harbor. if you're headed down that way, as you prepare to go to work or wherever you may be going to morning, here is a bird's eye view of the street. hopefully it's a good day for you. it's tuesday, july, 21st, i'm patrice harris. let's go to meteorologist steve fertig to see if the weather is going to cooperate. >> every day is a good day, but you mean weather day. >> absolutely. >> the humidity may be climbing, so you may not like it. there's a chance of thunderstorms. it looks like a really bad day. >> is there anything good in this. you're the one who said that they're all good days. >> i'm they thinkin rethinking . we do have the isolate thed thunderstorm chance. 78 by the noon hour with the showers, and 79 with a chance of a thunderstorm at 6:00 p.m. probably before that, actually, but continuing, maybe at that hour. 72 degrees our starting temperature, and we will be headed toward about 80 degrees for the high here in the western counties in the higher elevations could be as much as high as 10 to 20 degrees cooler. everybody else with the showers and on the eastern shore most prevalent there. most of us will have a chance of seeing more activity during the afternoon or evening. i will get you caught up on when we can expect some thunderstorms specifically with the timing. right now here candace with the traffic edge. >> reporter: thanks, steve. we are looking at the timing with the roadways. so far so good. we do have some conditions to contend with. traveling from mountain road to 695, you will have a lot of company, we're looking at an 11-minute commute. just be aware we do have the new traffic pattern at southbound 95 at the split, you are traveling the exit 895 is now on the right. you will want to remain on the left-hand side for 95. farther down on 95 toward the city at the fort mchenry tunnel, we're looking at a 6 minute clip. nothing much too complain about, just the volume that is building on 70. right now we're in the yellow with a 13-minute ride. that's a look at morning commute. patrice, back to you. candace, thank you. 6:03 on fox 45 morning news. the man police say is spoon for responsible for killing a 15-year-old girl in carroll county. police have arrested smith and charged him with drunk driving. a bond hearing is expected to happen today. and megan gilliland joins us with the latest. >> reporter: investigators say that smith went off the road hitting and killing kaitlyn bossler. we spoke with her family today and they are devastated but they're also very upset that a drunk driver took kaitlyn's drive. it happened at francis scott key highway. cat lin was standing in front of her home talking with some friends parked along the shoulder of the highway when she was hit by smith's pickup truck. kaitlyn was taken to the hospital where he she was pronounced dead. she was a happy bubbly teen who wanted to play football at her high school this year, but that chance was taken away from her and her family. >> we are all angry. he took a precioushe took a prer lives. >> reporter: four others were hurt in that crash. he are told they are recovering in the hospital, but this morning investigators are not releasing their conditions. meantime smith faces several charges including manslaughter by automobile. megan gilliland, fox 45 morning news. closing arguments will begin this morning in the case of a mother accused of poisoning her 3-year-old daughter. victoria sparrow of stephensonville is facing 10 charges including murder and child abuse. police say owe killed her daughter lacey last december by mixing medicine into her food before trying to kill herself. sparrow waived her right to a jury trial. the mta has decided not to listen in on passengers and employees conversations. maryland's acting transportation chief is pulling back an internal proposal to use listening devices on the buses and trains for listening to conversations because of privacy concerns. they had considered adopting a system that would allow it to conduct audio surveillance similar to that used in several lanch cities. the mta decided that the idea raised legal issues. maryland's highest court decides not to get involved in a dispute over, at least not yet. the maryland court of appeals ruled yesterday that it doesn't have jurisdiction and the state board of contract of appeals needs to get involved. at issue whether it was legal for them to reject magna's bid for slots because it didn't include a required licensing fee. a county loan will help the prigel creamery with construction costs. how close are they to offering organic ice cream and yogurt. for that we go to joel d smith who is live on the farm. good morning, joel. >> reporter: good morning, patrice. there's been controversy. here to tell us how close we really are and how the county is helping out is chris mccull lum. good morning, to you here. >> yes, it's a beautiful morning here in the long green valley. >> reporter: definitely. there's some controversy and legal trouble and it's a complicated matter. tell us where things are standing right now. >> right now we're through the county aspect of it with new zoning legislation that made it clear, what we have here and what we can do so that it's crystal clear so we can move forward now. >> reporter: you can move forward. there's appeals and we're not going to get into that today. tell us why it was important for the county to get involved in this? >> the county is a strong supporter of family farms. this is a great example of a family farm and a long time farm in the long green valley and baltimore county. farms have to evolve and we wanted to support them. >> reporter: organic dairy the only one in the county and across the street is where the creamery is already up, but what still needs to be done before we can go over there and buy some things. >> there's a lot of construction to be done yet and as we're -- you know, today we will be talking about his loan package at that the county has put together for them and he can move forward and build out and start selling his products. >> reporter: we can put these cows to work, right? >> absolutely. >> reporter: how much is the loan for and how is it structured. >> the loan is for $250,000. it's a low interest loan which we make available to all county businesses. agriculture is an industry like any other industry and we support it that way. any industry that wants to expand or evolve we want to try to support them in anyway we can. >> reporter: really, how important was getting this for this particular farm? >> this this particular case, it was very important. without the help from the public sector in this particular case this farm may not have survived. >> reporter: it's important here. a little bit of legal stuff still out there, but for today they're celebrating getting loant and they're moving forward with the creamery. when do you think we can buy something out there, how long will it take. >> it will be six months or the first of the year you will get something you to buy out there. >> reporter: six more months you can get some organic ice cream and milk over there. a manatee is spotted in maryland. a police officer took this picture of a manatee swimming in the bay. manatee's in maryland are extremely bay and that one made is really far up the bay. they're asking boaters to be extra careful in that area to make surthat th sure that the ms not get hurt. and coming up women and breast cancer why some are more prompt to get the disease. >> reporter: i'm going to early in the day. for the full forecast, let's head to steve in the sky watch center. >> reporter: jessica, what is that called again? >> salsapolkalooza. >> reporter: good job. i knew you could do it. let's take a look at what is happening on the ier i radar which is much easier to say. up to the north and east, we have been seeing some shower activity at the cecil county. the western part of maryland had showers earlier that is why i put that graphic together. now it has moved off to the north and pennsylvania so i didn't really need to show it. to the south, we have a little bit of activity toward charles county and also moving through just south central part of the state in general. most of the activity has stayed offshore. we put thing into motion, you will see the heaviest rain that has been up close to the low pressure center. we are also going to get a low front moving in our direction. that will bring the warm air at the surface with moisture, too. that will create a lot of instability, especially when you have cooler air aloft. take a look at the picture, you will see that we have the low pressure center moving to the north. that is what we were referring to -- with low pressure center moving to, again a warm front moving from the south and more instability so afternoon, evening showers and thunderstorms, especially. could have a shower this morning but a better chance of a thunderstorm would come later in the day. the latest activity off in new england if you're headed in that direction and back to the midwest with the next low pressure inner moving t -- centg to the north and east. you can see the showers moving through today and tomorrow. this coul would be an afternoon evening type of event each day through the week. a lot of moisture coming from the south. that is the humidity that will accompany thing and the cooler air aloft with the low pressure. that will shift toward the east making for all the ingredients you would need for the afternoon and evening thunderstorms. 72 degrees with cooler temperatures. north wind at 6 miles an hour and the humidity is at 71%. dew point is at 62, meaning the humidity is with us. 72 degrees in baltimore and in d.c.71 degrees there and 70 in salisbury and cooler in oakland at 54. look for the temperatures to climb toward is 70 degrees. a 5-10-mile out the northeast shifting toward the southeast. showers this morning but also the chance for a thoorm i thundn the afternoon when we get up to the 80 degrees. back to the west, 80 degrees with an northeast wind and the showers with thunderstorm chances later. 67 degrees for the overnight low, can't rule out an evening thunderstorm, still but showers continue, looks like into the overnight period. 84 degrees with tomorrow's high period with the humidity. 85 for thursday, 86 for both friday and saturday. can't rule out a thunderstorm until maybe saturday morning. then we start to dry out for the weekend. 87 looking better for with the traffic edge. >> reporter: thanks, steve. we do have some new trouble to talk about in baltimore county, but before we get to that, we're going to tell you about your speed times. so far so good, the 695 exit moving toward bel air, it's up to speed there and on 95, traveling at 65 miles per hour. if you're traveling along the jfx, we're looking at a 52-mile per hour drive. i did just see a drop and it's slowing down to 47 miles per hour wrapping toward 70 on the jfx. and on the 95 exit traveling at 62 miles per hour, so not doing too bad through howard county. the trouble comes in the northern baltimore county, we do have an accident on the southbound lanes of 83. it's right at mount caramel road. you will want to use york road as your alternate route. so crews are just responding to scene and will you start to see all of the flashing lights. once you get toward the beltway, though, it's going to be in the green on the beltway from towson, all the way toward parkville and eventually toward 95. we do have some trouble, though in essex and it's just some debris but be aware of it and it's right at marlin avenue at eastern boulevard. that's a look at morning commute, aggressive and deadly form of it, called triple negative breast cancer. wwe are talking to a doctor working to find a cure. >> reporter: lisa new man is a top surgeon at the university of maryland hospital sprechizing in breast cancer, a job she has had for 7 years, every day through the same doors ready for work. >> about 3 -- stitch please. >> reporter: but this no ordinary day. today, the doctor is the patient. >> running in the door. >> reporter: she is having a biopsy, does she have breast cancer, the very disease she has committed her life to fighting? to be black, a woman and a surgeon makes lisa new man a rarity in this country. as a young surgeon in brooklyn, new york lisa newman notices coming alarming in her patient. >> it was heartbreaking every day in the clinic to continuously be seeing african-american women that seem to be disproportionately a flicked with breast cancer and worst stages of disease. >> reporter: even worse, this cancer was a different, more aggressive type. it's called triple negative breast cancer or tnbc. the statistics are appalling. black women are twice as likely as white women to get tnbc. why so deadly? when breast cancer is diagnosed, doctors look for three markers that show where the cancer is most vulnerable and help determine how best to fight it. but the markers aren't there with triple negative breast cancer, making this type of cancer very difficult to treat and more likely to return. >> can you really have no way -- targeted way to fight triple negative breast cancer. >> that's correct. in terms of care, chemotherapy is all that is available. still ahead this morning, the latest on the death of nfl star steve mcnair, what tockcology results say about his state of mind before he was shot. and signs the economy may be recovering. stan case has today's business brief. wall street extended its gains from the previous week on good news in the financial sector. the dow surged more than 100 points and all meteorologist steve fertig and see what we can expect. the flag was blowing there, a nice windy morning. >> not too bad around here, a 5-10-mile-an-hour wind. the plow is from the east and that brings more moisture, that means humidity. that lends itself for a chance of showers and thunderstorms in the afternoon as we get into the warmer part of the day. we're seeing showers around this morning but not prevalent as we expect them to be later when they will be more scattered around moreover the area. low pressure coming up from the coast and the low moving up later as well. that could be bringing us a chance for showers and a chance for a thunderstorm. not as bad as it will be in the midwest. offshore you can see heavier down pours there. here 72 degrees starting out, 71 degrees in d.c. 72 in salisbury, so a lot of low 70s out there, just a little cooler, or a lot cooler out in oakland. only 54 degrees so a big difference in the mountains. a lot of humidity all week long with a chance of afternoon, and evening thunderstorms all the way through thursday into friday and maybe even some left over showers as late as early saturday and then dry toward the end of the week end especially and we will talk more about that in a few minutes and what you can expect over the next several days as far as the best chance of rain and thunderstorms. right now candace dold is here with the traffic
