is a shock that this went down in baltimore that we have the social unrest here. but it's been something that has been boiling for quite some time. a citywide rate combined poverty rate of about 25% in baltimore. the black poverty rate by itself is 24% in baltimore in a state, maryland which is about 32% black. so you've got these huge social -- these gaping socio-economic disparities that have been there for quite some time and they bubbled over. now you've got this crisis of racial and social economic dimensions. you've got this public safety crisis that is there in baltimore. but it doesn't help that you've also got this instance of management malfeasance on the part of city hall. it's a crisis of crisis management, and not being able to just handle what is happening there in baltimore right now so they can move on to the next -- the next sort of important piece is trying to not only get answers about freddie gray's death, but where does baltimore go from here.

much you would think crime continuing to stay low is the necessary pre condition for this trend to continue. >> it is a great question. i do think we are in a different era where on the one hand the crop in crime rate is important and plays into it. on the other hand if you look at the flipside something you have covered a lot, the role of video evidence and citizen-created evidence in these law enforcement clashes also has changed the conversation. not because police-related killings are necessarily widely up. although in certain areas it is a serious problem, as bad as other periods. but because the evidence is there and ha changes the equation. so i think the question can drugs is not only what is the evidence? because not everyone is an amateur criminologist. but how does the media and social relate to that and yes, look at places like colorado, there is not a large increase in
