truth of what's happening in ukraine to all of us every single day. my colleague, nbc news correspondent, ali arouzi live in lviv, ukraine. ali, you've jumped at an interesting time. i just interviewed congressman jim himes, who was in that meeting today with the ukrainian prime minister, and really, has been on the front lines of trying to rush the precise weapons that helene is describing, that the ukrainians are asking for, to the front lines. when i asked him about what something you and i have talked about a couple times now, president zelenskyy's call on the biden administration to consider designating russia a state sponsor of terror, he said, of course that's what they are. and suggested that the speaker of the house, nancy pelosi, sees it that way too. tell me, inside the government, if zelenskyy is also making the case privately in his conversations with u.s. officials and other world leaders. >> reporter: that's right. i mean, this has become a hot

yes. i think that there are a lot of things happening to russia which are pretty extreme sanctions wise. but, i think that there's more that can be done. for example, we've only sanctioned roughly two dozen oligarchs who are effectively supporting the government. there are 118 oligarchs on the forbes list. they should probably all be sanctioned because they're effectively involved in funding a terrorist regime. so there's more that can be done. there's more that should be done. and if this is what pushes that -- those sanctions in that direction, then this is a good idea. >> yeah. some of them involved in hiding putin's money as well. we were in geneva, last summer, the biden/putin summit and the discussion there was of strategic stability in this relationship. here we are less than a year later and now the administration considering labeling russia a state sponsor of terror.

scenes here at the white house. maybe they would send defense secretary austin or secretary blinken. both are in washington today having meetings. so whether or not they are sent there, she is saying because of security reasons, they likely won't disclose it before they would arrive. despite the hope by president zelenskyy, they said there are no plans for that. what is the big thing behind that is the logistics of getting the president there. there have been a lot of questions about this ever since boris johnson ever visited ukrainian. >> certainly. what did press secretary jen psaki say when you mentioned about making russia a state sponsor of the terrorism. >> reporter: this was in a phone call that they had asking him to basically make russia this pariah, putting them on laci that very few other nations are on. really a handful and make them a state sponsor of terrorism. the white house doesn't seem to be actively considering that right now.

these are the kind of nuclear weapons that wouldn't necessarily raise whole cities to the ground in this hiroshima or nagasaki scenario. instead, it would be nuclear weapons that could be used on a battlefield against conventional troops. amongst other conventional weapons, it's dangerous, they would leave a nuclear residue that could last for generations. so this is something that is a dangerous new phase in this war. as you said, halle, it's all because president vladimir putin isn't getting what he wants and he does feel like he is humiliated and his back is up, halle. >> let me go to you at the white house there is a couple developments, courtney, are you a part of the reporting team on this, president zelenskyy in a call to president biden asked the president to declare russia a state sponsor of terror. we also have that new warning from russia to the u.s. in this diplomatic note that says u.s. and nato shipments, adding fuel
