bailout for portugal. lisbon s caretaker union. i m zain vergee, you re watching world one live from london ivory coast self-declared leader is still nowhere to be found as his enemies lay siege to his palace. letters and bombs, a message from libya s leaders falls on deaf ears as air strikes continue. the son of kenya s founding father is among those to face judges at the hague. but first, a last resort. portugal goes cap in hand to the eu for a bailout. that s right. in lisbon late wednesday, caretaker prime minister jose socrates finally admits his government needed financial help. earlier in the day, had been forced to pay painfully high rates to borrow cash. portugal follows greece and the irish republic in seeking a bailout. the move didn t come as a surprise to financial markets. shares in lisbon are rising this moment. we re not seeing extreme moves up or down in other european stock markets. take a look at the currency markets, though, the euro is lower against the u.s. dollar. it s buying less than $1.43 looking at the deeper issues behind portugal s bailey. this was expected, no? monita, their economy simply hasn t grown for the last decade. their gdp contracted by 0.5%. compare that to germany, the power house, their gdp rose by 4% last year. you can see how little progress portugal has made. they re dealing with high unemployment, soaring debt. they haven t been able to pay off and they missed their budget deficit targets last week. on top of all that, the political turmoil, the government had to resign last month, we reported on that. really, portugal hasn t really had a choice in this. mr. socrates said he did not want to have any international help to help bail out or even help the country s economy. what brought about the change of heart or was it a last resort? the reason why he s been so reluck tan is the portugal has bitter memories from the 1980s when the imf bailed them out and introduced strict austerity his yurs. portugal did not have a choice. they simply couldn t pay back the debt. these figures are important, if we look at the treasury bills and the auctioning of the treasury bills and look at the interest portugal was being charged, i think we can see some of the figures now. they borrowed $550 million euros for six months at an interest rate of 5.1%. they borrowed 455 million euros for a year at 5.9%. this is higher than ireland who borrowed at 5.8% interest. portugal have had no choice but to go for a bailout. it will be cheaper to repay the eu and the imf than it will to pay the market rates. this is scary seeing what s happening. this is like a domino effect. we ll touch base with you again later on in the show, emily. the financial markets debt worries could settle on spain. it has a much bigger economy than portugal. it also got a jobless rate of more than 20%. spain s economy minister is ruling out the risk of contagion. madrid will not be the next victim of the euro zone debt crisis. let s take a look at newspaper s views on this. in the uk, take a look at the guardian s headline. it says the hope is spain has decoupled itself from its iberian neighbor. it is too big to fail and too big to rescue. under the headline portugal pleads for rescue, this is what the wall street journal goes on to say, even if spanish troubles can ab voided, europe must contend with three ailing countries together needing hundreds of billions of aid to stay alive. and the independent, it could be good news for us, brave portugal bows to the inevitable. there are now three euro zone states receiving eu assistance and the three countries could now form a negotiating bloc when it comes to talks with germany. for more, go to facebook.com/w1cnn. time is running out for this man. ivory coast s self-declared president laurent gbagbo. his exact whereabouts remain a mystery. a spokesman refuses to give away his location. the u.n. secretary general says it s time for gbagbo to come out of hiding. he should know that there is nobody in this world to support him. now he must concede his power, peacefully. the violence in ivory coast has killed hundreds of people and forced something like a million ivorians out of their homes. so many people are suffering shortages of food and water. we talk to the red cross now. give us a sense of what it was like overnight in abidjan. for us, we are based in the same suburb as the residents of the president. it is very loud in our area. again, we have fight iing. we get distress calls from all over the city, people wounded, people having dead people at home, don t know what to do with them. they have shrapnels landing in the neighboring house or their house themselves. they also have wounded people, people with dialysis, diabetes, pregnant women. it s very difficult. what are some of the icrc s latest numbers on casualties, deaths and humanitarian movements? well, what i can tell you, the ivoran cross had several missions on sunday, mainly to provide drugs and dressing material and then evacuating the most urgent people, heavily wounded people who needed medical attention and pregnant women or women who just gave birth over the last several days. today it must be over 07 people we have evacuated or treated. then again, when they were in the middle of the evacuation or when they finished, the fighting started again. they had to seek refugee in a makeshift displaced place in a church. they started treating the displaced people. we have no numbers because obviously it s very, very difficult to estimate it right now. we get the calls from the hospitals. he know there are a lot of dead people in the streets or in the homes. but also people who died of natural causes obviously because this is a 5 million people city. so the needs are enormous. we will have a better understand of it once the security situation allows to us make a proper evaluation. there are so many people in their homes that are so scared, they don t have food. they don t have water. so many people need help. what can you actually do for them? i know you re trying to give people advice and things like that. given the chaos in the streets, what can you actually do? well, as i said, the range of our activities at the moment is limited due to the security situation. the red cross does first aid evacuations of people a prior y priority. in the area that security allows them to. otherwise it s basically really if there s fighting in the street, which scares them, obviously, or when people are looting, coming in their areas and they call us, we try to reach our contacts when we know or when we think a certain faction of the group is in control of a certain area, we alert them of these facts. at the moment, obviously physical protection is not possible from this side of the red cross anyway. we try to do our best in terms of getting to the proper people. the icrc spokesman speaking to us. thank you so much for telling us what the red cross is doing in ivory coast. a british air strike has hit an airfield in the east of the country. the deputy foreign minister says a major pipeline was damaged on the strike on the sarir oil field. rebel forces and troops loyal to gadhafi continue to exchange fire in eastern libya. the fighting has raged back and forth near the city of al braga. cnn s ben wedeman sent thus report from the front line. reporter: anti-gadhafi forces continue to take a pounding in eastern libya. yesterday, we saw them being pushed back 0 kilometers, 25 miles from braga to about halfway between braga and ajdabiya. it s been days since there have been coalition or air strikes against gadhafi s forces. this despite the fact that the head of the opposition army says they give nato regular updates on the positions of libyan forces in this part of the country. nato says one of the problems is the weather is not ideal for air strikes, but even though today is cloudy, by and large, visibility is good. another worry of nato is that libyan forces are hiding among civilians. but the opposition argues there s still the supply lines that are easy targets for those aircraft. and, of course, they ll point to things like this. this is a tank outside of ajdabiya that was hit 2 1/2 weeks ago by french aircraft. and this area is scattered with similar examples of what nato could do if it had the will to do it. the libyan opposition is saying they re worried that will just stlnt. i m ben wedeman, reporting from outside ajdabiya, eastern libya. the white house has dismissed a letter from moammar gadhafi to president barack obama. in the letter, the libyan leader calls president obama, quote, our son and urges him to end nato air strikes on libyan targets. a white house official says there was nothing new in the letter and the administration isn t taking it seriously. secretary of state hillary clinton respond by saying gadhafi must step down and leave the country. i don t think there is any mystery about what is expected from mr. gadhafi at this time. that is an international assessment. and the sooner that occurs, and the bloodshed ends, the better it will be for everyone. u.s. secretary of state hillary clinton, you are watching world one live from london. coming up the japanese fishermen are having concerns now as fear of radiation keeps the customers away. we look at their battle with a giant electricity company. plus a court hearing that could re-open old wounds. it s the case of alleged crimes against humanity. we ll tell you what kenyans are doing at the icc for the hague. it s a big day for the celebrity snake that escaped from the new york zoo. we ll tell you why in just a moment. reporter: this is completely the opposite of the narrative nato was trying to curtail. nato has three months that it starts withdrawing or putting back u.s. troops in areas of the country. they were handing parts of the country back to afghans. instead we have a large outpouring of afghan anger, resentment of the nato population boring over into rage. they are putting the two acts together, really over the next few months or so what nato will have to hope that this anger dies down and goes away. it s not helping at all with bringing this country back towards afghan control. zain? nick patton walsh reporting. thanks a lot, nick. libya says a british air strike has hit an oil field in the east of the country. libya s deputy foreign minister says a major pipeline was damaged on the saria oil field. separately, a tanker carrying crude oil has left the eastern libya port of tibruk. here s a breakdown of who is controlling the major cities in libya right now. let s take a look at the map here. as you can see, gadhafi s regime has the western part of libya right here. you can see it s highlighted also in the green on our map, including the capital tripoli here. the rebels themselves, though, are holding on to aag ajdabiya. rebel forces were in a much stronger position last week than they are this week, actually. they wrp able to push further west. gadhafi s forces have since fought back and they have taken back sirte and ras lanuf. zain, confidential documents show that moammar gadhafi has spent millions of dollars over the years to improve his public image. he payed the monitor group, a u.s. pr company $3 million a year to help craft his desired image as a statesman and performer. starting in 2006, think tank analysts and former government officials were given free trips to libya for meetings, discussions and personal meetings with gadhafi. it was aimed at modern idesing the libya economy, adding, quote, we were not working for gadhafi, we were working for libya. china has broken its silence on the disappearance of dissident artist wai. he s one of china s best known artist and he s helped to design the iconic birds nest stadium built for the olympic games in 2008. with more on his whereabouts we re joined by eunice yoon from beijing. hi, eunice. what do we know. reporter: the government has confirmed that the chinese artist weuwei is now in custody. they said he s being investigated for economic crimes. this is the first official acknowledgement that ai weiwei is being held. it s the highest profile case in what s being seens aa wider crackdown on political dissent. it has nothing to do with human rights or freedom of expression. reporter: over the weekend ai weiwei was taken by police at the beijing airport on his way to hong kong. he s a fierce critic of the government. he s also internationally recognized for his contemporary artwork. he s one of the designers of the olympic stadium. now because of his fame as well as his relationship with his late father who was a very well respected poet here, many people believe he would be protected despite the fact that he would always have harsh words for the government. we spoke to ai s mother who said that the government is playing tricks. she calls the charges ridiculous. she says she hasn t heard from ai, neither has ai s lawyer. we spoke to the lawyer as well who says he has no details about the charges but argues that the tactics do not follow the proper legal procedures. the government says it is going ahead, zain, with this investigation according to chinese law. eunice yoon in beijing. thank you. this is world one, live from london. just ahead, kenyan politicians facing charges in the netherlands. we ll find out what happened at the hearing and why they re even there. reporter: well, zain, that s exactly right. this is a very big deal. in fact it wasn t even a hearing, though, it was a summons, a procedural thing for the international criminal court essentially to have the suspects appear for the first time at the hague court and to say that they are the ones who in fact named in this court, almost like an identity lineup. so three suspects today. william, henry and joshua. two powerful politicians and media personality. zain, they re accused of four counts of crimes against humanity, murder, deportation, torture and persecution. zain, this is important for kenya because as you remember, the 2007-2008 deadly post-election violence here left over 1,000 dead, hundreds of thousands pushed out of their homes. and the kenyan government has been trying to delay this process in recent months. and in fact, as you say, they say it should be held here, the hague court and diplomats here in kenya, as well as many kenyans say it s a national criminal court is the only place that could successfully hold this kind of trial. zain? give us more of an idea about how the government has been treating the case in kenya. reporter: well, ever since the government really ever since it became a reality, zain, which is really when the prosecutor named who the suspects were, who the so-called compost six as it s called in kenya, ever since he named the suspects it s become very real for kenya s political elite. almost, you can see kenya or africa as two africas as one analyst put it to me yesterday, zain. they are the powerful elite who want one thing and the citizens want another thing. they have been holding rallies, many of them, here in kenya, trying to stoke up some of the support they had in the last elections. people from both sides, including the deputy prime minister kenyatta and william rutta have been holding those ralryes, saying they have support of the kenyan people. independent poles like this pole, an independent group that conducted this recently, showed that the vast majority, over 61% of kenyans say they want these six tried at the hague and only a tiny minority want them to be forgiven. about 24% say that the kenyan justice system could hand this will case. many people and many analysts believe that because the judicial system here in kenya is under a lot of strain from the very people who would be accuse of these crimes, that it could be an impartial judge. zain? david, will a trial like this, if it comes to that, what kind of signal does this send to kenya? will it end the political impunity that exists? reporter: well, certainly a lost kenyans are hopeful that this might start the process of ending what is widely perceived to be a political impunity, as you say, in this country. politicians for many years in kenya have basically had carte blanche to do what they like when they like. and with the money the taxpayers pay them to do their job. so there s a lot of dissatisfaction amongst ordinary kenyans, with the political elite. they say this icc process might be a way, in fact, to end that impunity. two challenges, i think are in the way. one is the timing. today the judge said that they will have a hearing on this case in september, more than about five months away from now to decide whether in fact to proceed to trial. and the kenyan government is trying many different tactics to delay this trial and say they want to do it here. so as we approach the next election which should be sometime late next year here in kenya, there is a feeling that the delay in this trial and in fact how powerful these people are, including the son of the modern founder of kenya, kenyatta, that the power could still help sway this process but we ll see. zain? great perspective on the situation and the developments at this summons and the implications that it will have in kenya. david mckenzie in nairobi. thanks, david. kenya s history is also the subject of a hearing in court in london today. but this involves actions taken more than 50 years ago. the mao mao massacres, old wounds are set to be re-open. reporter: britain s colonial administration has always been viewed as being comparatively more aggressive. it seems perhaps the british colonial administration was better at hiding their crimes. evidence has emerged that colonial administrators smuggled out thousands of files at the end of their administrative periods in kenya, in what was a malayia. these files are coming to light because of the court case that s being heard today at the royal courts of justice. this case brought by the survivors of the mao mao crackdown has led to the unearthing of thousands of files that detail, in pretty horrific detail, in fact, monita, the colonial administration s actions against the nationalist mao mao uprising. yet in spite of the torture, the crimes perpetrated against them, we spoke to some of the survivors that told us they are optimistic that justice will finally be served here. translator: as i conclude, i m confident that the british government has elders who believe in justice and doing the right thing. they will listen to us and give us something that will help us in the remaining part of our lives. reporter: one of the issues here is that this isn t just about the mao mao survivors in front of the court today or the 1,400 still surviving in kenya. this opens the doors to thousands ever claimants across all of the british territories, which is why the government is fighting this case so fiercely here today, monita. thank you very much for that. it s looking to be a gorgeous day in london as well as there where we saw the sunshine. a summer s day in april. you re watching world one from london. find out where the skies are blue, just ahead, at least in the northern hemisphere.
