meanwhile, we're getting new information about the manhunt for notorious mexican drug lord who broke out of prison. i want to bring back cnn's brian todd. brian, you have new details about el chapo's latest escape. what are you learning? >> we do, wolf, new information coming in tonight about el chapo's encounter with mexican special forces in recent days. a source tells us they had a visual glimpse of him, there was a harrowing foot chase through the mountains and a narrow escape. sources say the fugitive kingpin of the sinaloa drug cartel, joaquin "el chapo" guzman, was nearly captured in a scene taken straight from the movie "the fugitive." a mexican official with knowledge of the manhunt telling cnn mexican special forces had spotted the ruthless drug lord earlier this month near the town of cosala in the mexican mountains. guzman was with a child, a young girl, possibly his daughter, the source says, and authorities were reluctant to close in and start a firefight. later, when el chapo was spotted without the child, mexican marines gave chase.

joaquin "el chapo" gman. let's get right to it with nbc's mark potter, who's been following this story closely and has some pretty amazing information. >> well, what we're hearing as our source information continues to come in is that u.s. authorities believe -- and mexican authorities -- that they came very, very close to finding el chapo -- >> just recently. >> -- last week. and they had him on a ranch near cosala, which is in the mexican mountains, the western mountains. they went in with choppers. they took fire from his security forces. they had to put the choppers down. they went up on foot. he got away with his security forces, they believe, on atvs. they now believe that he's injured, that he was either shot in the leg or that he fell and broke his leg in a ravine. they don't know for sure. they think he has injuries to his face, something with his nose. they had him down, i believe, to first a 16-mile, then a 2-mile radius area that they were pinching in on, but somehow, they believe he got away. they think he's now eluded him.

the most basic question still unanswered. the ntsb is beginning its first full day of investigating the sinking of the cargo ship. the owners say the captain had a sound plan for dealing with joaquin. alexandra field joins us with the latest. what happened to the plan? >> reporter: that's the question being asked of the cargo ship's owners they are being asked, why would this ship set sail with the hurricane appearing the way it was. they need hurricane joaquin was coming or at least a tropical storm. why did the ship head in that direction? the owners said they leave the trust in the captain to make these decisions. they say the captain was monitoring in realtime, the weather, as recently as last wednesday, he reported that he was aware of the worsening weather conditions ahead but he said that the ship was in a position where weather conditions remained favorable. >> given what he had in the way of information about the weather
