>> so far just a few incidents, especially on the key routes but again the fog impacting the drive. we mentioned the fog warnings on the area bridges but also at the fort mchenry tunnel. as you get ready to head out we strongly recommend you get out a little sooner than planned. here's a live look at traffic on i-95 making the drive in from harford county, traffic actually flowing pretty freely despite the foggy conditions. here's a live look at the fort mchenry tunnel. as we mentioned fog warnings in effect on i-95 at the tunnel. back to you. all new this morning, crews are trying to determine what caused a fire in west baltimore. that caused a roof to collapse in a three-story rowhome around midnight on north carey street. ralph johnson iii sent in this photo to us. fire officials say it burned two other homes as well, but the houses were vacant. tens of thousands are demanding justice this morning. >> abc2 news' sherrie johnson joins us with the latest on this case and what happens now. >> reporter: a lot of people talked about this on national radio. it's everywhere you look. folks are talking about it. there will be a rally in honor of trayvoom nartin in atlanta. thousands of people gathered in new york for 9 march in support of martin yesterday wanting to raise awareness about racial profiling. meanwhile, in the north florida city of sanford city commissioners passed a no confidence vote in their police chief over his handling of the teen's death. sanford police have not arrested george zimmerman, the neighborhood watch leader who said he shot the 17-year-old in self-defense last month. now, police have said they have no evidence that disputes the self-defense claim. an on-line petition demanding an arrest gained 90,000 signatures and the lack of action sparked outrage. >> i am ashamed to call this my home. this is murder in the first degree. >> reporter: according to the police chief contract even if he is fired, since he's only been with the city 10 months the city wouldn't owe him much of anything. it states he can be terminated at any time or for any violation that constitutes a breach of public trust. outer loop baltimore will gather -- occupy baltimore will gather at the loop at east monument street at the wells fargo bank. when was the last time you checked your water bill? if you live in baltimore you may want to give it a good look. >> for years the city has been sending out thousands of incorrect water bills. in some cases it can put your house up for tax sale if you don't pay. linda so has the latest this is a sort of odd story, been going on for years. >> they want to put a moratorium on seizing homes related to water billing issues until the water department can fix all of its problems. a lot of angry people showed up for a hearing last night at city hall, deborah williams said she got a $2,000 water bill for her family of three. and then there's frances webb who got a bill for $20,000 on a vacant lot she owns next to her home. the city has the right to seize your home and put it up for sale if you don't pay that bill. that happened to rhonda windish, for a $530 bill she may not even owe. city officials now admit to massive problems, meters were not being read and some homes were billed simply by estimating from previous bills. there are 2,300 homes in the city now in danger of being sold because of failure to pay water bills. that is why city council members want to put a moratorium on tax bills that stem from the unpaid bills. >> i have been fighting - >> sorry about. that mayor stephanie rawlings-blake does not support the moratorium idea for fear the city's bond rating could be downgraded if it's unable to collect money it's owed. the city council president though said he will continue to introduce the bill at the next council meeting. house delegates will begin to work on the state's $35 billion budget. they will consider amendments to a package of budget measures, one includes a tax increase already approved by the state senate. another would involve teacher pension costs. today in annapolis a debate on ethics law. senators are taking up legislation that would mandate financial disclosure forms for state officials if they be filed electronically and posted on-line. lawmakers will also consider an amendment that would apply to the proposed law to county level officials. 6:07. today the soldier accused of killing 16 civilians in afghanistan is expected to be formally charged. that is according to robert bales' attorney. after meeting in washington the secretary of state hillary clintonn, the afghan foreign minister said he was looking forward to seeing justice done. mitt romney plans to talk to members of congress and other officials in our nation's capitol. yesterday he made a brief stop in maryland and in the state's april 3rdem primary 3 governor romney focused on gas prices, the economy and health care. he also did q anders a with the audience, emphasizing less government especially when it comes to bailouts. >> we should go through the normal process, perhaps a bankruptcy process and emerge out the other side, shedding excessive burdens. >> romney is going to spend about $250,000 leading up to maryland's primary. what does a child's toy have to do with the the presidential race?
