Jose Diaz-Balart Reports

so the jets that they have, the new -- the old migs that the slovaks are going to provide for them are required. if we can provide more modern aircraft, the timelines are not conducive to anything in the near future, but obviously the ukrainians need to take the offensive. that's the only way to change the dynamic and, frankly, ukraine can't -- it is very hard to imagine them sustaining this kind of slog for months or years because ukraine is a smaller country, they have fewer manpower, you know, available, and right now russia is weak. so ukraine should take advantage of the fact that even though russia has more potential manpower, they don't have the weaponry, they don't have the trained manpower, they don't have frankly the morale, and so if ukraine can take the offensive, with whatever equipment they have available, the time to do so would be soon. >> and, evelyn, just your

let's talk about -- you said the ukraine counteroffenscounteroff there's ammunition worries that may have dissipated. this may happen in the next few weeks. ukraine desperately also pushing for fighter jets we saw two nato countries last week opt to start sending them that way poland and slovakia. what's the latest you're hearing as to whether the united states and other western allies may change suit? >> no change in u.s. poll polic not an issue for months. the migs won't perform well against the russians, but the ukrainians know how to fly them, which is a help. there is no ability for the ukrainians to fly f-16s for a minimum of six months. what is critical is the ammunition in order for them to launch the offensive, counteroffensive, they need 750,000 rounds of ammunition apparently, most of that is now on its way to ukraine. in the coming weeks, we should actually see that counteroffensive begin

and fight to win. we don't we don't want to fight for a tie here. if you're going to fight, you got to fight to win. now, that also means joe biden has got to allow poland to send in fighter jets they allowed for. finally, he has denied them that opportunity over and over again. in other words, if you're going to engage in a war, take off the handcuffs and fight to win the war or go to the negotiating table and stop wasting our money and our time and creating yet another quagmire, how we not learned anything from afghanistan. have we not learned anything from iraq? you know, and unless and until western europe starts contributing their fair share and until biden commits to allowing ukraine to win until biden allows poland to give the 30 migs that they wanted to give ukraine, us aid has got to be stopped. in the meantime, they have got to do their job.

t term, but the problem for china is if you do that overtly or covertly, because if that is going to happen, then the united states is going to be faced with sanctioning china over that. >> and now, looking at poland and slovakia have now committed to the migs to send them to ukraine, and there is, i know, in some camps hoping that going to force some allies, including the u.s. to supply some air power to ukraine. do you see the pressure applied by this move? >> well, you have got, i think it is 12 from poland and these are the mig s migs migs 29 thate

specifically we are not going to be bullied out of the sky. we're going to continue our flights. we're going to continue to do these things. the other thing is sayings, okay, let's reassess this. make a safety judgment. they are doing a cost/benefit analysis. all of these types of missions always get a cost/benefit analysis. any time something like this happens, you may end up with, hey, maybe we need to do this a better way. we have other collection assets to do this. but in this case, politically, it looks better if they continue these missions, even though they might be risky. >> quickly in closing, slovakia will provide with mig 29s. but not now. what's the cig is kans of that? >> it's significant because this is the first time that we're adding to the ukrainian air force. we being nato in this case. so slovakia decided the migs. possibly 24 more after that.

abrams tanks there started to be talk of f-16s. when you hear admiral stavridis coming on the show talking about tanks have to go there next, or general mccaffery saying tanks, well, couple weeks later, month later, suddenly tanks are in the discussion we heard talk about jets a month or so ago. now, we have the mig-29s at some point, i think we're going to be seeing f-16s over there. it's just a step-by step-by-step process here how important does the white house think it is to get the migs >> it is a pattern to this netapoint, there is no to send fighter jets louder voices on capitol hill are pushing the white house to do so. we're seeing the domino effect poland going first, now slovakia there may be other nato nations that do the same in the coming days

the migs will help, but they will help nowhere near as much as the artillery and the tanks and the vehicles and the hymar systems, and that is what president biden has correctly decidedly so. >> so you think it is the correct move not to offer the f-16s. >> we don't have time to give you the long-winded answer of why it is so difficult to get the f-16 over there, and to operate effectively, but the focus is to be focused to give ukraine the weapons and the intel that they need to continue to mount a counter offensive in the next few months. >> i want to ask you about russia's war crimes in ukraine.

decimated that city has turned. as david mckenszie joins us fro kyiv. we have this intense fighting in bakhmut. good news for kyiv that you have four polish migs on their way, but that's not going to help in the current battle in the east right now. >> reporter: let's talk about bakhmut first. certainly, those images show you just the level of destruction that city that had more than 70,000 people living there before the start of this conflict, down to a few thousand people refusing to leave, and entire city blocks completely flattened because of this ongoing grinding conflict in this eastern city that u.s. officials even admit doesn't necessarily have strategic value in this war, but certainly has very symbolic value. president zelenskyy has vowed to fight on in the last day or so, both those supporting russia and the ukrainians admit this war is extremely grinding, that part of

we said it's a special military operation and that is our space. the united states says, that is international waters and the united states and others have a right to freely travel in that region. and i think that is where you're going to have to keep watching this, but if the united states says it's going to continue what it's been doing and russia says that's our territory, it does lead us into potential areas in the future. >> and we heard from the defense secretary the other day defiant, saying that we will continue our operations in international territory and air space, as well. let me ask you, colonel, about what we saw out of poland today, the announcement that they would be supplying ukraine with four soviet-made migs. how significant is that? already we have the white house responding that this doesn't alter their decision to not give the u.s. planes at this point. but these four migs, how significant is that for ukraine right now? >> well, symbolically, bianna,

it's a huge deal. now, four migs, that's, you know, adds a little bit to the ukrainian capability. it's certainly four migs they didn't have before. they are very good aircraft. now they've reached the end of their operational life and polish president duda has specifically said that they've reached the end of their operational life. poland has a total of 28 of these aircraft. they want to retire those and get new aircrafts, including f-16s, and that's why they're fairly free or feel fairly free to give these to the ukrainians. symbolically, this is a big deal. it won't change the course of the war yet, but if the ukrainians get all 28 migs from poland, it could perhaps change some things tactically. and that, of course, is a significant thing. >> we're awaiting an update from brigadier general pat ryder at
