen some response. so at this point we'd like everyone to remember that we actually have lots of kettles still out there and we still have the online giving at cellarmydc.org as well as the text giving texting the word give to 85944. >> tell people why it's still important even as you're rushing around to give to charities and to take time out from your busy schedule to help people out. >> sure. well, at this time of year when everyone is out shopping around, it's kind of easy to get into your own mode and not particularly remember that there are those that are less fortunate at this time of year. for instance, we just distributed about i would say somewhere around 60 or so thousand toys to just about 13,400 children within the last week right here in the greater washington area. so what we'd like to do is to remind everyone with the red kettles out there that there are those that are less fortunate and that they have just a few coins, dollar bills, some loose change, all of it will help. >> there is definitely a big need. what has been the response from the people who have been out running around shopping whether it's when you run into them and you employ these new tactics or online? >> well, you know, just the other day i was actually out ringing the kettle myself in northwest and a woman came to me and said oh, i don't have any change and i very quickly said you could always give online. so when we see shoppers out and about, we greet everyone by saying merry christmas and sometimes we will say will you give to help someone less fortunate? one obvious answer, lock your doors and windows. you might think it's only important when you're not home, but thieves will get in even when you're there. if you have an alarm system, make it obvious that your home is protected and use the alarm every day. for their part the d.c. police are trying to focus their energy on stopping burglaries. >> one of the things the chief decided to do was a redivert her resources as relates to the auto theft units in each of seventh police districts and give the sole focus on burglaries. >> in the last two months police have made 76 burglary arrests. tonight on the news edge the repeal of don't ask don't tell not necessarily an invitation for gay service members to come out of the closet right now. tonight a warning from the defense department on why the measure isn't quite ready. and the future of d.c.'s bike share program, will it be extended under mayor gray? >> apparently the mall is doing a snow dance, a little white christmas. >> sure is it going to help? >> we may see some snow for christmas. we may see some snow for christmas. >> but it won't stick. >> it doesn't look like it's going to stick. the trend keeps that we'll see a little bit, but nothing at this point accumulating. you have to have an inch to technically have a white christmas, but it would be festive to see a little bit falling from the sky, nonetheless. anyway listen. here is your christmas forecast. since laura asked, it's been a cold night. the winds have been blowing. for saturday we're still calling for a little bit of white snow, again not going to be a white christmas, temperatures 36 to 38 degrees. we have may see a little bit of sunshine. guidance came in tonight suggesting that again no accumulation for christmas, so that forecast continues to verify, but there may be a snow shower or two coming across the mountains. what we've dealt with today and i don't have to tell you this i know, wind. it has been 30 to 40 miles per hour with an occasional gust up over 40 miles per hour and that has continued tonight, too, under fair skies. so it has been very, very cold. we have this area of low pressure way up to the northeast. it's very strong and then we have a pretty strong area of high pressure trying to move in and when you get these weather systems, one trying to push another out of the way, you get a tight squeeze on the pressure gradient. that's what creates the wind and it looks like overnight tonight and then right on through the day tomorrow we're going to continue to be windy. by tomorrow afternoon, tomorrow evening, christmas eve, we should be breezy. the winds will calm down a little and we're not talking 30 to 35 mile-per-hour wind gusts, but the wind chill out there definitely cold tonight, lower 20s here in town, pretty much the same story all across the region. very uniform temperatures, too. any time the wind is blowing, it tends to keep the atmosphere mixed up. so temperatures out there tonight are staying again fairly uniform in the 30s and upper 20s. wind gusts, this is what we have now, 26 miles per hour here in town, quantico 22, manassas 26, a little better back up to the northwest. they've come off the highs of the 35 and the 40 that we've had for most of the day, but it's still very, very windy out there. it will remain so overnight tonight. still gusting 28 for a low here in town, winds up to 20, maybe a bit over that at times. blustery tomorrow but lots of sunshine, okay? a few clouds in the day, but a very nice day to do last minute shopping. you should have no weather worries winds out of the northwest 10 to 20. futurecast is breezy tomorrow it. here's what we see saturday, christmas day, earlier we were seeing a little bit of snow coming across, doesn't look like it's going to do it. we may get a flurry or two or shower and this is sunday morning. see the big storm coming up the east coast? very close just offshore. it has some snow. that's a little close for comfort because if this storm moves a little bit more to the west, we could find some of that heavier snow moving back out towards the bay. right now all the heavier accumulation is down through the carolinas up through the dell marv and possibly even southern maryland getting in -- delmarva and possibly even southern maryland getting in on the act. there's very little snow here forecast for sunday. here's your fox five-day forecast, 39 tomorrow, breezy, light snow possibly on christmas. don't it take that one to the bank. some light snow on sunday as that storm, looks like it wants to pass us by to the east. >> very good. thank you. >> thanks, gary. let's talk about animals like that animal right there. china is now allowing the pandas at the national zoo to stay in the district until a longer deal is complete. china granted an extension of its lease of the two giant pandas. both animals are in d.c. on a 10 year $10 million loan from china. the national zoo is trying to negotiate a new agreement for the panda breeding and research program. it expects an agreement next month. know your opponent brought to you by mcdonald's. >> oh, one of our favorite parts of the week. >> i look forward to it. >> each week at this time feldy quizzes a certain redskin about the upcoming city and opponent. >> this week the skins are in jacksonville. so which floridian did you test?
