鄭州以前是歷史古都，如今是中國的特大城市之一。市區面積超過一千平方公里，人口突破一千萬，號稱是航空、電力、電信主樞紐城市，也是中國普通鐵路和高速鐵路網的「雙十字」中心。它是近代中國城市建設的典範和驕傲，更是跨境電子貿易城市及國家級骨幹直聯點城市樣板，尤其七年前完成了南水北調中線，不但讓鄭州人喝上丹江水，還潤澤了缺水的河南、河北、天津、北京，實現了毛澤東六十多年前的構思。
走出地鐵，望向高鐵交會處的鄭東新區，摩天大樓拔地而起，大有睥睨中原、傲視天下之勢。然而，有關這個城市的偉大和驕傲，在七月廿日的一場內澇後，隨著浩瀚的泥水流散而去。這幾天來，鄭州市民過的是怎樣的生活？因為斷網，聲稱電子支付已達八十％的日常商業行為，市民被迫拎著籃子以物易物；因為停電，提款機失去功能，百姓無法提領現款，沒錢吃飯；因為停電，電瓶機車不能使用，電動公共汽車也開不上路，逼得人們啟動「腳動模式」長途跋涉；地鐵毀了，交通動脈也斷了。正如同中國網民所說：「生活瞬間回到解放前！」

就那麼一場雨，讓這個投入五三五億人民幣建設而成的海綿城市，霎時變成煙波浩渺的水世界，死亡人數無從得知，經濟損失難以估計，然而，卻因此讓世界清楚看到：中國大肆宣傳的偉大城市建設神話破滅了。

Preocupación de las personas que viven en edificios altos


Y es que esta tragedia está haciendo que todas las normas sean revisadas y reevaluadas.  Mientras en el condado Miami-Dade y en el condado Broward existe una ordenanza para recertificar a estos edificios, en el Condado Palm Beach no. Preguntamos el porqué
 “Tenemos una ordenanza sobre edificios no seguros que adoptamos hace muchos años así que si alguien reporta algo nosotros vamos a inspeccionar y si hace falta hacemos que obtengan un ingeniero”
El domingo pasado la administradora del condado le hizo llegar esta carta a los comisionados y a distintas autoridades haciéndoles saber que ya comenzaron a discutir entre ellos una revisión de las reglas Y regulaciones y cuál es la mejor manera de encarar las recertificaciones de los edificios de gran altura.
