Raimondo leaves unfinished business for incoming Governor McKee

Her resignation as governor may be only hours away.
As she exits the Rhode Island political stage midway through her second term, Raimondo leaves a heap of unfinished business behind for her successor: Lt. Gov. Dan McKee.
The list includes:
◘ A gaping budget deficit pegged at somewhere between $329 million and $513 million that stems, in large part, from "extensive use of one-time funds,'' according to a new legislative analysis.
◘ A battle among competing groups for priority in getting a COVID vaccine.
◘ The state takeover of the Providence schools.
◘ A potentially massive change in the state's hospital landscape.
◘ The Raimondo administration's proposed no-bid, 20-year Lottery deal worth a potential $1 billion to gambling giant IGT and its partners in the Rhode Island gambling industry.

PROVIDENCE â Rhode Island Governor Gina Raimondo on Monday handed over budget powers to her soon-to-be successor, Lieutenant Governor Dan McKee, with her departure for President Joe Bidenâs cabinet possibly stretching into March.

GoLocal asked Governor Gina Raimondo’s office about the growing criticism of the state’s vaccination program — a program that is ranked 50th in the country.
“Because of the targeted approach we’ve taken to reach those most at-risk of hospitalization and death, Rhode Island has seen a significantly higher reduction in hospitalizations compared to our neighboring states. From January to February, Rhode Island saw a 46% decline in hospitalizations, compared to a 32% decline nationally and a 22% average decline in our neighboring states,” said Audrey Lucas spokeswoman for Raimondo.
In just the last 30 days 362 Rhode Islanders have died. On Thursday, state officials reported another 15 deaths.

"There can only be one governor,'' Lombardi said. But with Raimondo more than halfway out the door, he said, the heads of state agencies don't really know right now who has the authority to make decisions.
"If you are going to do this, then you need to be on TV. You need to be answering questions [from] the press. If you are going to be the governor, then you need to be the governor 100%."
As president of the R.I. League of Cities and Towns, Lombardi added, "we want to personally thank him for allowing us a seat at the table.

PROVIDENCE — By the end of this week, Lieutenant Governor Dan McKee may see his seven-member staff swell to more than 50.
That includes the 40-plus employees on current Gov. Gina Raimondo's $4-million office payroll at salaries ranging from $43,153 to $193,758, plus the handful reporting to her who are on the payrolls of other state agencies.
For example: McKee, who is queued up to take over as governor when Raimondo wins anticipated confirmation as President Joe Biden's commerce secretary, has his own chief of staff. So does Raimondo.
McKee's chief of staff is former Cumberland Police Chief Anthony Silva, who previously headed the Rhode Island Division of Motor Vehicles.

McKee expects Raimondo's cabinet to stay through his own inauguration

How long they actually stay is another question.
Democrat Raimondo is poised to resign mid-term to take a new job, in Washington, as President Joe Biden's commerce secretary. Her confirmation hearing was Tuesday. An committee vote on her nomination is anticipated next Wednesday, February 3.
The exact timing of Raimondo's departure is unclear. But Sen. Roger Wicker, the Mississippi Republican who chairs the U.S. Senate Committee on Commerce, Science and Transportation, told Raimondo on Tuesday: "I do not believe you will be serving as governor of the state of Rhode Island for very much longer."
Against that backdrop, McKee is preparing for his move up one flight to the governor's State House suite as soon as next week. He has set 5 p.m. Tuesday as the deadline for those seeking appointment by him as R.I.'s next lieutenant governor to submit "a letter of interest'' online to his transition team at www.mckeetransition.com/.

Rhode Island’s attorney general is reviewing whether the state’s largest hospital operators are properly distributing COVID vaccines.
The Providence Journal reports state Attorney General Peter Neronha’s office has been in contact with the state Department of Health regarding the distribution of vaccines by Lifespan and Care New England.
Kristy dosReis, a spokesperson for Neronha, told the newspaper that the office intends to look into any improper distribution and determine whether legal violations occurred.
The Journal previously reported that board members and trustees at the two hospital groups have been offered vaccinations, even as elderly residents won’t receive the vaccine until at least next month, under the state’s vaccine distribution plan.
