两党议员推出疫情失业援助欺诈保护法案 | 洛杉矶 | 欺诈行为

6月25日，加州国会众议员包括第48区朴银珠（Michelle Steel）、第23区凯文‧麦卡锡（Kevin McCarthy）和第10区乔什‧哈德（Josh Harder）向众议院筹款委员会和司法委员会提交了HR4190提案，目前已交给众议长，该提案共有16位联合作者。
据美国劳工部监察长办公室消息，超过630亿美元的纳税人资金被欺诈支付，据估计，欺诈总额可能达到4,000亿美元。而加州一直是诈骗歹徒的最大目标，是遭受欺诈打击最严重的州之一，估计损失达到360亿美元。
朴银珠表示，应该妥善管理和保护纳税人的钱，“去年支付出的几十亿美元令人尴尬，当数百万加州人在等待福利时，加州向欺诈者和犯罪分子支付了114亿美元。据估计，加州就业发展部（EDD）已向欺诈性实体或不符合资格的个人支付了高达310亿美元的疫情失业援助金。欺诈性分发的每一美元都是对数百万因疫情而失业并试图重返劳动力市场时难以获得援助的加州人的伤害。”
“我很自豪作为共同发起人加入《大流行性失业援助欺诈保护法》，该法案创建了一个激励机制，鼓励各州收回欺诈性付款，并要求各州改进疫情失业援助（PUA）计划，我的选民、加州人和真正需要失业援助的美国人应该得到救济，而不是那些罪犯。”麦卡锡说。
哈德说：“我很自豪能够领导两党一起共同努力去追回被欺诈的失业资金，一年多以来，EDD一直充斥着欺诈和无能的灾难，中央山谷地区的人们需要一个为他们而不是为欺诈者和骗子工作的系统，该法案是修复我们破碎的失业机构的重要一步。”
HR4190将要求各州向劳工部长提交收回欺诈性失业救济金的计划，建立反欺诈工作组，并向国会报告各州的恢复性计划，激励各州收回资金。该法案还使美国司法部长能够与州和地方的执法部门合作，并要求劳工部长向国会提供每月的调查报告。
HR4190还要求各州将PUA福利索赔人的信息与联邦、州监狱记录和电子验证一起使用以防止欺诈；联邦邮件和电汇欺诈的最高罚款和监禁处罚将适用于那些用伪造或盗用身份诈取PUA福利的人；各州将建立欺诈热线来帮助身份盗窃的受害者。
此外，议员们还担心欺诈行为对加州纳税人的财务影响以及个人信息是否被窃取，这也是许多加州人担心的事。◇
