R Street Supports Toomey Amendment to Limit Crime Victims Fund Budget Gimmick
WASHINGTON (July 20, 2021)––The R Street Institute urges all senators to support Sen. Pat Toomey’s (R-Pa) Amendment #2121 to H.R. 1652, the Victims of Crime Act (VOCA) Fix to Sustain the Crime Victims Fund Act of 2021. This amendment would limit the use of the Crime Victims Fund (CVF) as a budget-gimmick to pay for unrelated spending and preserve funding for its intended use: crime victim compensation and assistance.
Jonathan Bydlak, director of R Street’s Governance Program, stated, “Congress’ relentless abuse of budgetary gimmicks and sleight-of-hand to avoid dealing with our growing spending crisis is a serious problem. But the ongoing misuse of funds set aside to help victims of crimes is particularly offensive. H.R. 1652 would significantly boost funding in the CVF. It is essential that safeguards be established to ensure these funds get to those who need them most, not be used to offset wasteful spending. This is something everyone should be able to agree on, regardless of party affiliation or fiscal perspective.”

R Street Institute Applauds Formation of January 6 Commission
WASHINGTON (May 14, 2021)—The R Street Institute applauds the news [1] that the House of Representatives will form a Commission to investigate the January 6 attack on the U.S. Capitol.
Jonathan Bydlak, Director of R Street’s Governance Program, asserts, “Regardless of one’s political or ideological views, today’s announcement is a bold leadership stand by Chairman Bennie Thompson and Ranking Member John Katko. January 6, 2021 is a stain on our nation’s history. It is critical that our duly elected representatives investigate the tragic events of that day.”
Bydlak adds, “As R Street and many of our allies in civil society have argued, it’s essential that this investigative effort be bipartisan—and indeed, nonpartisan—with an eye toward truth. The entire Homeland Security Committee should be applauded for their willingness to come together to do just that.”

R Street Institute launches new Guide for a Modern Congress website
WASHINGTON (April 13, 2021)—The R Street Institute announced the launch of a new online tool in support of the House Select Committee’s ongoing work on the Modernization of Congress.
Guide for a Modern Congress [1] provides easy-to-search options for reforming and modernizing the “people’s branch,” sourced from the Select Committee’s recommendations. In the future, the site will be expanded to include additional ideas and suggestions from the Select Committee, other members of Congress and outside experts.
Jonathan Bydlak, director of R Street’s Governance Program, stated:
Our First Branch of government shouldn’t be content with basement-level approval ratings, high staff turnover and legislative gridlock. There’s plenty of blame to go around for the abysmal conditions in Congress, but it often comes back to one fundamental problem: legislative branch resources—funding, technology, support systems, processes—have not kept pace with legislative responsibilities and the public’s expectations.
