spending, lowering the deficit, and shrinking the size of government, and really trying to keep them active for the next election and legislative battles ahead. it was a festive atmosphere. but make no bones about it, this was business for the tea party activists. many told me they want to hold these members accountable. one said to me that if they don't follow through on the promises they're gone and we'll bring somebody else in. >> well, they get six years on the senate side. they have ha while to keep their promises. there are at least two people who road to washington, at least in part, with the tea party label. marco rubio decided not to line up. what's the back story there? >> reporter: really, really interesting. those two senators in particular, marco rubio, who was really a tea party darling in the last election. he says he's not sure, but he definitely is not a member of the tea party caucus. he said the primary reason is because he is worried all of the sudden it becomes a movement run by politicians and that it's going to lose its effectiveness.
