he's the front-runner in the race for mayor of chicago, but a state appellate court ruled today he's ineligible for the job because he doesn't meet the residency requirement. dean reynolds reports emanuel is off the ballot-- at least for now. >> reporter: the former white house chief of staff and congressman from chicago tried to appear unruffled by the ruling and said he would appeal to the state supreme court. >> i have no doubt that we will in the end prevail at this effort. as my father always used to say, nothing's ever easy in life. >> reporter: but getting elected mayor was beginning to look easy for him. he raised more money and, according to polls, had as much voter support as all of his three main opponents combined. he had a chance to win an outright majority on february 22 and avoid a runoff on april 5. just last week, he received a big pat on the back. >> if you want the windy city to have a gale force of leadership, rahm emanuel is your mayor.

you could see it all right there on the frozen faces of anyone who had to be outside in the northeast today. take a look at the expressions that say, this was the kind of cold today that hurts. we have a map showing the sweep of the coldest temperatures in 6 years, 37 below in upstate new york today. in maine, a windchill of 44 below. and linsey davis is reporting tonight on all the people trying to hunker down and those with the coldest jobs in the country have no choice but to be outside like linsey. and is that a frozening charles river behind you, linsey? >> reporter: you're exactly right. if you can see this ice shelf, that is the charles river and most of it is frozen tonight and much of new england is trying to thaw out and many of the people we spoke to today had no option but to bundle up and endure these dangerous temperatures. this cold is so extreme, it's being blamed for two people in the northeast freezing to death.
