In the summer of 1982, Israel's Foreign Ministry set to work on a special mission. “We continue to spare no effort on this issue, which is currently a central one on our agenda,” an internal ministry document says of the mission. “We shall leave no stone unturned, whether or not this thing succeeds,” another document says. “Intensive treatment that encompasses both institutions and public figures in Israel and abroad… feverish and tireless efforts… at the highest diplomatic levels,” other documents add.
The mission that so occupied the Foreign Ministry personnel 40 years ago had nothing to do with the First Lebanon War, which had just begun, but with another much larger and deadlier war: the Armenian genocide in 1915, during which an estimated 1.5 million people were killed by the forces of the Ottoman Empire.

In February 1986, Israel’s ambassador to the U.S. Meir Rosenne met Delaware Senator Joe Biden, two years before Biden’s first attempt to become U.S. president. The senator, in an effort to convince the ambassador that he was friendly towards Israel, said that the U.S. should relate to Israel as “first but equal,” vis-à-vis the Arabs. The summary of that meeting, which can be found in the Israel State Archives, gives a glimpse of the way in which the current president-elect sees Israel, the Holocaust, and regional relations.
Even though he had been a member of the Senate’s Foreign Relations Committee in the 1980s, Biden wasn’t regarded as a particularly important senator in the eyes of the embassy in Washington. The archived files are full of lists, naming those who are roughly categorized as with us or against us. Biden was in neither list, but somewhere in the middle. He wasn’t involved in the Jewish-Democrat politics of Washington or have much to do with Jewish organizations, and he had never visited Israel.

Rare decades-old documents suggest a young Joe Biden was an ally of Israel but reluctant to get involved with pro-Israel advocacy, an Israeli newspaper has revealed.
The declassified documents, recovered from Israel state archives records by Haaretz, reveal a glimpse into a February 1986 meeting between then-senator Biden and Israel's former ambassador to the US, Meir Rosenne, and then-embassy staffer Yosef Lamdan.
