was that so much emphasis has been put on college athletics that it's often to the detriment of the academic program. you don't want to penalize hard working students who go to penn state for academics. >> nobody's talking about doing that. >> this isn't about penal sizing t the students. yoeb wants to lose them accreditation. i don't think this organization in charge of their accreditation would be worth its salt. if they at no tididn't at least warning. especially given the language in the free report which talked extensively about the culture at the university as a whole. to your point, the fact that the athletics were taking over the academics. it's really not -- this sounds sort of heartless to say. it's not really about the students and the impact. it's about are they following the guidelines and doing the things they need to do to be an accredited university. there are very specific things there. >> there's a broader issue you sort of get at there.

estimation why has it been so difficult to turn around this failing school system? >> well, i don't know if i can answer that, but i can answer what we are going to do about it. we have a laser light focus on some of the areas that you mentioned and plus making sure that we have a deep understanding of why students are underperforming and some of it has to do with just making sure that we customize the kind of intervention that they need in order to master the proficiency that is necessary for them to move forward. so we have had to dig a little deeper and backtrack the data and understand different students learning in different ways and why they are having trouble matching up to the standard. we think that we are having success in that area, and now as may have not been the case before, and we are now focused on the course of restoring our accreditation even as we speak, and even though it not be fully announced until january. >> certainly a major blow to the students and all of the students

the admission requirements. so with that raising of the requirement, we have a greater proportion of the freshman class who go straight in to college-level courses. but it is a national phenomenon that we'll have to we'll do in terms of college readiness for students coming out of high school. >> dr. james ammans, great to see you here. we'll be focusing intensively on this ourselves. like a laser beam, next we'll through "education nation" and our networks of nbc and msnbc. thank you very much for helping us to kick off today's conversation. >> thank you very much for giving me an opportunity to talk about florida a&m university. >> okay. we will keep track. and also today, kansas city, missouri, schools flunking out. the missouri board of education has revoked accreditation for the entire kansas city school district after it failed for several years in a row it meet state standards. if that district does not improve in the next two years, the city's schools could face a state takeover. the school board president says the ruling will not affect seniors applying to college.

falling within that school system, and so for the moment, what does it mean specifically for the students hoping to graduate this year? >> actually, there will be no effect in that regard. a lot of people are confusing the accreditation as associated with somehow compromising the value of the diploma and that is not the case. all of the schools are recognized by the north central accreditation authority and that means that their degrees and the coursework that they take will be recognized or their diplomas and so our students will be able to go and our scholars going to any college or university and compete with anyone else. we still have to do a better job as many urban centers in terms of the preparedness to be successful, but in terms of admission, that is not going to be compromised. >> we should point out that the kansas city school district was run by a man named john covington and to update everybody, he was hired to overturn and oversee some of the worst performing schools in

washington. we've seen that dispute in the past in new york city. what would having your control over the school board mean in terms of changing the education outlook for you early in and high school education? >> things are in a situation right now where they cannot be left. right now our school system is on probation. the next step for that is a loss of accreditation. that's after ten years of pretty steady progress. so i am not going to stand on the sidelines and allow our system which is on probation right now to lose its accreditation. the approach that i made was different than other cities have. and i wanted temporary control to stabilize our system here and to make sure that we attract a world class superintendent. there are some constitutional impediments to that but we're working very hard with the legislature to work out a compromise that addresses the

the people haven't changed. so i ask you, america. why have we changed? why do we view public education so different today than ten years ago or 20 years ago or when my mother was a teacher? are we changing as a country? we must be. we must be changing as a country. our priority list has shifted. we now bicker over paying teachers $50,000 a year. we now villify teachers when we say that they have health care. oh, by the way, they're part-time. they get three months off. we don't report the fact that many of them have to invest in their own career to keep their accreditation, to get more degrees, to advance themselves. there is no government loan for that. there's no government handout.
