古巴爆发反政府游行，古共中央第一书记：受美国指使的系统性挑衅- CFi.CN 中财网

　　据古巴官方拉美通讯社(Prensa Latina)7月11日报道，当天数百名抗议者聚集在古巴西南部城镇圣安东尼德洛斯奥巴尼奥斯(San Antonio de los Ba?os)和东南部帕尔马索里亚诺(Palma Soriano)游行示威。
　　西方媒体称，游行规模达“数千人”，为“近30年来首次”，现场出现抢劫和袭警场面。抗议者游行的一大原因在于，新冠疫情造成的经济危机和食品短缺。但古巴共产党中央第一书记、国家主席迪亚斯-卡内尔表示，游行由美国方面资助和煽动，他还号召民众上街“保卫革命”。
　　当前，古巴正遭受一波新冠病例的激增。由于美国封锁，古巴国内医用物资短缺，经济也“雪上加霜”。对此，古巴英语媒体《哈瓦那时报》已呼吁全世界的援助。

　　但《纽约时报》引述社交媒体称，哈瓦那也出现数百人的聚集，而在哈瓦那以东约144公里的卡德纳斯，抗议者掀翻了一辆警车。另一段视频显示，抗议者洗劫了一家政府经营的商店。
　　《纽约时报》称，此次游行是自1994年所谓“马列纳佐起义”(Maleconazo)后，古巴规模最大的一次反政府游行。当年8月，由于苏联解体引发的一系列事件，古巴爆发暴力游行，35000多古巴民众随后乘船逃亡美国。
　　古巴激进分子卡罗莱娜·巴雷罗(Carolina Barrero)则声称：“这(本次游行)是古巴自1959年以来，规模最大的反政府游行。11日民众的表现是‘自发、正面、有力的’，影响力很大。”
　　法新社援引的视频也显示，迪亚斯来到圣安东尼德洛斯奥巴尼奥斯，现场抗议者辱骂迪亚斯-卡内尔，还有人大喊：“我们不害怕！”
　　常年来，古巴遭受美国封锁，经济大受影响，而随着新冠疫情的暴发，旅游业一蹶不振，经济“雪上加霜”，医疗物资短缺。古巴主席迪亚斯-卡内尔认为，这一切的根源在于美国。
　　他在11日的游行爆发后，前往国家电视台演说，指责美国限制出口、资金和前往古巴的旅行，导致广泛的物资缺乏。而在本次游行的背后，也有美国资助和煽动的影子，因此他呼吁古巴民众上街，支持政府，反对抗议者。

　　过去一年多时间内，受新冠疫情的影响，古巴正遭受最新一轮的经济困难和物资短缺。即使在新冠疫情发生后，美国也没放松对古巴的禁运。这个人均月收入约37美元的国家，人民的生活愈发艰难。
　　今年1月，在特朗普离任只剩九天之际，蓬佩奥宣布，重新将古巴列入支持恐怖主义国家的名单。古巴前外交官、古美问题专家卡洛斯·阿尔祖盖伊认为，美国加大制裁的目的是阻止各类资源进入古巴，包括阻止金融资源进入古巴，切断古巴经济发展所需的所有资金来源，甚至是民众个人所需的资金来源。并且阻碍石油进入古巴，使古巴无法进口能源，目的就是扼杀古巴经济，使古巴人民遭受经济困境，从而走上街头去推翻政府。
　　根据政府提供的数据，疫情期间，古巴经济下降了11%。缺乏游客以及旅游业创造的外汇收入对古巴经济而言无疑是一个沉重的打击。
　　此外，近年来古巴涌现出一批“异见分子”，主要属于两大艺术团体“圣伊希德罗运动”(San Isidro Movement)和27N。6月底，古巴艺术家哈姆雷特·拉瓦斯蒂达(Hamlet Lavastida)被捕，也让部分“异见分子”发出反对政府的声音。
　　进入今年6月，古巴的新冠病例一路攀升，10日当天达到疫情暴发以来的峰值，日增6750例。至此，古巴的总确诊病例数已达到23.2万例，死亡人数为1490人。
　　古巴已研发并紧急批准国产“阿夫达拉”(Abdala)疫苗。根据官方数据，“阿夫达拉”Ⅲ期临床试验结果显示其预防有症状感染的有效率为92.28%，且满足质量和安全性要求，因此授予该疫苗紧急使用许可。
　　自Ⅲ期临床试验至今，古巴已接种600万剂阿夫达拉疫苗(全疗程需三剂)，但受制于注射器短缺，古巴的疫苗接种行动已陷入困境。
　　对此，《哈瓦那时报》10日撰文向国际社会呼吁援助。“由于美国的封锁禁运，古巴的经济困难更加严重。美国的经济制裁严重限制了古巴获得维护古巴人健康所需的设备和其他必要物品。古巴需要大约2 000万支注射器，其中卫生伙伴组织已经提供了400万支。”
　　作者写道：“撰写这篇文章时，我听到了社会对经济管理不善、基本药品短缺、医疗资金使用不透明的批评，这些可能都是对的。但今天，随着病例在古巴激增，我们必须为民众考量。几十年来，古巴对世界各国表现出了慷慨和同情。现在，我们成为需要帮助的邻居了。”
