showing you how the winter weather is impacting the conditions on the roads. here's another live picture, this time now at the ben franklin bridge where the delaware river port authority has reduced speeds to 25 miles an hour because of the dangerous conditions. so keep that in mind. good morning. welcome back to nbc 10 news today. i'm rosemary connors. it is just after 7:00 on this blustery kind of sunday. let's get right to the first alert forecast with meteorologist michelle grossman. michelle so really the windchill is going to be a problem for us? >> absolutely. the windchill will be a problem today, also tonight into monday. the good news is the snow has stopped. the snow that came through last night has stopped, but we're now seeing areas of blowing snow because of the wind in place. we have a first alert weather day through monday. we'll see that cold air continuing as well as that wind continuing. you're going to have to contend with that as you head out this morning. bundle up as you head out, we're looking at dangerously cold air. also, winds gusting near 40 miles an hour right now in some spots, but could gust 55 to 60 this morning. we could see those winds gusting nearing 55 or 60 miles an hour. right now it is frigid. i can't stress that enough. if you have to head up, bundle up cover every extremity. 8 in wrightstown, to the north and west, we're 1 below zero in mt. pocono 5 below zero in shenandoah, 5 in reading, 5 in oxnard. and then along the coast, a little warmer. 12 in beach haven, 11 in avalon. but still the single digits inland 8 in atlantic city as well as millville. now you factor in those winds, it feels like 26 below zero in mt. pocono. it feels like 10 below zero in philadelphia. the windchill in lancaster is minus 18 as well as minus 15 in millville. a frigid, frigid frigid start. dangerously cold. we're not used to it. and we're going to see this cold continuing for quite a while, at least the next 24 hours. so, by 8:00 13 degrees, mostly cloudy. by 10:00, 14 and by noon we're looking at temperatures right around 14 degrees. we're not going to see those temperatures climb. we may see them fall a little bit, partly sunny by lunchtime. we'll talk more about the cold and wind today, and tracking another chance a couple more chances for snow this workweek. we'll do that in just a few minutes. >> thanks, michelle. the high winds are certainly wreaking havoc in some neighborhoods in the delaware valley. several trees have crashed on to power lines and on to houses. that's the case in the east falls neighborhood of philadelphia. that's where nbc 10's jesse gary is live for us this morning. and jesse, i understand that you've been trying to reach out with -- reach out to lni. what are they telling you? >> reporter: rosemary that's right. our assignment desk was able to make contact with an official at lni. they're calling the commissioner to get more information about this accident from the wind that happened early this morning, around 3:15 this morning. we are at the falls villages apartment complexes, right on west schoolhouse lane road and this is the empress apartment complex within the entire complex or empress building inside the entire complex. and you can see that the wind as kind of split this tree and sent a portion of it on to the roof of this building. the owner inside the top unit tells me that the tree actually punched a hole right through the roof and through the ceiling. so, obviously, cold in that room, so they can't stay in that room but they are inside. lni did not have people evacuate. so we have put a call in to find out exactly why and what the extent of the damage is. the winds are still gusting this morning. i've been talking to residents as day get up this morning, headed out to work. the people who did not live near this building tell me they didn't hear a thing. slept soundly and didn't hear the tree when it crashed through. but it definitely did damage to the roof and to the rain gutters. didn't damage the patio furniture, though, but definitely damage to the building. again, we have calls in to lni and hopefully we'll hear back from them shortly and then pass that along to you once we get information from them. we're live in east falls this morning, jesse gary nbc 10 news. >> thank goodness nobody was injured. appreciate it jesse. nobody was hurt here when this tree fell on to a house in delaware county. this happened overnight on spruce road in newtown square. firefighters did have to rescue one person who was trapped inside. that person again, was not injured. the tree also damaged the family's minivan. pico did shut off power to this house, but pico tells us that no other homes in the neighborhood are affected. now let's take a live look from storm force 10. you can see that this is in chester county. kristen has been riding around all morning long. kristen, as we can see from this picture, it looks like the roads out there are still snow covered, but seem to be moving along just fine? >> yeah well it helps i'm in this big, heavy vehicle, these are basically just snow drifts that are coming on to the road from all the wind that's been out here. i came over this way on lancaster avenue. it was completely clear and fine. got to watch out for that wind. but as far as icy spots, did a great job of clearing things overnight. >> thank you kristen, we'll be checking back with you shortly. >> this morning, we are seeing cancellations at philadelphia international airport. most of the flights are either going to or from new england, that's because they have been getting about 1 to 2 feet of snow overnight into the early morning hours. we also found that there are some delays of about 15 minutes or less right now out of philly international. if you do have plans to fly today, if you're picking somebody up or if you are headed out yourself remember you can always check the status of your flight byor check with your airline. no rest for the snow-weary washington. this is from boston. a much different picture from than what we have in philadelphia. actually, this is not boston we have a live picture from portland maine. i'm sure boston looks similar to this. transportation officials have shut down service in that area and as you can see, looks like few people out on the roads in portland. i'm getting a few people are staying inside this morning, giving themselves a few hours before they have to get up and dig out. >> i don't think anybody's going to be talking about the blizzard of '78 anymore. it's now about 2015. >> the snow started falling in new england last night. it adds to the more than 6 feet of snow that areas are still trying to remove from previous storms. that's been the problem, they don't really have anywhere to put it. people are also dealing with the bone-chilling temperatures and the wind gusts that could reach up to 75 miles an hour there. in northwestern pennsylvania authorities say that icy conditions caused this pileup involving over 100 cars. that happened yesterday on interstate 90 in erie. several people suffered minor injuries. the accident shut down part of the interstate for hours. back in our area new from overnight, a bar shooting in cobb's creek has left one man wounded. nbc 10 was on the scene at 61st and market street where police tell us the gunman outside the bar shot into the bar, viking the victim. the victim is now in stable condition. police, in the meantime, are searching for the shooter. investigators tell us that they did speak with wants and they are planning to look at some of the surveillance video from inside that bar. seven people are out of their house after this overnight row home fire. this started just before 1:00 this morning on berkeley street in philadelphia's germantown neighborhood. crews had the flames under control, an hour and nobody here was hurt. investigators are now looking into the cause. next a in some. the actual air temperature in mt. pocono 1 below zero 9 in philadelphia, 4 in lancaster, 8 in millville, 8 in atlantic city, so cold this morning. now, you factor in the winds, it feels a lot colder than that. we're seeing that northwesterly flow, straight from canada that arctic air behind the front that came through last night, and we're seeing winds gusting near 43 miles per hour in wilmington up to 44 miles per hour in mt. pocono. 30 miles per hour in lancaster, and 44 miles per hour along the coast of new jersey and atlantic city as well as wildwood. this will be the case throughout the day. we have a high wind warning. we'll deal with the wind and cold all day long. the good news is we're seeing clearing skies. we're going to see some sunshine today. we're actually seeing areas of blowing snow. our next shot for snow comes tuesday morning. so plan on a cold one. dangerously cold weather, and very very gusty winds that could cause some problems. 13 to 16 temperatures. actually windchills below zero. winds out of the northwest today, 25 to 35 miles per hour but gusting closer to 55. 60 in some spots. we'll talk more about the cold today and some snow that is on the way. we'll do that in just a few minutes. trying to not think about the snow? how about this president obama is working on his golf game in palm springs, california, this presidents' day weekend. the president arrived there yesterday and hit the links with two childhood friends who flew from hawaii. before their golf game president obama attended policy meetings and a political fund-raiser. he also exchanged valentine's day tweets with first lady, michelle michelle obama. how sweet. she did not make the trip. the president will return to washington tomorrow. today is the deadline to sign up for health insurance this year under the affordable care act. there is a fine if you don't need insurance, if you do need to enroll there is some help available. there'll be a mobile enrollment center in bala cynwyd. they'll help you answer questions and sign up for a health plan. also, federal officials tell us that a glitch yesterday on the signup website, healthcare.gov, is now fixed. the problem had affected applicants who were trying to verify their income information. next a scare for golfers after a plane makes a crash landing on the green. we'll take you there. and a pair of panty bandits as the police are calling them, caught on video. how much lingerie they made off when we come back. the system that brought snow squalls to our area late yesterday and ún9m,ernight also caused similar conditions in indiana. snow and high winds led to dozens of accidents on highways the there this weekend. looks like they got a little bit more snow than we did. at least five cars collided in this accident. then at a separate scene, at least two dozen cars crashed, some of them going right off the road. when traffic was moving it was at a crawl because of the whiteout conditions. very different picture back in our area looking pretty good. this is a live look from storm force 10 on king wood. what we are hearing from our photographer who's behind the wheel of storm force 10 checking out the roads for us is that the main roads, they're all right. they are cleared, but you've obviously got to take it easy on some of those side streets and in your neighborhoods. just a few moments from now, meteorologist michelle grossman will be back with an update of the conditions today and what we can expect for the workweek. this morning, we are following a developing story overseas in denmark. police say they have killed the gunman responsible for two deadly shootings in the country's capital city of copenhagen. this was the scene outside of the synagogue overnight. authorities say a man opened fire here killing one person and injuring two police officers. investigators believe the same gunman is behind a similar attack that happened just hours earlier. the scene of that shooting was a cafe which was hosting a free speech event, featuring a controversial swedish artist. the artist had recently been threatened because of his cartoons of the prophet muhammad. investigators say the gunman used an automatic weapon to shoot through the windows of that cafe. a 55-year-old man was killed and three police officers were hurt. a cease-fire is underway between ukraine forces and russian-backed rebels but there are accusations this morning that the truce has been violated. fighting continued right up until the midnight deadline and ukraine officials claim that the cease-fire was breached about 50 minutes after it went into effect. both sides are supposed to start pulling back heavy weaponry over the next two weeks. that's one of the terms of this agreement. you may remember the fighting began almost a year ago when ukraine's president was driven from power after months of protests. more than 5,300 people have been killed in the ongoing violence. now to news in hong kong. this ferryboat captain is facing up to a life sentence for a disaster at sea. yesterday, a jury convicted the captain of manslaughter. he was in command in 2012 when his ferry collided with another boat. the accident killed 39 people including several children. about 100 others were injured. the jury also found the captain of the other boat guilty of endangering the lives of the passengers. back in the u.s. near seattle, a school bus carrying a high school basketball team polyped on to its side yesterday. two people aboard the bus are being treated for minor injuries. all things considered it could have been a whole lot worse. school officials are now looking into possible equipment failure with the bus. this is the scene in utah where two men are recovering after they survived this plane crash at a golf course. the single engine plane went down at valley view golf course. this was yesterday morning. workers there helped the passenger to safety and emergency crews took him in for treatment, but the pilot was actually okay and didn't even need to go to the hospital. this morning federal authorities are now investigating the crash. we have some new video this morning. lingerie thieves in florida stealing thousands of dollars at victoria secret stores all the while, customers are just walking around them. the thieves' m.o. one is on the lookout while the other takes the underwear. investigators say these men have hit up to a dozen times across the state, making off with about $10,000 worth of women's lingerie. all right. bundle up as you head out this morning. we are looking at dangerously cold air. we're looking at frigid winds all throughout this morning. the good news is the snow that came last night has moved on. we're now looking at areas of blowing snow because the snow is so light and that wind is picking up and sticking to the cold roadways. the first alert weather day, this is through monday actually, because we expect the cold weather and also the winds to stick around at least through monday. dangerously cold windy today, windchills right now, 10 below zero in some spots, close to 30 below zero in others. we're looking at the chance for more 55-mile-per-hour wind, even up to 60-mile-per-hour winds. outside, the major roadways looking a little good right now, a little wet in some spots, a little icy in some spots. take it a little slower you'll feel that on the overpasses and bridges. 9 right no in philadelphia. mostly cloudy skies, starting to see a little bit of sunshine. winds out of the west-northwest to 20 miles per hour but gusting higher than that. these are the actual air temperatures. we're looking at 5 degrees in doylestown, 7 in allentown, 4 in lancaster, 9 right now in philadelphia. look at mt. pocono 1 below zero. 8 right now in atlantic city 8 in millville, and 8 in dover. you factor in the winds, it feels a lot colder than that. winds gusting anywhere from 30 up to 45 miles per hour. 47-mile-per-hour wind gusts in millville. 44-mile-per-hour wind gusts in atlantic city. so you get the idea. it's a very windy start to the day. we're going to keep the wind in place today, it will lessen on monday, but still very cold on monday. this is what it feels like as we go outside this morning. bundle up protect your skin. it feels like 10 below zero in philadelphia. feels like 27 below zero in mt. pocono. it feels like 18 below zero in lancaster and the windchill in atlantic city as well as millville is 15 below zero. as we go throughout time not improving too much. it's going to be a frigid day all around. we're looking right around 2:00 1 below zero, is what it's going to feel like in philadelphia and will still feel like minus 18 in mt. poke. same story throughout the afternoon. a frigid night once again. we could see record-breaking lows tonight. we'll keep an eye on that tonight. a high wind warning in place. that's because we're expecting those winds gusting near 55 miles per hour even up to 60 at times, could bring down some trees. already has brought down some wires. we'll keep a conditions foroutages. dangerous windchill today, as well as that high wind warning. as we go throughout time we'll see those drop. but the windchill advisory lasts through monday. areas of blowing snow this morning, that's about it. radar looking much better this morning than last night. future weather bitter winds, that's the story. cold, cold air in place. and by tonight, we'll keep the cold air locked in before we lessen the winds on monday but seeing temperatures in the teens on monday. we'll keep it dry from monday night through tuesday, where we expect snow to come back into the forecast. another shot for snow too in the seven-day. today, we'll keep it cold 13 to 16, temperatures in the teens, windchills colder than that. partly sunny skies bay later on this afternoon, and those winds really howling this morning. a little bit better this afternoon, but still pretty gusty. we'll talk more about today's forecast and talk about your seven-day forecast because we are tracking those two or threeens chathree chances right here on nbc 10. at 10:27, here is a live look at camel back mountain resort up in the pocono mountains. as you can see, it's a little bit cloudy out there right now. they just got a fresh coating of snow. i'm sure plenty of skiers and snowboarders will be headed out to the mountain today, but keep in mind when you are driving, take it easy. there is some blowing snow out there. and of course, it's cold. it's a bitter cold. so everyone should bundle up. some schools in new jersey and across the country are now considering ecigarettes to be drug paraphernalia. school officials say that's because ecigarettes, also known as vaporizers can be used to smoke marijuana. students caught with them could face long suspensions, they could be required to have drug testing, and they could have possession of drug paraphernalia on their school records. one ecigarette advocacy group says it's an overreaction and that students with ecigarettes should not be punished more than others caught with regular cigarettes. in puerto rico, there is some controversy over a proposed law aimed at combatting childhood obesity. here's how it would work. education officials would identify overweight children and assign them to a case worker. that case worker would then lay out a diet and exercise program for the child. after six months parents of the kids who do not lose weight would face fines between $500 and $800. >> i feel that this law would ostracize my children and as a mother, that is the last thing i want my child to experience. >> a vote on the controversial proposal is still months away. by the way the childhood obesity rate in puerto rico is one of the highest across the globe. it's even higher than the rate currently here in the continental u.s. at 7:29 on this sunday off 7:30 on this sunday. let's get right to the forecast now with meteorologist michelle grossman. and michelle, the snow we saw overnight, we'll have a few chances of that coming up later on in the week. >> three chances for some snow. the winter is certainly not over yet, and it feels like winter this morning. it is frigid. we're looking at winds gusting near 45 50 miles per hour this morning. woke up a little higher as we head throughout the next doumcouple of hours. but it looks pretty outside. we had snow that came through overnight, it is out of here but blue skies. we have a first alert weather day and you'll know why as you step out this morning. we're looking at dangerously cold air and some very gusty winds. we're looking at windchills 10 below zero in some spots, 30 near others. and those winds will be whipping 50 to 55 miles per hour this morning. we're looking at temperatures around 9 in philadelphia, 8 in trenton, 7 in washington township as well as wilmington and only 4 in chester springs and kennett square. and this is the actual air temperature. to the north and west it is 6 below zero in shenandoah 1 below zero in mt. pocono 5 in pottstown. and then down to the south and east cold air too. 8 degrees at the atlantic city airport, 8 in dover, 8 in millville, and 11 in beach haven. factor in the wind feels a lot colder than that. feels like 10 below zero in philadelphia. feels like 27 below zero in mt. pocono and the windchill in millville is 15 degree as well as atlantic city. so the good news is we don't have any snow blowing from the sky, but we have some blowing snow. as we break down the day by 8:00, 13. by 10:00, 14. and by noon we are looking at 14 degrees. a frigid frigid day. we'll talk more about that and those snow chances coming up in a uhfew minutes. a rude awakening for some residents in philadelphia. in the east falls neighborhood they are waking up to a tree on top of the roof of their apartment complex. nbc 10's jesse gary has been live at the scene all morning long, and he has an update for us. jesse jesse? >> rosemary we're talking about the wind conditions. you can see first the tree is still on top of the roof of the empress building or, yeah building here out of this complex ground. before i get to that let me talk about the wind. i've got a wind gauge here on my phone and i want to give you an idea of the gusts that we're talking about this morning. so bear with me as i position myself into the wind. whoops there we go. okay, so we've got a sustained wind at about 14 miles per hour now it's dropped down to 12. that's what it's sustained at but gusting beyond that. and it feels brutally cold. just taking my glove off, for a short amount of time. now, earlier this morning, winds gusting a lot stronger than that. they kind of split this tree and you see a tree right on top of this building. go ahead and take a look at our video. this happened about 3:15 this morning on the falls villages apartment complex here just off of west schoolhouse lane. the person who lives in that top unit says that that tree put a hole right through the roof and right through their ceiling. lni was out earlier. they didn't make the folks the evacuate, so they're still inside and we put in calls, multiple calls, both to the lni commissioner and to some of his surrogates, and we're waiting to hear back as to the extent of the damage but the people are allowed to stay in but you can see as we come back live the wind is so strong they have this yellow caution tape up can it's already broken the tap off in the distance. so that's down along with the tree on top of the roof of this building. damage to the rain gutters as well. very, very cold out and very very windy out. if you're going out, make sure you're clear. the side roads, a little slippery mostly from that snow just drifting into the roadway. but people are starting to come out, shovel their walkways throw some salt down and going about their business even though it is a really really really-zret day. >> it's february. i guess we've got to deal with it. all right, thank you, kristen. we've also been checking in with philadelphia international airport this morning, to find out how the wet weather may be affecting flights. here's what we know. there are dozens of cancellations this morning. most of them involve flights to or from cities in new england. ing of you can imagine, boston. they're dealing with a lot of snow this morning. the faa is also reporting 15-minute delays or less at philly international. remember, if you are picking somebody up at the airport today or if you are flying out yourself, you can always check the status of your flight by checking in with your airline or calling 1-800-phl-gate. as we have been talking about, new england has just been hit really hard this winter. here is a live look at portland maine, where you can see the rooftops are just snow covered. the streets are snow anywhere from 20 up to 35 miles per hour, sustained and gusting higher than that. so 30 miles per hour mt. pocono, up to 23 in wilmington. 30 in atlantic city. and we're seeing winds gusting closer to 35 50 miles per hour right now. now, clearing skies, that's the good news. we're looking at partly san joseunny skies by this afternoon. but that snow that fell last night, very light. so dangerously cold today, wind windy, 13 to 16 degrees, windchills below zero in many many spots. winds out of the northwest at 25 to 35 miles per hour but gusting higher than that. we'll talk more about the wind threat and also the cold and then a couple threats for some snow in just a few minutes. all right. talking sports now, the nba all-star game is tonight, but last night it was all about the players showing off their skills including in the slam dunk contest. when it was all said and done a rookie walked away at the dunk champion. 19-year-old zack levine brought the house down with an off the post, under the leg jam. he is the second youngest player to win the dunk contest. the lakers' kobe bryant won it when he was just 18. the shooters also got the chance to flaunt their skills in the a new hampshire ski resort is offering punxsutawney phil asylum. that's because police in new hampshire are trying to arrest the groundhog for his forecast. a spokesman for gunstock mountain ski resort calls the campaign to get phil a, quote, attack on america's true winter hero. the resort says it would welcome phil to its slopes. earlier this week police in new hampshire joked on their facebook page as they issued a warrant for phil's arrest for predicting six more weeks of winter. the merrimack police department says it was an attempt to lighten the mood following the snowstorm administration has been on since a series of major missteps. joining us this morning for a preview is moderator of "meet the press," chuck todd. good morning chuck. >> good morning, rosemary. >> chuck, this morning, you're going to be talking with the new secretary of veterans affairs, he's just six months into the job. have there been notable improvement in the care of our veterans in this country? >> well i think that's what a lot of veterans are probably asking that question. they want to know what has improved and, you know, one of the things we get criticized in the media sometimes is we give a lot of attention to problems at the start, but don't check back in to see if they're being fixed. that's what this is about, checking in. bob mcdonnell, he took over six months, he's a former ceo of procter & gamble, he's sort of bring a business-sense of urgency to the organization. he's a man who gives out his own private cell phone number. there's a ton of problems he acknowledges them but starts going through how he believes he can fix these one at a time. we're also going to be dealing with the president's ask of a war organization. we're talking about all of these active hot spots that the military is engaged in and yet we know the wounds of war come home and the va has got to deal with it. and are they prepared to deal with it? and right now it doesn't look like they are. but this is a va secretary that's trying to make the agency work again. >> and chuck, before you go i want to get your opinion about the democratic national convention coming to philly next year. keep in mind before you give us your take on all of this that you are speaking the to a philadelphia audience. >> no look when i saw what the finalists were it seemed like a no-brainer to me. of all the cities. brooklyn never made a lot of sense. philadelphia made a lot more sense. you guys did a great job, i thought, with the republican convention back i believe, it was in 2000. the republican convention there. and it was a perfect host city there. when you look on the democratic side of the aisle, it's an important city for democratic politics nationally. i would have been stunned if philly didn't get it. so i'm relieved. you're not that far away! >> and you know what chuck, we've got a lot happening next year. we've got the pope coming of course and the convention practically right around the same time. it's going to be busy in philly but we'll be ready for it. >> it is. a lot of -- the only thing you've bottle to prepare residents for, tons of security these day. that's what a lot of these big events call for. and that's the only downside now. you get so much security you don't get to experience it as a local. hopefully, we'll all find ways
