'Agaton' agri damage mounts to P725-M: DA

(Photo Courtesy: Rey Baniquet/ Presidential Photo) MANILA - The Department of Agriculture (DA) reported on Monday increased damage and losses to the agricultural sector amounting to PHP725.2 million in the aftermath of Tropical Storm Agaton's onslaught. The latest bulletin showed it has affected 19,424 farmers thus far, particularly in Western and Eastern Visayas, Zamboanga Peninsula, Soccsksargen, and Caraga, with 17,925 hectares of agricultural lands damaged. This equates to 41,580 metric tons of total volume loss, with rice production worst hit, reaching 92.68 percent or 40,122 metric tons of loss, amounting to PHP672.2 million Moreover, loss to high-value crop production was estimated at PHP24.7 million; loss to corn production at PHP21.1 million; and loss to livestock and poultry, including chicken, swine, carabao, duck, and goat, at PHP7.2 million. The figures are still subject to validation, as "additional damage and losses are expected" in Agaton-hit areas, according to the DA-Disaster Risk Reduction and Management Operation Center. The DA has earlier assured affected farmers of aid readily available including the provision of "rice, corn, and assorted vegetables seeds; drugs and biologics for livestock and poultry; Survival and Recovery Program of Agricultural Credit Policy Council; indemnification fund under Philippine Crop Insurance Corporation; and access to Quick Response Fund for rehabilitation." As of Monday, 16 cities and municipalities have declared a state of calamity including Sara, Lemery, and Passi in Iloilo; Cateel, Davao Oriental; Trento, Agusan del Sur; and Compostela, Laak, Mabini, Maco, Maragusan, Mawab, Monkayo, Montevista, Nabunturan, New Bataan, and Pantukan in Davao de Oro, according to the National Disaster Risk Reduction and Management Council. 3 'Agaton' deaths in Region 11 still under verification: NDRRMC

(Photo courtesy of Jerome Marapo) MANILA - The National Disaster Risk Reduction and Management Council (NDRRMC) on Monday said it is still verifying reports that three people have died due to the effects of Tropical Storm Agaton in Region 11 (Davao Region). In its Monday afternoon update, the agency said two of the victims were from Monkayo, Davao De Oro and one from Cateel, Davao Oriental. It is also verifying reports of one missing person in Monkayo. Meanwhile, two persons from Region 10 (northern Mindanao) were reported injured. As of posting, a total of 2,362 passengers, 1,180 rolling cargoes, six vessels, and one motorbanca are stranded in Regions 5, 7, 8, and the Caraga. A total of 1,469 families or around 4,528 persons were preemptively evacuated in Regions 7, 8, and Caraga. Heavy rains have been reported in the Visayas and some parts of Mindanao due to "Agaton", resulting in flash floods and landslides. Philippine National Police Public Information Office chief Brig. Gen. Roderick Alba said the PNP has activateddisaster response in the affected areas, deploying about 198 personnel. "We have also conducted rescue operations sa mga na-stranded na mga residente. Our rescue teams are on standby. Contingency plans in place for prolonged Taal unrest: NDRMMC

Timbal also said the Philippine Institute of Volcanology and Seismology (Phivolcs) will be closely monitoring the volcano's activity for two weeks. He added that this timeframe allowed them to plan an arrangement for the evacuees which is good for more than two weeks, in case they will need to stay in evacuation centers. Timbal said members of the uniformed and law enforcement services like the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection, and the Philippine Coast Guard, are always ready for deployment to assist them in evacuation activities. Personnel from the Department of Health and Department of Social Welfare and Development have also been deployed to check on the health condition of evacuees and manage the situation in evacuation facilities. As of Tuesday, Timbal said 1,142 families are now staying in 17 evacuation centers. These numbers are equivalent to 3,771 persons, he added. While another 265 families or 1,203 individuals are staying with friends and relatives in Batangas. Local government units affected by Taal Volcano's ongoing magmatic unrest include those of Agoncillo, Balete, Cuenca, Laurel, Lemery, Talisay and San Luis, Timbal said. Creation of Taal commission, dev't fund pushed

(File photo) MANILA - Deputy Speaker Vilma Santos-Recto on Tuesday called for the immediate passage of a bill proposing the creation of the Taal Volcano Rehabilitation and Development Commission. Santos-Recto, former governor of Batangas province, said the creation of Taal Commission would provide relief, resettlement, rehabilitation, and assistance to those affected by the continuing unrest of the Taal Volcano. "This proposed measure seeks to strengthen the mechanisms of government to address the needs of families and communities affected by the eruption of Taal Volcano," Santos-Recto said. Under House Bill 5966, a Tall Volcano Rehabilitation and Development Fund, which will have PHP50 billion allocation, shall be established to provide immediate relief to affected individuals and families. The proposed commission shall provide structure and direction in the utilization of the fund. The proposed fund shall be used to establish resettlement centers, homesites and townsites for displaced families; provide livelihood and employment opportunities for local residents; construct, repair, rehabilitate or reconstruct public infrastructure needed in the affected communities. She said the development fund shall also be used to implement other interventions that could expedite the return to normalcy in affected localities. "I hope we can craft more laws that would improve our local government units' disaster preparedness capabilities so that we can ensure the safety, health, and economic well-being of our people," she said. Taal Volcano has been under alert level 3 (magmatic unrest) since Saturday, indicating there is magmatic intrusion at the main crater that may further drive succeeding eruptions, she noted. Three phreatomagmatic bursts were also detected in the Taal Volcano during the 24-hour observation period. These eruptions occurred at 9:30 a.m., 9:33 a.m., and 9:36 a.m. on Monday, and produced plumes 400 meters to 800 meters high. Phreatomagmatic eruptions are caused by the interaction of magma and water. Eruptions normally consist of multiple explosive events, the interval of which may vary. Eight volcanic earthquakes caused by movements or eruptions of magma from the volcano were also detected in the past 24 hours. The figure includes one volcanic tremor that lasted for five minutes and seven low-frequency volcanic earthquakes.
